KEY DEVELOPMENTS  As of July 29, USAID partners had removed a total of 864,808 cubic meters of rubble in earthquake-affected areas. Most rubble removal programs are conducted through cash-for-work (CFW) programs utilizing work crews composed of displaced individuals. As of July 28, USAID-funded CFW programs employed nearly 22,000 people at 373 sites.  From July 22 to 24, the U.N. Stabilization Mission in (MINUSTAH), the International Organization for Migration (IOM), and other relief agencies moved 224 families from Fleurieux settlement site, in Commune, to Corail Cesselesse resettlement site in Croix-des-Bouquets Commune outside Port-au-Prince. Relief agencies and the (GoH) had previously identified the families as particularly at risk for flooding and malaria at the Fleurieux site, which was situated in a swamp. Upon arrival to Corail, families from Fleurieux received emergency relief commodities, including hygiene kits and a three-week ration of food assistance.

CURRENT SITUATION  Teams of engineers from the GoH Ministry of Public Works and Telecommunication (MTPTC), the U.N. Office for Project Services (UNOPS), and the Pan-American Development Foundation (PADF) continue to conduct habitability assessments in earthquake-affected areas with funding from the U.N., World Bank, and USAID/OFDA. As of July 22, engineers had assessed 204,887 buildings, classifying nearly 48 percent of houses as “green”, or safe for habitation, and another 27 percent as “yellow”, indicating that houses could be made safe with repairs.  Relief agencies continue to encourage displaced families to return to green houses before September—typically the most-active month of hurricane season. In addition, several USAID/OFDA partners have begun repairing yellow houses in and around Port-au-Prince.

Mitigation activities, such as sandbagging, digging of drainage canals, and construction of retaining walls, remain ongoing in the majority of at-risk camps identified by IOM teams. However, according to the U.N. Office for the Coordination of Humanitarian Affairs (OCHA), vulnerabilities persist in numerous camps and settlements, including planned sites such as Corail Cesselesse, where heavy rains and strong winds recently damaged more than 300 tents.

Preparedness  From July 19 to 22, USAID/OFDA staff served as observers of the MINUSTAH Joint Exercise for interagency disaster preparedness in Gonaïves, Department, and Port-au-Prince. The exercise simulated a scenario in which a Category 3 hurricane strikes northwest Haiti, severely affecting Gonaïves and adjacent areas.  Following the coordination exercise, participants identified response gaps and areas of concern, including humanitarian agencies and first responders’ potential inability to locate self-evacuated populations; the reduced capability of early warning systems to quickly disseminate information to potentially-affected populations; lack of swift-water search-and-rescue (SAR) capacity; insufficient quantity of hurricane evacuation shelters; and inadequate resources to produce and distribute potable water to populations trapped inside houses or on roofs.  As a result, participants agreed to consult the Water, Sanitation, and Hygiene (WASH) Cluster to develop a plan for water provision. In addition, MINUSTAH representatives emphasized the need to initiate joint training exercises with agencies that would conduct swift-water SAR, including the U.N. Police and the GoH Department of Civil Protection.  In mid-July, USAID/OFDA staff also visited the U.N. World Food Program (WFP) logistics hub in Gonaïves, noting that the well-managed facilities hold WFP food commodities and pre-positioned emergency relief supplies provided by USAID/OFDA and the Logistics Cluster. WFP maintains a fleet of trucks and has reserved space for the construction of portable warehouses or storage containers, if additional capacity is needed.

Water, Sanitation, and Hygiene  During a July 28 WASH Cluster meeting, the cluster coordinator reported that free water distribution in displacement sites is currently scheduled to end on December 31, 2010—a date determined in cooperation with the GoH. As a result, cluster members continue to discuss development of water delivery methods that are more sustainable than tankering, currently the primary method.  According to cluster participants, WASH-related relief supplies currently in-country could support up to 200,000 people in the event of a hurricane emergency; the figure includes WASH supplies stockpiled by USAID/OFDA for approximately 100,000 people.  On July 28, the WASH Cluster reported that since the earthquake, health authorities and relief agencies had reported no significant, unseasonal increase in mortality and morbidity due to waterborne diseases. WASH Cluster members noted that the rise in typhoid cases in late June and early July occurred due to expected, seasonal rains.

Health  According to USAID/Haiti, during the week of July 11, the rate of typhoid cases as a proportion of weekly total cases declined to 0.9 percent, a decrease from the rate of 1.8 percent reported two weeks earlier.  Acute respiratory illness cases increased nearly threefold during the week of July 11—accounting for nearly 19.5 percent of all cases presented at medical clinics. The U.S. Centers for Disease Control and Prevention is investigating the cause of the increase, including an evaluation of data quality and reliability of reports. Acute respiratory illness remains the most commonly reported ailment in settlement sites, followed by watery diarrhea and suspected malaria.

