A few of the essays were published in Cadmus or Eru- dito, journals of the World Academy of Art and Science. I am extremely grateful to the editors of these journals for their help and encouragement. I hope that readers will enjoy this book and will forgive whatever they find unpleasent and offensive in it. I have tried my best to tell the truth, even at the risk of unpleas- antness, because I think that our present global situation is so precareous that we need to analyse the crisis in every possible way, and to urgently search for rational solutions. 9 FEDERALISM AND GLOBAL GOVERNANCE Introduction It is becoming increasingly clear that the concept of the ab- solutely sovereign nation-state is a dangerous anachronism in a world of thermonuclear weapons, instantaneous communi- cation, and economic interdependence. Probably our best hope for the future lies in developing the United Nations into a World Federation. The strengthened United Nations should have a legislature with the power to make laws that are binding on individuals, and the ability to arrest and try individual political leaders for violations of these laws. The world federation should also have the power of taxation, and the military and legal powers necessary to guarantee the hu- man rights of ethnic minorities within nations. Making the United Nations into a World Federation A federation of states is, by definition, a limited union where the federal government has the power to make laws that are binding on individuals, but where the laws are confined to interstate matters, and where all powers not expressly dele- gated to the federal government are retained by the individ- ual states. In other words, in a federation each of the mem- ber states runs its own internal affairs according to its own laws and customs; but in certain agreed-on matters, where the interests of the states overlap, authority is specifically delegated to the federal government. Since the federal structure seems well suited to a world government with limited and carefully-defined powers that 10 would preserve as much local autonomy as possible, it is worthwhile to look at the histories of a few of the federations. There is much that we can learn from their experiences. The Success of Federations Historically, the federal form of government has proved to be extremely robust and successful. Many of today's na- tions are federations of smaller, partially autonomous, mem- ber states. Among these nations are Argentina, Australia, Austria, Belgium, Brazil, Canada, Germany, India, Mexico, Russia, Spain, South Africa and the United States. The Swiss Federation is an interesting example, because it's regions speak three different languages: German, French and Italian. In 1291, citizens of Uri, Schwyz and Unter- walden, standing on the top of a small mountain called R¨utli, swore allegiance to the first Swiss federation with the words \we will be a one and only nation of brothers". During the 14th century, Luzern, Z¨urich, Glarus, Zug and Bern also joined. Later additions during the 15th and 16th centuries included Fribourg, Solothurn, Basel, Schaffhausen and Ap- penzell. In 1648 Switzerland declared itself to be an inde- pendent nation, and in 1812, the Swiss Federation declared its neutrality. In 1815, the French-speaking regions Valais, Neuchatel and Gen´eve were added, giving Switzerland its final boundaries. In some ways, Switzerland is a very advanced democracy, and many issues are decided by the people of the cantons in direct referendums. On the other hand, Switzerland was very late in granting votes to women (1971), and it was only in 1990 that a Swiss federal court forced Appenzell Innerrhoden to comply with this ruling. Switzerland was also very late in joining the United Nations (10 September, 2002). 11 The Federal Constitution of United States of America is one of the most important and influential constitutions in history. It later formed a model for many other governments, especially in South America. The example of the United States is especially interesting because the original union of states formed by the Articles of Confederation in 1777 proved to be too weak, and it had to be replaced eleven years later by a federal constitution. During the revolutionary war against England the 13 for- mer colonies sent representatives to a Continental Congress, and on May 10, 1776, the Congress authorized each of the colonies to form its own local provincial government. On July 4, 1776 it published a formal Declaration of Indepen- dence.

    ETHICS AND EVOLUTION John Scales Avery December 1, 2017 Introduction In October, 2017, one of the Danish state television channels, DR2, broad- cast two programs about current religious opposition to Darwin’s theory of evolution1. Much of this opposition originated in the United States, and was aimed at preventing the teaching of evolution in schools. The attacks on Darwin’s theory (by now, not a theory but a well-established scientific fact) were twofold. First the claim that it is not true, and secondly, pointing out that historically, Social Darwinism has led to horrible consequences. One of the arguments against the truth of Darwinian evolution is that it violates the second law of thermodynamics, according to which the disorder of the universe always increases with time. How then can life on earth, with its amazing order, be possible? The answer is that the earth is not a closed system. A flood of information- containing free energy reaches the earth’s biosphere in the form of sunlight. Passing through the metabolic pathways of living organisms, this informa- tion keeps the organisms far away from thermodynamic equilibrium, which is death. As the thermodynamic information flows through the biosphere, much of it is degraded to heat, but part is converted into cybernetic infor- mation and preserved in the intricate structures which are characteristic of life. The principle of natural selection ensures that when this happens, the configurations of matter in living organisms constantly increase in complex- ity, refinement and statistical improbability. This is the process which we call evolution, or in the case of human society, progress2.

