Visual Assessment Appendix G - Noise Assessment ii 1 Introduction 1.1 Background to the Proposed Development Powersite Ltd is intending to vary the existing consent for the construction of a ComBined Cycle Gas TurBine (CCGT) power plant on the site of the former Drakelow Coal Power Station in South DerByshire (National Grid Reference SK 22650 19644). The proposed CCGT plant at Drakelow would Be well located to provide electricity to the Midlands Region, supplying an increasing demand at a time of other power station closures. The location of the Proposed Development and Red Line Boundary is shown on Figure 1 – Site Layout. The Figures are provided at the end of this report. An Environmental Statement (ES) (Ref 1-1) was suBmitted in 2005 on Behalf of E.ON UK plc. to accompany its application to the Secretary of State for Trade and Industry for consent to construct a CCGT power plant under Section 36 of the Electricity Act 1989 (Ref 1-2), hereBy referred to as the Original ES. In OctoBer 2007, the development was consented based upon this completed assessment and resulting mitigation proposals. Under Section 90 of the Town and Country Planning Act 1990, the Secretary of State, on granting the aforementioned consent, directed that planning permission for the development shall Be deemed granted. In August 2015 E.ON UK transferred the granted Section 36 consent to Powersite Ltd. This original consent was due to expire in OctoBer 2015 and an application to the Department of Energy and Climate Change (DECC), since renamed Department for Business, Energy and Industrial Strategy (DBEIS), was suBmitted in August 2015 to extend this consent. Following a period of consultation undertaken by DECC with key stakeholders, the Secretary of State granted the extension in July 2016, to extend the time limit for commencement of the Development to allow a further three years from 16 OctoBer 2015 to 16 October 2018. 1.2 Purpose of this Document A variation to the current Section 36 consent is now being sought by Powersite Ltd. from DBEIS pursuant to s36 of the Electricity Act 1989 (as amended) and The Electricity Generating Stations (Variation of Consents) (England and Wales) Regulations 2013 (Ref 1-3). The variation seeks to take account of advances in technology since the original application was consented in 2005. In discussion with DBEIS, a Supplementary Environmental Information Report (SEIR) has Been recommended as an update to reporting on the Baseline conditions and assessment outcomes for the new proposals. The E.ON UK 2005 ES will Be maintained as the statutory ES and this SEIR will provide the update as necessary to: • Ensure assessments are compliant with current standards and guidance; • Provide a comparison Between the existing consented technology and the proposed; • Update the Baseline conditions with those current at the site; • Provide additional information to ensure stakeholder acceptance; • Propose current Best practice mitigation methods. In addition to the original ES suBmitted in 2005, the application made by Powersite Ltd in 2015 to extend the consent was supported By an Environmental Update Report (Ref 1-4 and Appendix A) and an Ecological Appraisal (Ref 1-5). 1 This SEIR provides an environmental review of the proposed 1,220 MW CCGT in the context of the information and findings of the 2005 ES and the 2015 updates and should Be read in conjunction with these documents. 1.3 Supporting Documentation Alongside the production of this SEIR, Powersite Ltd will Be suBmitting the following documents to support the variation application: • Application – Covering letter to DBEIS • Application – Draft of Revised Consent Sought • Application – Supporting Statement • Application
