Thesq observations were sent in to the Secretary- general in a letter from the Polish Delegation dated 1-arch 1st, 1930, with one annex. Permission ,as withdrawn, however, by an Order of the President of the -v.-.towioe D istrict Court, dated December 2nd, 19 27 (Annex 2), on the grounds that according to a report of the Lubliniec Stsrosty M. (Annex 5). The p etitio n er had beer, employed since 1904 u n til the transfer of sovereignty as head clerk to two advocate - notaries of lubliniec. After the transfer of sovereignty, as there was not a single advocate at the seat of the lubliniec Ereis Court, it was obviously necessary to allow him to act as counsel. He always carried out conscientiously any business entrusted to him in this capacity. His integrity won him the confidence not only of the civil population but also of the authorities. Up to 19 25, for example, the Lubliniec Starosty entrusted him with the defence of its legal interests before the Courts. Ho criticism in regard to his integrity or professional capacity was ever formulated in official circles. The withdrawal of this permission is based on the following grounds: The "Gazeta Robotnicza”, on August 20th, 1927 (Ho. 139) published an a rtic le , tran sla tio n of which is as follows : 'From our Lubliniec correspondent : fTWe cannot refrain from calling attention to a certain anomaly representing a legacy from the Prussian Regime. Since t e tran sfer of S ilesia to the Polish authorities the functions of counsel at the Lubliniec Ereis Court have been exercised by a German of the name of Ochmann. This gentleman, who used to be clerk to German, advocate, cannot po s si b 1 -, possess the qualifications Squired of1 a professional jurist. Would such a thing be possible in Silesia on the other side of the frontier? Apart from the fact that he does not possess the necessary juristic qualifications, it is quite incomprehensible that he should be kept on in this post, seeing that we already have a number of competent Polish ju ris ts with a university education» Would such a thing be possible in German Silesia? The Polish community demands categorically that the authorities should remove II. Ochmann from this post. It is hardly accessary to stress the demoralising influence which such an individual may exercise over the many rural members of the population who come to consult him» "M. Permission to plead before the Court as legal representa­ tive of litig a n ts must be granted in accordance with the terms of §1 °f the above-mentioned Decree of the M inister of Justice of 3-P tomber 25 th , 1399, whenever this appears necessary. Under §5, para. 1 of the said Decree, however, permission may be withdrawn at 'iXÿ time, b u t, os appears from §5, para» 8 in conjunction with §4, JZ--v if there is reason to doubt the capacity and integrity of the counsel.

The most important of these is some experience in responding to its spread and in applying vaccines. However, new, more aggressive variants of COVID-19 mean that the pandemic is often taking on the nature of the one experienced by societies a year ago. So, the knowledge about the first wave of the COVID-19 pandemic is still up-to-date—significantly where the essential determinants of its spread have not changed. The article presents the Silesian Voivodeship case in Southern Poland, distinguished by different geographical conditions compared to the entire country. The authors showed the relationship between the spread of the COVID-19 epidemic and the characteristic attributes of the analysed area (post-)mining functions or urban shrinkage. The article conducted a dependence study using the Pearson correlation coefficient and the signs table method. In turn, the authors used thematic cartography to present the results of the analysis.     Tomasz Kruszewski Institute of History of State and Law, University of Wrocław Silesian administrative authorities and territorial transformations of Silesia (1918-1945) Abstract: The publication concerns conditions in the 19th and 20th centuries leading to the dissolution of Silesian unity as well as the viewpoints of German, Polish and Czechoslovakian political au- thorities regarding Silesian unity following World War I, while also taking into account the viewpoints of Church institutions. The text is an analysis and a summary of existing works on the subject matter, with the main area of interest being the analysis of legal, organizational and administrative institutions concerning their policies towards the dissolution of Silesian unity. The latter half of the 19th century was chiefly responsible for the breakup of Silesian unity, due to the rise of the idea of nationalism leading to the idea of nation-states. The materialization of this idea in respect of Silesia, a region inhabited by three nations, two of which were then build- ing their own states, could only mean the dissolution of the monolithic administrative structure erected within the Second German Reich. The realisation of these ideas was brought on by World War I, in whose wake the Republic of Poland and the Republic of Czechoslovakian were born, while the Second German Reich collapsed. Its convenient location in the Sudety Foothills meant that it served Published: 16 September 2019 defence functions protecting this area from both attacks from the north and the south. Over the centuries relations between the city and the military underwent numerous transformations depending on who controlled it. In the times of the Bishop’s Duchy and the rule of Habs- burg only small troops stationed in the garrison, and the security of the whole area was provided by bulwarks. In 1741, after Neisse was seized by Frederick II, the town acquired enormous significance. The symbio- sis between Neisse and the military, which lasted for the subsequent 260 years, had a considerable influence on the development and im- portance of the town. As a result of changes which took place in the Polish Army on the turn of the 20th and 21st century, the Neisse Garri- son was closed down. REGIO Ideological and Territorial Cohesion of Silesia vol. 3 eds Lucyna Harc, Przemysław Wiszewski, Rościsław Żerelik Silesia under the Authority of the Hohenzollerns (1741–1918) (1741–1918) Silesia under the Authority of Hohenzollerns vol. 3 Silesia under the Authority This volume contains a collection of studies which are the product of research of the Hohenzollerns (1741–1918) on the formation of Silesia as a region in the period 1740-1918. It is another portion of the summary of research undertaken by a team of Polish historians in conjunction with their participation in the programme of the European Science Foundation entitled Cuius regio. An analysis of the cohesive and disruptive forces determining the attachment and commitment of (groups of) persons to and the cohesion within regions. The project’s assumptions were for original analyses to be conducted on five factors significant in the functioning of the region: administration (Paweł Jaworski), economy (Teresa Kulak), social groups (Wanda Musialik and Dorota Schreiber-Kurpiers), ethnic issues (Dorota Schreiber-Kurpiers) and the national and cultural identity of the region’s inhabitants (Teresa Kulak). In each of the spheres analysed in this book, what has been demonstrated is the prevalence of disintegrating factors in the region from the period of its seizure by the armies of Frederick II until the conclusion of World War I. Top-down efforts undertaken by the authorities aimed at integrating the region with the Prussian state, and then with the Reich, did not fully achieve their objectives. The split into the two sub-regions of Upper and Lower Silesia would seem to be inevitable, in spite of particular unifying elements, particularly in the economic sphere during the second half of the 19ʰ and beginning of the 20ʰ century.
