We will be close to delivering the targets we have set for 2032 for energy efficiency, low carbon heat and transport. Our electricity and gas networks will be fundamental to this progress across Scotland and there will be new ways of designing, operating and regulating them to ensure that they are used efficiently. The policy context The energy transition must also be inclusive – all parts of society should be able to benefit. The Scotland’s Energy Strategy sets out a vision options we identify must make sense no matter for the energy system in Scotland until 2050 – what pathways to decarbonisation might targeting a sustainable and low carbon energy emerge as the best. The Project is being developed jointly by DPME and DEME Blue Energy (DBE) on the behalf of West Islay Tidal Energy Park Limited a special purpose Scottish Company which has been incorporated to build and operate the Project. The Project consists of the installation of 30MW of Tidal Energy Converters and associated infrastructure including the export cables to landfall on Islay The proposed array of tidal energy devices will be located approximately 6km (at its closest point) from the south west tip of the island of Islay in Argyll and Bute, Scotland. The proposed landfall for the associated electricity export cable will be located adjacent to Kintra Farm on the west coast of Islay. -

Annex D Major events in the Energy Industry 2018 Energy Prices In February 2018 the Domestic Gas and Electricity (Tariff Cap) Bill was introduced to Parliament, which will put in place a requirement on the independent regulator, Ofgem, to cap energy tariffs until 2020. It will mean an absolute cap can be set on poor value tariffs, protecting the 11 million households in England, Wales and Scotland who are currently on a standard variable or other default energy tariff and who are not protected by existing price caps. An extension to Ofgem’s safeguard tariff cap was introduced in February 2018 which will see a further one million more vulnerable consumers protected from unfair energy price rises. Nuclear In June 2018 the Government announced a deal with the nuclear sector to ensure that nuclear energy continues to power the UK for years to come through major innovation, cutting-edge technology and ensuring a diverse and highly-skilled workforce. Key elements include: • a £200 million Nuclear Sector Deal to secure the UK’s diverse energy mix and drive down the costs of nuclear energy meaning cheaper energy bills for customers; • a £32 million boost from government and industry to kick-start a new advanced manufacturing programme including R&D investment to develop potential world-leading nuclear technologies like advanced modular reactors; • a commitment to increasing gender diversity with a target of 40% women working in the civil nuclear sector by 2030. 2017 Energy Policy In October 2017 the Government published The Clean Growth Strategy: Leading the way to a low carbon future, which aims to cut emissions while keeping costs down for consumers, creating good jobs and growing the economy. -

TEXT OF PETITION Nick Dekker calling on the Scottish Parliament to urge the Scottish Government to investigate the circumstances whereby it agreed that 60 hydro-power stations could be accredited for subsidy under the Renewables Obligation scheme and that generation capacity could be cut to below the 20megawatt qualification threshold at others to enable accreditation and whether, in the interests of electricity consumers, it will rescind these accreditations. 3. We share this draft Plan for consultation against the background of an ongoing lively debate about the future of the GB energy industry as it goes through transformative change – to decarbonise, digitise and decentralise. We are encouraged by the democratisation of this debate, which we have experienced over the past two years as we have sought views and ideas to develop this draft Plan. In 2010, when we began consulting on our RIIO-T1 Business Plan, there was some scepticism about the scale and pace of decarbonisation that we envisaged.