Shelter and Settlements  As of July 19, humanitarian agencies had constructed 6,192 transitional shelters (t-shelters) in Haiti, of which approximately 3,590 t-shelters were constructed by USAID/OFDA partners. As of July 22, an additional 626 USAID/OFDA-funded t-shelters remained under construction in earthquake-affected areas.  On July 28, USAID/OFDA staff conducted an evaluation of implementing partner Medair/SWI’s programming in Jacmel, Southeast Department. Following the assessment, USAID/OFDA staff reported that Medair/SWI had completed 640 of the planned 3,200 t-shelters in the Jacmel while an additional 140 t-shelters remained under construction. Medair/SWI also plans to begin the repair of more than 500 earthquake-damaged houses.  On July 26, USAID/OFDA staff met with implementing partner Agency for Technical Cooperation and Development (ACTED) to discuss program progress. Due to supply procurement delays, ACTED plans to begin t-shelter construction in Léogâne, West Department, in early August, noting that the majority of t-shelters will be located on beneficiaries’ original home sites. ACTED also plans to conduct habitability assessments of 12,000 structures in Léogâne, funded in part by USAID/OFDA. 2 Haiti Earthquake – July 30, 2010

Protection  Following a recent trip to Haiti to monitor USAID/OFDA-funded protection activities and assess conditions, USAID/OFDA’s protection advisor based in Washington, D.C., identified lack of shelters for gender-based violence (GBV) survivors as a significant gap in the overall response. The majority of shelters established for GBV survivors collapsed during the earthquake and require reconstruction.  The protection advisor expressed appreciation for several implementing partners’ progress with child protection and GBV programming, including establishment of well organized child-friendly spaces; training for child caregivers; accompanying rape victims to hospitals for treatment; and conducting trainings for female and male community leaders to discuss GBV and identify solutions, including awareness-raising messaging aimed at 18-to- 25-year-old men.  USAID/OFDA implementing partner the International Rescue Committee (IRC) is collaborating with FilmAid International to produce short films about GBV, including two films aired during the World Cup on national television and on large screens at displacement sites. IRC plans to extend media outreach to private television and radio stations.

USG HUMANITARIAN ASSISTANCE  On January 13, U.S. Ambassador to Haiti Kenneth H. Merten declared a disaster due to the effects of the earthquake. To date, USAID has contributed more than $675 million in earthquake response funding, including more than $364 million from USAID/OFDA, nearly $173 million from USAID/FFP, more than $45 million from USAID/Haiti, $67 million from USAID/OTI, and $3 million from USAID/DR. In total, the USG has contributed more than $1.1 billion in earthquake response funding for Haiti to date.  On January 12, USAID/OFDA activated a Washington, D.C.,-based Response Management Team (RMT) to support the Disaster Assistance Response Team (USAID/DART) that deployed to Haiti early on January 13 to assess humanitarian conditions and coordinate activities with the humanitarian community. The RMT demobilized on February 28, and the USAID/DART transitioned to a USAID/OFDA Program Office on April 28 to reflect the shift in the earthquake response from relief to recovery. USAID/OFDA Program Office staff continue to assess and identify humanitarian needs and coordinate delivery of emergency relief supplies to earthquake-affected areas.  As of July 30, State/PRM has provided $11.2 million to support emergency food, health, nutrition, protection, and WASH interventions in border areas, as well as other programs in support of repatriated Haitians and host families.  As of July 30, DoD’s estimated cost for the Haiti earthquake relief effort was $458.7 million. DoD supported humanitarian efforts through transportation of USG personnel and relief commodities into Haiti, as well as the provision of health and security services.

 PUBLIC DONATION INFORMATION  The most effective way people can assist relief efforts is by making cash contributions to humanitarian organizations that are conducting relief operations. Information on organizations responding to the humanitarian situation in Haiti may be available at www.oneresponse.info/disasters/haiti and www.usaid.gov/haiti.  USAID encourages cash donations because they allow aid professionals to procure the exact items needed (often in the affected region); reduce the burden on scarce resources (such as transportation routes, staff time, and warehouse space); can be transferred very quickly and without transportation costs; support the economy of the disaster-stricken region; and ensure culturally, dietary, and environmentally appropriate assistance.  More information can be found at: o USAID: www.usaid.gov/haiti o Information on relief activities of the humanitarian community can be found at www.reliefweb.int
