The President established that the President-in-Office of the Council had not yet arrived. The following spoke: Graham Watson, on behalf of the ALDE Group, who suggested that the Council be given the opportunity to ask for the debate to be rescheduled for that afternoon, because the Council did not intend to unveil until later that afternoon the budget proposals it intended to make to the European Council (the President pointed out that the President-in-Office was on his way and would arrive soon, and that, in addition, he had asked the Council the previous day that the debate should deal with the proposal in question). José Manuel Barroso (President of the Commission) and Douglas Alexander (President-in-Office of the Council) made the statements. The President established that the President-in-Office of the Council had not dealt with the UK proposal on the financial perspectives in his speech, and pointed out that he was sorry he had not agreed to Graham Watson's proposal.
