March 2011 Yuki Tatsumi Senior Associate East Asia Program Preface | vii Preface Dear Colleagues, I am pleased to present North Korea: Challenge for the US–Japan Alliance, edited by Yuki Tatsumi, Senior Associate at the Stimson Center. This is the latest volume in a series of works on Japan and its critical security alliance with the United States. In East Asia today, security challenges posed by North Korea—its illicit nuclear program and a record as a proliferator of nuclear and missile technologies—presents an urgent challenge to global peace and security. This volume is a collection of seven essays authored by American and Japanese experts on Asian security issues, examining how North Korea’s behavior affects the US–Japan bilateral defense relationship, as well as their ability to coordinate their diplomatic efforts to address security challenges posed by Pyongyang. Collectively, the essays in the volume illustrate that North Korea has become a challenge for US–Japan diplomatic coordination, while at the same time serving as a catalyst for a deeper US–Japan bilateral defense relations. It also demonstrates the importance of the Republic of Korea, the other major American ally in the region, as the United States and Japan continue to grapple with the challenges posed by North Korea. Romberg and Yoshihide Soeya or well over a decade, since the first North Korean nuclear crisis in 1993, the United FStates, Japan, the Republic of Korea (ROK, South Korea) and others have sought to eliminate the nuclear program of the Democratic People’s Republic of Korea (DPRK, North Korea) while maintaining a robust regime in order to preserve the 1953 Armistice and prevent the renewed outbreak of hostilities on the peninsula.1 The 1994 US–DPRK Agreed Framework led to an international effort to replace Pyongyang’s proliferation-prone, plutonium-based program with facilities that were more reliably resistant to proliferation and to produce “normal” relations between North Korea and the United States, as well as between North and South Korea. That agreement was being implemented—albeit slowly—in the context of what seemed to be an overall improvement in the political atmosphere between North Korea and the United States under the Clinton administration when President George W. Bush came to office in January 2001. Bush took a far more jaundiced view of North Korea’s bona fide intentions and decided not to follow through on Clinton’s active diplomatic approach. It was perhaps the mounting sense of “insecurity” caused by the hardline policy of the Bush administration that caused the DPRK to take the astonishing move to receive Japanese Prime Minister Junichiro Koizumi in Pyongyang on September 17, 2002, and to agree to the “Pyongyang Declaration,” which outlined the basic framework and the course of action toward diplomatic normalization between Japan and North Korea. Especially after the late Kim Jong Il admitted to former Japanese Prime Minister Junichiro Koizumi in September 2002 that agents from the DPRK had kidnapped some Japanese nationals during the Cold War, the abduction issue, which remains unresolved, became highly politicized in Japan. Pyongyang, however, has continued to maintain for some time now that the abduction issue was settled several years ago, while also insisting that Japan must make amends to the DPRK for its past colonization of the Korean Peninsula. For its part, Tokyo has remained adamant about the need to resolve the abduction issue, repeatedly stressing that it is one of the few major problems preventing the normalization of Japan-North Korea relations.

    DEFENSE WHITE PAPER Message from the Minister of National Defense The year 2010 marked the 60th anniversary of the outbreak of the Korean War. Since the end of the war, the Republic of Korea has made such great strides and its economy now ranks among the 10-plus largest economies in the world. Out of the ashes of the war, it has risen from an aid recipient to a donor nation. Korea’s economic miracle rests on the strength and commitment of the ROK military. However, the threat of war and persistent security concerns remain undiminished on the Korean Peninsula. North Korea is threatening peace with its recent surprise attack against the ROK Ship CheonanDQGLWV¿ULQJRIDUWLOOHU\DW<HRQS\HRQJ Island. The series of illegitimate armed provocations by the North have left a fragile peace on the Korean Peninsula. Transnational and non-military threats coupled with potential conflicts among Northeast Asian countries add another element that further jeopardizes the Korean Peninsula’s security. To handle security threats, the ROK military has instituted its Defense Vision to foster an ‘Advanced Elite Military,’ which will realize the said Vision. As part of the efforts, the ROK military complemented the Defense Reform Basic Plan and has UHYDPSHGLWVZHDSRQSURFXUHPHQWDQGDFTXLVLWLRQV\VWHP,QDGGLWLRQLWKDVUHYDPSHGWKHHGXFDWLRQDOV\VWHPIRURI¿FHUVZKLOH strengthening the current training system by extending the basic training period and by taking other measures. The military has also endeavored to invigorate the defense industry as an exporter so the defense economy may develop as a new growth engine for the entire Korean economy. To reduce any possible inconveniences that Koreans may experience, the military has reformed its defense rules and regulations to ease the standards necessary to designate a Military Installation Protection Zone.

