Ik heet het congres namens het gemeentebestuur van Nijmegen hartelijk welkom in deze mooie stad, waar dit jaar het 2000 jarig bestaan wordt gevierd. Ik complimenteer het partijbestuur met hun keuze dit monumentale gebouw voor het SP congres te huren en hoop dat de discussie vandaag over ‘heel de wereld’ met veel passie zal worden gevoerd. Ik wens, mede namens het gemeentebestuur, alle aanwezigen een goed congres! Riet de Wit (voorzitter) dankt Hans van Hooft voor zijn vriendelijke woorden en geeft aan graag in Nijmegen te gast te zijn waar ook Peter Lucassen namens de SP-fractie zitting heeft in het (nog) enige linkse college in Nederland. Zij merkt op dat Nijmegen meer dan een rood college en 2000 jaar ge- schiedenis heeft en doelt met name op de toekomst in de vorm van aanstormend talent, nog heel jong, maar al geprezen en bekroond en stelt Pieter Derks voor.

Het heeft nog geen naam. En wat is nou een orkest zonder naam? Helemaal niks, zo is het. Maar gelukkig hebben ze wel een idee voor een naam en het orkest vraagt nu aan ons om steun voor de bedachte naam. Dus, dames en heren, ik zou zeggen, grijp uw kans: want wanneer krijgt een congres nou de mogelijkheid om te stemmen over de naam van een orkest? Dus ik stel u voor om te gaan stemmen. Nuclear weapons are disproportional weapons of mass destruction, designed to make hundreds of thousands of victims in a short period of time. The consequences of nuclear weapons are noticeable for generations to come. The nuclear attacks on Hiroshima and Nagasaki in 1945 made this clear. Nuclear weapons don’t distinguish between civilians and military. The Netherlands has banned biological and chemical weapons, anti personnel mines and cluster munitions for this same reason. 70 years after the atrocities in Hiroshima and Nagasaki the 45.000 signatories of the citizen’s initiative “Teken tegen kernwapens” (“sign against nuclear weapons”) call to ban the most deadly weapon of mass destruction in the world. In 2015 globally there is a growing sense of the catastrophic humanitarian consequences of this weapon, which are not limited to the battle field, and continue to cause immense suffering long after the conflict has ended.

Enkele maanden voor de Europese verkiezingen van 2004, om precies te zijn op 6 maart, werden we nauwelijks genoemd in de peilingen en hadden we nauwelijks verkiezingsbudget. Toch hadden we het rotsvaste vertrouwen dat veel mensen genoeg hadden van dit dieronvriendelijke Europa en alleen uit uit sympathie Partij voor de Dieren zouden kiezen. Die verwachting is uitgekomen. We scoorden bij die verkiezingen maar liefst 3,2% van de stemmen. In enkele steden zoals Amsterdam zelfs meer dan 6,5%! Natuurlijk is in de tussenliggende periode de belangstelling van de kiezers wat weggezakt. We hebben natuurlijk maar beperkt campagne kunnen voeren. Maar uit alles blijkt dat we die waakvlam weer heel snel op de hoogste stand zullen gaan krijgen. De aanmeldingen van nieuwe leden stromen binnen. De aandacht van de media begint nu al aan te zwellen mede dankzij onze bekende lijstduwers. Misschien heeft u gisteren de Volkskrant gezien met een paginagroot artikel over de partij en met een groot artikel op de voorpagina. We hebben een geoliede campagne-organisatie opgebouwd met een partijkantoor in Amsterdam, een binnenkort te openen Partij voor de Dieren winkel, ook in Amsterdam én een landelijk distributiecentrum op Landgoed Beverweerd bij Bunnik.

INTERNATIONAL MONITORING OF COMPLIANCE WITH HUMAN RIGHTS OF MIGRANTS IN THE NETHERLANDS 2000-2008 Dominique van Dam Centre for Migration Law Nijmegen 2009 Foreword It was internationally renowned Humanist Erasmus who lay the foundation for Human Rights in the Netherlands. It is his work, which made this country a safe haven for minorities and also an important multicultural economic force in the Golden Age. And this legacy of rationale and tolerance were the basis on which The Hague’s Peace Conferences of 1899 and 1907 were held; the events where the first steps to codify international law were taken. The prominent role of the Netherlands in the promotion of Human Rights is not overstated when we take into account the exceptional position this country has chosen to take in relation to international conventions and treaties. The Netherlands, as most know, will accept international law above its own; even before ratification. It is for this reason that the Netherlands welcomes and actively cooperates with different national and international organisations and NGO’s in the examina- tion of our laws and policies against the backdrop of Human Rights. However, while this is the case, it is prudent to consider that the results of these examinations are not always as satisfactory as we would expect. In the past years NGO’s have found that the implementation of laws and policies are at odds with one or more Human Rights. The mission of FORUM, the Dutch National Knowledge Institute for Multicul- tural Affairs, is to promote social cohesion, shared citizenship and a multi- ethnic society based on the principles of the Rule of Law, Human Rights and Equality of all citizens.

In vergadering bijeen Rituelen, symbolen, tradities en gebruiken in de Tweede Kamer Carla van Baaien en Anne Bos' Iedere werkdag, ’s ochtends om zeven uur, direct na het openen van de gebouwen van de Tweede Kamer, loopt een van de beveiligingsbeambten naar de hal bij de ingang van de Oude Zaal aan het Binnenhof. Hij houdt stil bij het nationale monument ‘Erelijst van Gevallenen’, waar de Nederlanders worden herdacht die in de Tweede Wereldoorlog omkwamen in het verzet, de koopvaardij, de landmacht, de marine en in Nederlands- Indië. In een schrijn ligt een van de vijf boeken met de 18.000 namen van de slachtoffers. Het boek ligt opengeslagen; 24 gekalligrafeerde namen zijn zichtbaar. De beveiligingsbe­ ambte trekt witte handschoenen aan. Voorzichtig tilt hij de kap van de schrijn op. Hij slaat een bladzijde om en sluit de kap.2 Het Nederlandse parlement, bestaande uit een Eerste en een Tweede Kamer, is bijna twee eeuwen oud. Zoals alle oude parlementen kent ook het Nederlandse diverse tradities en gebruiken. Een voorbeeld daarvan is deze herdenking van oorlogsslachtoffers. Ook de aan­ bieding van de Miljoenennota en de rijksbegroting aan de Tweede Kamer kan tot de tradities worden gerekend.
