Call for Applications The International Ensemble Modern Academy is cooperating with the Department of Culture of the City of Meersburg on the 1st Hans Zender Academy | November 13–22, 2021 in Meersburg/Bodensee inviting applications from ➢ Instrumentalists (Flute, Oboe, Clarinet, Piano, Violin, Viola, Cello) ➢ Singers (Female Voices) ➢ Composers Hans Zender was not only a creative and ever-thoughtful spirit as a composer and conductor, but an initiator of many projects on different levels: exchange with the coming generations of artists was as important to him as what is known today as “music education”. In addition to his support for young composers, working directly with young instrumentalists was a matter dear to his heart: the Meersburger KonzertGespräche, or Meersburg Concert Conversations, initiated in 2018 with Hans Zender’s involvement, are testament to this. Building upon this initiative, the International Ensemble Modern Academy e.V. (IEMA) is partnering with the City of Meersburg, Hans Zender’s last place of residence, to continue not only the Meersburg Concert Conversations, but add a format culminating in a new international master class to be established there: the Hans Zender Academy. The course is intended for advanced students or professionals at the outset of their careers in instrumental performance, voice/singing and composition. Guided by experienced instructors who are Ensemble Modern members, the singer Salome Kammer and the composer Nikolaus Brass, a broad range of repertoire will be rehearsed, chief among it one of Hans Zender’s main works, “Cabaret Voltaire” (2001/02), which was inspired by dadaism. Further works by Giacinto Scelsi, Paul Hindemith, Nikolaus Brass, Maurice Ravel and Arnold Schoenberg round out a programme which is also devoted to tracing the sonic dimensions of language. -

Presidential Elections – Romania, November 2019 GlobalFocus Center is an independent international studies’ think tank that produces in-depth research and high-quality analysis on foreign policy, security, European aairs, good governance, and development. Our purpose is to advance expertise by functioning as a platform for cooperation and dialogue among individual experts, NGOs, think-tanks, and public institutions from Romania and foreign partners. We have built, and tested over 10 dierent countries a unique research methodology, proactively approaching the issue of malign interference by analysing societies' structural, weaponisable vulnerabilities. We are building a multi-stakeholder Stratcom platform, for identifying an optimal way of initiating and conducting unied responses to hybrid threats. Our activities are focused on fostering regional security and contributing to the reection process of EU reforms. During November 1-24, 2019, GlobalFocus Center, in cooperation with MEMO98 and Democracy Reporting International (DRI), monitored Facebook during the 10 and 24 November presidential election polls in Romania. Nicknames of Romanian Politicians after 1989 Daiana FELECAN, Oliviu FELECAN Key-words: nicknames, political discourse, pragmalinguistics, semantics, sociolinguistics 1. Preliminaries 1.1. Politicians’ nicknames – strategies of argumentum ad hominem1 The present-day world of Romanian politics takes the shape of a theatre of operations from a warring area, a Gaza Strip whose property deed is continually claimed by parties found at either ends of the political spectrum. These parties insult one another publicly, suspect and tell on one another to the National Anticorruption Directorate. They even listen in on their private conversations and discredit each other by means of compromising films. All the aforementioned events, alongside many others, unfold before the alert yet blind eyes and under the allegedly fair consideration of a system of justice that is overwhelmed by the multitude of penal cases pending before courts of law, with ever-postponed trial dates. Nicknames have become means of attack, picked by belligerent interlocutors from the arsenal at hand. They are prolonged-release antidotes used to destroy opponents and their effect is visible in the long run, as nicknames become part of users’ collective memory. When this happens, speakers associate a nicknamed individual with the verbal tag considered emblematic of the nickname bearer. Contemporary Romanian society appears to be increasingly oblivious of the principles that underlie its foundation (politeness, promoting respect in interpersonal relationships and acknowledging the distribution of social roles). As a result, the psychological and linguistic profile of Romanian society was altered along with the institution of democracy after 1989. The consequences of hastily adopting a recently imported configuration, unspecific to a community that is respectful of traditional values yet anxious to follow the pace of globalisation and Americanisation at once and at any cost, are also salient in one of the most prolific language compartments, i.e. -

ORDONANŢĂ DE URGENŢĂ nr. 71 din 17 iunie 2009 privind plata unor sume prevăzute în titluri executorii având ca obiect acordarea de drepturi salariale personalului din sectorul bugetar Luând în considerare dificultăţile întâmpinate până în prezent în ceea ce priveşte executarea hotărârilor judecătoreşti având ca obiect drepturi de natură salarială stabilite în favoarea personalului din sectorul bugetar, având în vedere influenţa substanţială asupra bugetului de stat pe anul 2009 pe care o are executarea, în condiţiile dreptului comun, a titlurilor executorii emise anterior intrării în vigoare a prezentei ordonanţe de urgenţă, având în atenţie necesitatea instituirii unor reglementări speciale, cu aplicabilitate limitată în timp, privind executarea silită a hotărârilor judecătoreşti prin care au fost acordate anumite drepturi salariale pentru personalul din sectorul bugetar, ţinând seama de faptul că nepromovarea prezentei ordonanţe de urgenţă ar avea drept consecinţă imposibilitatea menţinerii echilibrelor bugetare şi în mod implicit nerespectarea angajamentelor interne şi internaţionale asumate de Guvernul României, inclusiv în ceea ce priveşte nivelul deficitului bugetar, în considerarea faptului că aceste elemente vizează interesul general public şi constituie situaţii de urgenţă şi extraordinare a căror reglementare nu poate fi amânată, În temeiul art. 115 alin. (4) din Constituţia României, republicată, Guvernul României adoptă prezenta ordonanţă de urgenţă. Art. 1 (1)Plata sumelor prevăzute prin hotărâri judecătoreşti având ca obiect acordarea unor drepturi de natură salarială stabilite în favoarea personalului din sectorul bugetar, devenite executorii până la data de 31 decembrie 2009, se va realiza după o procedură de executare care începe astfel: a)în anul 2010 se plăteşte 34% din valoarea titlului executoriu; b)în anul 2011 se plăteşte 33% din valoarea titlului executoriu; c)în anul 2012 se plăteşte 33% din valoarea titlului executoriu. -

HOTĂRÂRE Nr. 997 din 2 septembrie 2009 privind înfiinţarea, organizarea şi funcţionarea Comisiei Naţionale pentru Populaţie şi Dezvoltare EMITENT: GUVERNUL ROMÂNIEI PUBLICATĂ ÎN: MONITORUL OFICIAL NR. 620 din 15 septembrie 2009 În temeiul art. 108 din Constituţia României, republicată, al art. 11 lit. a) şi al art. 12 alin. (1) şi (3) din Legea nr. 90/2001 privind organizarea şi funcţionarea Guvernului României şi a ministerelor, cu modificările şi completările ulterioare, Guvernul României adoptă prezenta hotărâre. ART. 1 (1) Comisia Naţională pentru Populaţie şi Dezvoltare, denumită în continuare Comisia, se înfiinţează şi se organizează ca organism interinstituţional, fără personalitate juridică, sub autoritatea primului-ministru. (2) Funcţionarea Comisiei este asigurată de Ministerul Muncii, Familiei şi Protecţiei Sociale, prin departamentul cu atribuţii în coordonarea politicilor familiale.