    Order Code RS22845 March 19, 2008 North Korea’s Abduction of Japanese Citizens and the Six-Party Talks Emma Chanlett-Avery Analyst in Asian Affairs Foreign Affairs, Defense, and Trade Division Summary The admission by North Korea in 2002 that it abducted several Japanese nationals — most of them nearly 30 years ago — continues to affect significantly the Six-Party Talks on North Korea’s nuclear weapons program. This report provides background information on the abductee issue, summarizes its effect on Japanese politics, analyzes its impact on U.S.-Japan relations, and assesses its regional implications. Congress has indicated considerable interest in the abductions issue. The North Korean Human Rights Act (P.L. 108-333) includes a sense of the Congress that non-humanitarian aid be contingent on North Korean progress in accounting for the Japanese abductees. A House hearing in April 2006 focused on North Korea’s abductions of foreign citizens, with testimony from former abductees and their relatives. Some Members of Congress have sponsored legislation (S.Res. 399 and H.R. 3650) that support Japan’s call for settlement of the abductions controversy before North Korea is removed from the U.S. state sponsors of terrorism list. This report will be updated as events warrant. The forcible seizure of Japanese citizens by North Korean agents in the 1970s and 1980s continues to be a pivotal issue in the ongoing Six-Party Talks on North Korea’s nuclear weapons program. Tokyo’s participation in the international forum is dominated by its efforts to achieve progress on the abduction issue. While the United States is now aggressively pursuing a deal that provides energy and economic assistance to North Korea in exchange for the dismantlement of its nuclear weapons program, Japan has refused to contribute aid without satisfactory progress on the kidnappings.

The Government of Japan has sincerely dealt with issues of reparations, property and claims pertaining to the Second World War under the San Francisco Peace Treaty, which the Government of Japan concluded with 45 countries, including the United States, the United Kingdom and France, and through other bilateral treaties, agreements and instruments. These issues including those of claims of individuals, have already been legally settled with the parties to these treaties, agreements and instruments. (With regard to the ROK, it was confirmed in the 1965 Agreement on the Settlement of Problems concerning Property and Claims and on Economic Cooperation between Japan and the Republic of Korea that the issues concerning property and claims “have been settled completely and finally.” The Government of Japan, in accordance with the said Agreement, provided 500 million US dollars to the ROK as economic cooperation.) 2. Additionally, since the 1990s, the Government of Japan has extended its utmost cooperation to the projects of the Asian Women’s Fund (AWF), which carried out “medical and welfare support projects” and provided “atonement money” (for a total of 5 million yen per person in the ROK and Taiwan as well as 3.2 million yen per person in the Philippines) to offer realistic relief to former comfort women. When the atonement money as well as the medical and welfare support were provided, the then-Prime Ministers (namely, PM Ryutaro Hashimoto, PM Keizo Obuchi, PM Yoshiro Mori and PM Junichiro Koizumi), sent a signed letter expressing apologies and remorse directly to each former comfort woman.

In dealing with history, it is possible to see how the two states have intermingled: since the late 1800s there has been a close relation that eventually led to a protectorate and then to a colonial relationship between the two, where Japan was the colonialist country seeking to build an empire and North Korea, still part of the Korean Peninsula and not yet divided, was the colony exploited by the Japanese. Korea’s status as a colony was particularly significant after the outbreak of the Second World War, where Japan was defeated and the anti-imperialist forces began to fight back in order to free their land from the conquerors. The end of the war saw the occupation of Japan and its struggle after the Americans had used the two atomic bombs on Hiroshima and Nagasaki, as well as a hope for independence and freedom in the whole Korean Peninsula. However, the hope of the Korean people was short-lived for the U.S and the Soviet Union planned a trusteeship that would lead Korea to independence step by step, allowing the peninsula to be rebuilt after the horrors of the war.

    US-KOREA RELATIONS MISSILES FIRE AND FURY STEPHEN NOERPER, KOREA SOCIETY AND COLUMBIA UNIVERSITY Tensions rose to new levels on the Korean Peninsula as North Korea fired multiple missiles demonstrating markedly enhanced capabilities and crowned the Labor Day weekend with a sixth nuclear test with a significantly larger yield than previous tests. The United States tackled its most significant global security challenge by reinforcing its deterrent capabilities, tightening the financial noose on the North, President Trump tweeting stern warnings, and military and diplomatic leaders calling for dialogue. South Korea responded by reiterating its military readiness, expanding its own missile capabilities, and reeling from Trump’s rhetoric that likened President Moon Jae-in’s push for talks to “appeasement” and his threat to scrap the KORUS trade agreement. Despite joint military exercises, live fire drills, B-1 dispatches, and shared statements condemning Pyongyang to signal alliance strength, the relationship between the United States and South Korea appears frayed in dramatic new ways.   • How Does One Talk About the Korean Situation
    How does one talk about the Korean situation? For some it is a military target to be destroyed1, for others a casualty figure2, for some a human rights violation3, for others a failure of government4. But all these stories focus on the question of governance, or statesmanship. It is a world of shifting estimates and military designators. There is no people involved. What I wish to discuss is the human side of the conflict. For contrary to the widespread attitude of the media, people DO exist North of the Demilitarized Zone (DMZ), there is life within the supposed hellhole of human existence between the Yalu and the DMZ, and the featureless face wrapped in digital camo with a K2 rifle is the firstborn of a family and the pride of his grandparents who eagerly await the day their grandchild returns to the hometown. This is a monologue. This is a shambling product of deep-seated frustration and resentment. But more importantly, this is also intended to be a product of love, of care, of acknowledgement, a letter in a bottle for the brothers separated by war, by design, by fists and lies wielded by faceless figures. It may never reach the other side, but I have made my peace with that.
