    C OMUNITÀ D I S ANT’ E GIDIO F RIULI V ENEZIA G IULIA 1 PREFAZIONE Trieste detiene un record nella percentuale di anziani sul totale della popolazione: gli ultrasessantacinquenni sono circa il 27, 5 per cento, un record europeo. Si regi- stra in particolare un aumento nella fascia over 75, i cosiddetti grandi anziani, che in gran parte vivono soli; ci sono anche numerosi ultracentenari. La situazione di Trieste, insomma, è quella che gli scenari prefi gurano per l’Italia nel 2030. L’aumento dell’aspettativa di vita è ovviamente positivo, in linea generale, e per molti cittadini attesta l’esistenza di buone condizioni di salute, tuttavia la presen- za di un numero sempre più elevato di anziani e grandi anziani deve richiamare l’attenzione della comunità, in particolare delle istituzioni, dei vari soggetti pub- blici e privati impegnati nelle attività di welfare, dei cittadini stessi. Pertanto, considerato il quadro demografi co, uno degli obiettivi qualifi canti che ci siamo posti da subito, come Amministrazione locale, è stato quello di trasformare Trieste in un “laboratorio” per la miglior qualità di vita possibile per le persone anziane, promuovendo il benessere psicofi sico e il protagonismo solidale degli anziani, per favorire la permanenza dei soggetti anche potenzialmente fragili nel proprio contesto naturale di vita. Per realizzare questo ci siamo resi conto che il Comune non può più limitarsi a svolgere una funzione di mero erogatore di servi- zi, ma deve agire come attivatore di processi effi caci per intercettare le situazioni di potenziale vulnerabilità e per rispondere ai bisogni, creando forti alleanze con gli altri soggetti (Azienda sanitaria, volontariato, cooperazione, no profi t, organiz- zazioni dei cittadini).