    NUCLEAR WEAPONS: AN ABSOLUTE EVIL John Scales Avery November 19, 2017 Introduction The threat of nuclear war is very high today This book is a collection of articles and book chapters that I have written advocating the abolition of nuclear weapons. Some new material has also been added, for example a discussion of the Nuclear Weapons Convention which has recently been adopted by an overwhelming majority vote at the United Nations General Assembly. Today, because of the possibility that U.S. President Donald Trump will initiate a nuclear war against Iran or North Korea, or even Russia, the issue of nuclear weapons is at the center of the global stage. I strongly believe that the time has come for all countries to take a united stance on this issue. Most of the world’s nations live in nuclear weapon free zones. This does not give them any real protection, since the catastrophic environmental effects of nuclear war would be global, not sparing any nation. However, by supporting the Nuclear Weapons Convention and by becoming members of NWFZ’s, nations can state that they consider nuclear weapons to be morally unacceptable, a view that must soon become worldwide if human civilization is to survive. We must take a stand, and state clearly that nuclear weapons are an absolute evil; that their possession does not increase anyone’s security; that their continued existence is a threat to the life of every person on the planet; and that these genocidal and potentially omnicidal weapons have no place in a civilized society. Nuclear warfare as genocide On December 9, 1948, the United Nations General Assembly adopted a con- vention prohibiting genocide.

    TERRORISM: A FALSE THREAT John Scales Avery December 15, 2019 Introduction Terrorism, a pseudothreat This book consists mainly of chapters and articles that I have previously pub- lished, although a considerable amount of new material has been added. The book deals with the terrible consequences of the so-called “War on Terror” which followed the 9/11 attacks. Is the threat of terrorism real? Or is it like the barking of a dog driving a herd? The threat of catastrophic climate change is very real indeed. The threat to future global food security is real too. Already 11 million children die every year from malnutrition and poverty-related causes. The threat to human civilization and the biosphere posed by a possible Third World War is real. The threat of exhaustion of non-renewable resources and economic collapse is real. The dangers associated with our unstable fractional reserve banking system are also real. Beside these all too real threats to our future, the threat of terrorism is vanishingly small. Millions starve. Millions die yearly from preventable diseases. Millions die as a consequence of wars. Compared with these numbers, the total count of terrorist victims is vanishingly small. It is even invisible compared with the number of people killed yearly in automobile accidents. The official story of 9/11 is untrue There is strong evidence, available to everyone who is willing to look at it on the Internet, which shows that the official version of 9/11 is untrue, and that the US government made the disaster worse than it otherwise would have been in order to justify not only an unending “War on Terror”, but also the abridgement of civil liberties within the United States.

Simply looked at in terms of 'raw' statistics, the Committee's work in the course of the 6th legislature has been pretty impressive by any standards: in addition to our regular committee meetings held at least twice-monthly, we have held 72 extraordinary meetings to respond to crisis situations and issues, and prepared, debated and adopted a total of 259 reports, opinions and resolutions which were then voted on in plenary. The Committee was addressed a total of 397 times by visiting speakers from outside the EU and from within, including 176 exchanges with the Commission and the Council, notably with the High Representative for CFSP, Javier Solana (10 times), Commissioners Rehn (17 times) and Ferrero-Waldner (15 times), and all 20 EU Special Representatives over the 5-year period.     HUMAN NATURE John Scales Avery July 13, 2020 INTRODUCTION1 Human nature as a central theme of philosophy What is human nature? Are we humans good or evil? To what extent is the character of a person produced by heredity, and to what extent by environ- ment? Is competition more central to our existence than cooperation, or is it the other way around? How can a happy, peaceful and stable society be created? Are humans essentially the same as other animals, or are we funda- mentally different? Should humans dominate and control nature, or should we be the custodians of nature? These questions are central to philosophy, and they will be discussed in this book. Conflicting answers have been given by philosophers, scientists and religious leaders offer the centuries, from ear- liest times until the present. These answers will be reviewed and discussed. The chemistry and physiology of emotions Human emotions have a long evolutionary history. We share many emotions with our animal relatives - for example, mother love, fear and anger. Modern science has given us an insight into the chemistry and physiology of emotions. In our human brains, and in those of animals, there are billions of chemi- cally moderated connections between neurons. These are called synapses. Whether or not a synapse “fires” and transmits its message to the next neuron depends on the chemical environment of the synapse, and this en- vironment changes under the influence of hormones released by our glands, which are in turn influenced by our emotions. Ethology: the science of inherited behavior patterns Charles Darwin’s book The Expression of Emotions in Man and Animals (1871) shows that he was aware that behavior patterns are just as reliably inherited as physical characteristics, and that they are similar within related groups of animals.

A versão final foi aprovada pelos Laureados com o Prêmio Nobel da Paz na 8ª Cúpula dos Laureados com o Prêmio Nobel da Paz em 2007. CARTA POR UM MUNDO SEM VIOLÊNCIA A violência é uma doença passível de prevenção. Nenhum estado ou indivíduo pode estar seguro em meio a um mundo sem segurança. Os valores de não violência na intenção, no pensamento e na ação se transformaram de opção em necessidade.
