They operated continuously for 1 year (November 2001–October 2002). The surface current data are obtained at a spatial resolution of about 750 m and are available every hour in a zone whose depths slope gently from the coast down to 20 m. The total area covered is about 120 km2 reaching cca 15 km offshore. These observations give evidence of the different temporal and spatial scales that characterize the current field. Unlike for the flow in inlets of the Venetian Lagoon, the tidal forcing accounts for only up to 20% of the total variability. The tidal influence from the inlets is felt to about 4–5 km away. Low-frequency signal, associated prevalently to meteorological forcing (through the action of winds and atmospheric pressure) at synoptic time scales, is superimposed on a mean southward flow of 10 cm/s. -

Order Code RS22845 March 19, 2008 North Korea’s Abduction of Japanese Citizens and the Six-Party Talks Emma Chanlett-Avery Analyst in Asian Affairs Foreign Affairs, Defense, and Trade Division Summary The admission by North Korea in 2002 that it abducted several Japanese nationals — most of them nearly 30 years ago — continues to affect significantly the Six-Party Talks on North Korea’s nuclear weapons program. This report provides background information on the abductee issue, summarizes its effect on Japanese politics, analyzes its impact on U.S.-Japan relations, and assesses its regional implications. Congress has indicated considerable interest in the abductions issue. The North Korean Human Rights Act (P.L. 108-333) includes a sense of the Congress that non-humanitarian aid be contingent on North Korean progress in accounting for the Japanese abductees. A House hearing in April 2006 focused on North Korea’s abductions of foreign citizens, with testimony from former abductees and their relatives. Some Members of Congress have sponsored legislation (S.Res. 399 and H.R. 3650) that support Japan’s call for settlement of the abductions controversy before North Korea is removed from the U.S. state sponsors of terrorism list. This report will be updated as events warrant. The forcible seizure of Japanese citizens by North Korean agents in the 1970s and 1980s continues to be a pivotal issue in the ongoing Six-Party Talks on North Korea’s nuclear weapons program. Tokyo’s participation in the international forum is dominated by its efforts to achieve progress on the abduction issue. While the United States is now aggressively pursuing a deal that provides energy and economic assistance to North Korea in exchange for the dismantlement of its nuclear weapons program, Japan has refused to contribute aid without satisfactory progress on the kidnappings. -

A Century of Quest: Taiwan’s Democratic Change in Historical Perspective Tun-jen Cheng Introduction The political history of the Republic of China (ROC) in the past one hundred years began with the collapse of dynasty China and ended with democratization on Taiwan. During its mainland years, the ROC, established after the 1911 nationalist revolution (and which has continued to exist on Taiwan since the Kuomintang or the Nationalist regime retreat to the island in 1949), constitutional democracy was often regarded as an unfinished enterprise.1 Democratization, as part of the effort to build a rich and strong nation, was attempted but typically aborted until the final quarter of the century. Democratic transition—unfolding in Taiwan since 1986—has been a strenuous, extended, and episodically melodramatic process, and many challenges to it remain. But by most yardsticks, democracy on Taiwan is quite well established, an accomplishment in which Sun Yat-sen would have taken pride. While still facing challenges, Taiwan scoring high in Freedom House’s liberty indexes and with a dynamic but fairly institutionalized political party system, is well on its way to completing the transitional path to democracy, fulfilling one of Sun’s goals.2 In reflecting on the advent of democracy on Taiwan, this essay aims to answer two questions that are often overlooked in the literature of Taiwan’s democratization. The first question posed in this essay is: Has Sun Yat-sen’s idea or doctrine been guiding democratization in the ROC on the mainland and then on Taiwan all along? In scholarly writings on Taiwan’s democratic change, Sun Yat-sen’s ideas were rarely identified as an influence, not to mention, a driving force. -

This thesis aims to explore this question by looking at Japan’s foreign policy in the region and uncovering how political actors manipulated the concept of nationalism in foreign policy discourse. -

In dealing with history, it is possible to see how the two states have intermingled: since the late 1800s there has been a close relation that eventually led to a protectorate and then to a colonial relationship between the two, where Japan was the colonialist country seeking to build an empire and North Korea, still part of the Korean Peninsula and not yet divided, was the colony exploited by the Japanese. Korea’s status as a colony was particularly significant after the outbreak of the Second World War, where Japan was defeated and the anti-imperialist forces began to fight back in order to free their land from the conquerors. The end of the war saw the occupation of Japan and its struggle after the Americans had used the two atomic bombs on Hiroshima and Nagasaki, as well as a hope for independence and freedom in the whole Korean Peninsula. However, the hope of the Korean people was short-lived for the U.S and the Soviet Union planned a trusteeship that would lead Korea to independence step by step, allowing the peninsula to be rebuilt after the horrors of the war. -

In examining the wider logic of French imperial expansion around the Mediterranean, this dissertation bridges the Revolutionary, Napoleonic, Restoration (1815-30), July Monarchy (1830-48), Second Republic (1848-52), and Second Empire (1852-70) periods. Moreover, this study represents the first comprehensive study of interactions between imperial officers and local actors around the Mediterranean. -

Well, thank you very much. And this is my second meeting with the relations—great, great relations—brothers, sisters, mothers, fathers of the abductees. And I can tell you that it's very much on my mind. I can also tell you for certain that it is your Prime Minister's primary goal; there isn't a meeting that we have where he doesn't bring up the abductees. And we will work together. You have a great Prime Minister. He loves this country. He loves you. And we will be working together to bring your relatives—your daughters, your sons, your mothers—home. And we'll work on that together. Okay, Shinzo? Their stories are very sad. And I must tell you, we've been hearing them, and in some cases, I've been hearing them for a second time, because the last time we were here, we did this, and it was an honor to do it and meet these incredible people. You may just briefly say a word to the media about your mother and maybe about your daughter. And they'll get just a little sampling of what we're talking about. But I can see why your great Prime Minister feels so strongly about it. Please. Prime Minister Abe. Introduction Japanʼs policies toward the Democratic Peopleʼs Republic of Korea (DPRK) are not only issues concerning bilateral relations, but also complex international political issues which are determined by the complex political situations in Northeast Asia, including division of the Korean Peninsula, the confrontations between the two camps during the Cold War, and the extension of the United States of America (US)-South Korea alliance as well as the US-Japan alliance after the Cold War. It can be seen that all of the above affect the geopolitical developments in Northeast Asia as well as the foreign strategy of every country in the region.1 Moreover, Japanʼs policy toward North Korea has a direct impact on the changes in Japanʼs domestic political situation. Thus, it can be seen that only when putting Japan-DPRK relations in the political framework of Northeast Asia and analyzing through multilateral perspectives, can we grasp the essence of Japan-DPRK relations and predict the future trend.2 North Korea is the only country among those which were invaded by Japan that has yet to realize a normalization of diplomatic relations with Japan. -
