Scotland, Nuclear Energy Policy and Independence EPRG Working Paper 1407 Cambridge Working Paper in Economics 1457 Raphael J. Heffron and William J. Nuttall Abstract This paper examines the role of nuclear energy in Scotland, and the concerns for Scotland as it votes for independence. The aim is to focus directly on current Scottish energy policy and its relationship to nuclear energy. The paper does not purport to advise on a vote for or against Scottish independence but aims to further the debate in an underexplored area of energy policy that will be of value whether Scotland secures independence or further devolution. There are four central parts to this paper: (1) consideration of the Scottish electricity mix; (2) an analysis of a statement about nuclear energy made by the Scottish energy minister; (3) examination of nuclear energy issues as presented in the Scottish Independence White Paper; and (4) the issue of nuclear waste is assessed. A recurrent theme in the analysis is that whether one is for, against, or indifferent to new nuclear energy development, it highlights a major gap in Scotland’s energy and environmental policy goals. Too often, the energy policy debate from the Scottish Government perspective has been reduced to a low-carbon energy development debate between nuclear energy and renewable energy. There is little reflection on how to reduce Scottish dependency on fossil fuels. For Scotland to aspire to being a low-carbon economy, to decarbonising its electricity market, and to being a leader within the climate change community, it needs to tackle the issue of how to stop the continuation of burning fossil fuels. -

He stayed there until his retirement as maintenance service manager in 1991. Peter approached the brochure project in the same way that he approached work - with dedication and enthusiasm. I will now finish my sketches (hurried and im- perfect as they are) of Sutherlandshire by recom- mending my readers, who may wish for a week's enjoyment, to follow my example and travel round that there are few who would not derive county ; much pleasure and amusement by doing so. The agriculturist and improver of land would be in- terested by seeing the different stages of husbandry in the county, from the perfectly- cultivated farms and cattle of the southern parts, to the rude and primitive method of raising small crops of oats amongst the rocks of the north and north-west, where the ground is turned up by ancient and quaintly-shaped substitutes for spades—ploughing in at the being quite impracticable many places ; same time that about Tongue, near as it is to the extreme northern point of Britain, both the mode 160 TOUR IN SUTHERLAND. SUBMISSION FROM DEREK G BIRKETT Security of Scotland’s Energy Supply Personal Introduction The author has had a lifetime of working experience in the electricity supply industry, retiring at the millenium after twenty years as a grid control engineer under both state and privatised operation. Previous experience on shift were on coal and hydro plant for a decade, with the CEGB and NofSHEB. A further decade was spent on project installation and commissioning at five power station locations across the UK of which two were coal and three nuclear including Dounreay PFR. The latter experience gave chartered status on a basis of an engineering degree from Leeds University. Upon retirement, commitment was given as a technical witness for two public inquiries opposing wind farm applications as well as being an independent witness at the strategic session of the Beauly/Denny public inquiry. In 2010 a book was published entitled ‘When will the Lights go out?’ leading to public presentations, three of which were held in London. http://www.scotland.gov.uk/Resource/Doc/917/0088330.pdf (page 72) Basic Principles As a commodity electricity cannot be stored to any degree and must therefore be produced on demand. As an essential service to modern society its provision is highly dependent upon a narrow field of specialised technical expertise. The unified GB Grid is a dynamic entity, inherently unstable. Transmission interconnection of various supply sources provide security and enable significant capital and operational savings. However bulk transmission of power brings power losses, mitigated by siting generation in proximity to consumer demand. Maintaining system balance on a continual basis is critical for system security, not just with active power but also reactive power that enables voltage (pressure) levels to be maintained. -

*** DRAFT ** Sustainable Development and CO2 Capture and Storage A report for UN Department of Economic and Social Affairs Prepared by Dr Paul Freund 31 August 2007 Executive Summary The threat of climate change and the importance of fossil fuels in global energy supply have recently stimulated much interest in CO2 capture and storage (CCS). The most important application of CO2 capture would be in power generation, the sector which is responsible for 75% of global CO2 emissions from large stationary industrial sources. Two options for capture are based on well established technology - post-combustion capture using chemical solvent scrubbing would be used in current designs of power stations; pre-combustion capture using physical solvent separation involves a small modification to the design of gasification based systems which are increasingly being considered for future power plants. A third approach, oxyfuel combustion, has not yet been demonstrated at full scale but several pilot plants are under construction. Captured CO2 would be transported by pipeline to storage in geological formations – this might be in disused oil or gas fields or in deep saline aquifers. Use of the CO2 to enhance oil or gas production offers the possibility of generating some income to offset part of the cost of CCS. CCS increases the energy used for power generation by about 25-50% and reduces emissions by about 85%. The levelized cost of electricity generation would be increased by between 40% and 90% depending on the design of the plant and type of fuel. There is sufficient capacity worldwide for CO2 storage to make a substantial contribution to reducing global emissions, although the capacity is not distributed evenly. -

EFDA-JET Bulletin JET Recent Results and Planning March 2006 On 23rd January 2006, the EFDA Associate Leader for JET Dr Jérôme Paméla presented the JET 2005 report and future programme in a seminar at the JET site. In his talk, Dr Paméla outlined the most recent news regarding fusion, the 2005 JET main events and scientific highlights, the 2006 JET programme, and planning beyond 2006. "2005 was a key year for fusion with the decision on siting ITER in Cadarache taken by the parties on 28 June 2005. India joined in November and ITER negotiations were completed in December 2005. The negotiation with Japan led to other projects being jointly prepared between the European Union and Japan, the so-called ‘Broader Approach’, a very good opportunity for faster development of fusion," stressed Dr Paméla. Some of the scientific results obtained at JET in 2005, which were outlined in the talk, are presented in this Bulletin. The current European fusion research strategy, reflected in the longer-term planning for JET, was also described in detail. In the upcoming campaigns significant enhancement of the JET facility, towards higher power with the ITER-like plasma shape will allow JET to perform important experiments in preparation of ITER. At the end of this year, an ITER-like ICRH Antenna is to be installed which will open new scope for reactor-relevant research at JET. These experiments shall be followed by the installation of an ITER-like first wall scheduled for 2008 (see the June 2005 JET Bulletin). JET in the Physics World The March issue of the Institue of Physics magazine, Physics World, carries an 8 page special feature on JET. -
