Our main objective is to identify factors that help explaining the level of corporate dependence among them. We answer this question in relation to the 2010 elections for federal deputy in Brazil. We test five hypotheses: 01. right-wing party candidates are more dependent than their counterparts on the left; 02. government coalition candidates are more dependent than candidates from the opposition; 03. incumbents are more dependent on corporate donations than challengers; 04. businesspeople running as candidates receive more corporate donations than other candidates; and 05. male candidates are more dependent than female candidates. Methodologically, the research design combines both descriptive and multivariate statistics. We use OLS regression, cluster analysis and the Tobit model. The results show support for hypotheses 01, 03 and 04. There is no empirical support for hypothesis 05. Finally, hypothesis 02 was not only rejected, but we find evidence that candidates from the opposition receive more contributions from the corporate sector. The November 2011 Elections in Nicaragua: A Study Mission Report of the Carter Center THE NOVEMBER 2011 ELECTIONS IN NICARAGUA: A STUDY MISSION REPORT OF THE CARTER CENTER OVERVIEW On November 6, 2011 Nicaragua held general elections for president and vice president, national and departmental deputies to the National Assembly, and members of the Central American Parliament. Fraudulent local elections in 2008, a questionable Supreme Court decision in October 2009 to permit the candidacy of incumbent President Daniel Ortega, and a presidential decree in January 2010 extending the Supreme Electoral Council (CSE) magistrates in office after their terms expired provided the context for a deeply flawed election process. Partisan election preparations were followed by a non-transparent election day and count. The conditions for international and domestic election observation, and for party oversight, were insufficient to permit verification of compliance with election procedures and Nicaraguan electoral law, and numerous anomalies cast doubt on the quality of the process and honesty of the vote count. The most important opposition party rejected the election as fraudulent but took its seats in the legislature. Nicaragua’s Supreme Electoral Council dismissed opposition complaints and announced that President Daniel Ortega had been re-elected to a third term. In addition, the official results showed that Ortega’s Sandinista National Liberation Front (FSLN) party had won enough legislative seats both to reform articles of the constitution (requires a 60% majority) and to call a constituent assembly to write a new constitution (requires 66%). -
Engaging the Haitian Diaspora
Engaging the Haitian Diaspora Emigrant Skills and Resources are needed for Serious Growth and development, not Just Charity By Tatiana Wah ver the last five decades, Haiti has lost to the developed and developing world a significant amount of its already meager manpower resources, O largely in the form of international migration. This has led to a significant pool of skilled human capital residing mostly in the Dominican Republic, the United States, and Canada as diaspora communities. Some estimates show that as much as 70 percent of Haiti’s skilled human resources are in the diaspora. Meanwhile, it is increasingly argued that unless developing nations such as Haiti improve their skilled and scientific infrastructures and nurture the appropriate brainpower for the various aspects of the development process, they may never advance beyond their current low socio-economic status. Faced with persistent underdevelopment problems and with language and cultural barriers, international aid agencies, development scholars, and practitioners are increasingly and loudly calling for diaspora engagement programs. The processes required to construct successful diaspora engagement strategies for Haiti’s development, however, are not well understood and consequently merit serious attention. Programs make implicit and explicit assumptions about diaspora members that do not apply to the general understanding of how émigrés build or rebuild their worlds. Programs fail to place strategies within the larger framework of any national spatial-economic development plan or its implementation. Cur- rent engagement strategies treat nationalistic appeals and diaspora consciousness as sufficient to entice members of the diaspora to return or at least to make indi - rect contributions to their homeland. -

STRATEGIC BRIEF | MARCH 2012 Haiti’s Urban Crime Wave? Results from Monthly Household Surveys August 2011 - February 2012 Athena R. Kolbe1 and Robert Muggah2 www.igarape.org.br Summary Haiti exhibited a dramatic escalation in criminal violence with Haitians reporting declining confidence in police institutions during the last six months (August 2011 to February 2012). For the first time since 2007, the incidence of violent crime and victimization has shown a consistent increase, and confidence in public institutions appears to be dropping quickly. Random household surveys conducted on a monthly basis between August 2011 and February 2012 indicate that violent crime is increasingly common, particularly over the past few months in the densely packed ‘popular’ zones of Haiti’s largest urban centers. This assessment is based on a longitudinal survey using random sampling methods. Specifically, households in the urban areas of Port-au-Prince, Les Cayes, Cap Haitien, Gonaives, St. Marc, Jacmel and Leogane were randomly selected and surveyed about their experiences with criminality and faith in public institutions. The survey sought to measure their exposure to insecurity and opinions regarding future safety. Collectively, these surveys demonstrate an increasing dissatisfaction with the government of Haiti after five years of growing confidence as well as fears that political uncertainty and turmoil will increase crime. The preliminary findings of the assessment are: • The number of reported homicides across all urban settings increased considerably between November 2011 and February 2012. Half of the reported murders occurred during armed robbery or attempted armed robbery. While Port- au-Prince’s overall homicide is low in comparaison to other Caribbean cities, this nevertheless represents a rate of 60.9 per 100,000, one of the highest recorded rates since 2004; • Property crime increased dramatically between October 2011 and February 2012.
