Simply looked at in terms of 'raw' statistics, the Committee's work in the course of the 6th legislature has been pretty impressive by any standards: in addition to our regular committee meetings held at least twice-monthly, we have held 72 extraordinary meetings to respond to crisis situations and issues, and prepared, debated and adopted a total of 259 reports, opinions and resolutions which were then voted on in plenary. The Committee was addressed a total of 397 times by visiting speakers from outside the EU and from within, including 176 exchanges with the Commission and the Council, notably with the High Representative for CFSP, Javier Solana (10 times), Commissioners Rehn (17 times) and Ferrero-Waldner (15 times), and all 20 EU Special Representatives over the 5-year period. Regular briefings by the Council Presidency-in-office post-GAERC or on Presidency priorities (63), as well as preparatory visits by AFET's Enlarged Bureau to the Member State holding the forthcoming Presidency (8), meetings of the Conference of Foreign Affairs Committee Chairmen (COFACC) held in the Presidency country (9), and regular bilateral meetings in Brussels between AFET and representatives of the foreign affairs and defence committees of national parliaments (6), have strengthened the Committee's contacts and involvement with each Presidency and fostered its involvement in CFSP issues.

    LIVES IN THE PEACE MOVEMENT John Scales Avery June 15, 2019 INTRODUCTION1 Human emotions: an evolutionary paradox? Today, human greed and folly are destroying the global environment. As if this were not enough, there is a great threat to civilization and the biosphere from an all-destroying thermonuclear war. Both of these severe existential threats are due to faults our inherited emotional nature. From the standpoint of evolutionary theory, this is a paradox. As a species, we are well on the road to committing collective suicide, driven by the flaws in human nature. But isn’t natural selection supposed to produce traits that lead to survival? Today, our emotions are not leading us towards survival, but instead driving us towards extinction. What is the reason for this paradox? Can biological science throw any light on the problem of why our suppos- edly rational species seems intent on choosing war, pain and death instead of peace, happiness and life? To answer this question, we need to turn to the science of ethology - the study of inherited emotional tendencies and behavior patterns in animals and humans. Ethology In The Origin of Species, Charles Darwin devoted a chapter to the evolution of instincts, and he later published a separate book on The Expression of the Emotions in Man and Animals. Because of these pioneering studies, Darwin is considered to be the founder of ethology. The study of inherited behavior patterns in animals (and humans) was continued in the 20th century by such researchers as Karl von Frisch (1886- 1982), Nikolaas Tinbergen (1907-1988), and Konrad Lorenz (1903-1989), three scientists who shared a Nobel Prize in Medicine and Physiology in 1973.

This project is steadily achieving results, and we report here our progress as of August 2003. Exploratory Meeting In October 2001, Mayor Akiba visited the Paris Institute of Political Studies and requested that it offer a Hiroshima- Nagasaki Peace Study Course. It was agreed that an international conference to explore the content of such a course and publicize the idea of this course would be held in 2003. Subsequently, we communicated regularly with the Institute in preparation for the conference and the launching of the course. In May 2002, representatives of Tufts University (US), International Christian University (ICU) (Japan), and the Hiroshima Peace Institute met in Hiroshima to prepare for the international conference in Paris in 2003. The conference took place on April 23 and 24, 2003. From Japan, Tadatoshi Akiba, mayor of Hiroshima and president of the Mayors for Peace, Professor Toshiki Discussion at the Paris Institute of Political Studies Mogami of ICU, and A-bomb survivor Seiko Ikeda, vice chair of the Hiroshima Prefectural Confederation of A-Bomb Sufferers Organizations, took part in planning the Hiroshima-Nagasaki Peace Study Course.     THE SOCIAL RESPONSIBILITY OF SCIENTISTS John Scales Avery May 23, 2021 INTRODUCTION1 Three major threats to human society Science and technology have conferred many benefits on human society, but as we start the 21st century, most thoughtful observers believe that our science-driven and information-driven industrial civilization has entered a period of crisis. All indices are increasing rapidly - population, total wealth, industrial output, rates of scientific discovery, and so on. But it is clear that the total human footprint on the face of nature has become too great. A sixth mass extinction of plants and animals is already in progress, Insects are disappearing, and with them, birds. Tropical rain-forests are being lost at an alarming rate. Ice loss at both poles is increasing. Temperatures worldwide are rising at an accelerating rate because of greenhouse gas emissions. There is a great danger that if immediate and drastic action is not taken, feedback loops will be initiated which will make human efforts to prevent climate change useless. Thus there is a threat of an ecological megacatastrophe, of which catastrophic climate change is a part. Another serious threat comes from nuclear war. Despite the Treaty on the Prohibition of Nuclear Weapons, which makes them illegal, the nuclear powers retain their weapons and even spend enormous amounts of money “modernizing” them. A third threat is an extremely widespread famine, which could occur by the middle of the 21st century from a combination of population growth, climate change and the end of the fossil fuel era. Catastrophic climate change A major problem with mobilizing the political will needed to take strong action to prevent the catastrophe is a contrast between time-scales.
