Area Assessment

The area (about 4.0 ha) comprises two portions. The eastern portion (about 3.7 ha) covers five private industrial buildings to the north of Lee Nam Road while the western portion (about 0.3 ha) involves a temporary motoring school on government land to the south of Lee Nam Road (Plan A5). In view of the high vacancy and the high usage for non-industrial uses identified in the 2009 Area Assessments, the eastern portion was recommended for rezoning to “OU(B)” to provide more flexibilities in the use of the industrial land. Such recommendation is yet to be taken forward pending for a Quantitative Risk Assessment (QRA) required by EMSD in relation to a nearby LPG Transit Depot to the northwest.

Without any addition or demolition of the existing industrial buildings since the completion of the 2009 Area Assessments, the total industrial stock in the area remains at about 0.26 million m2 GFA. All the five industrial buildings are 15-29 years old. In terms of height, four buildings are 24 or 25-storey and the remaining one is 16-stor ey. In terms of condition, three and two buildings are in good and fair condition respectively. In terms of ownership, two buildings are single-owned, while one has two owners only. The remaining two buildings falls within the same lot, one of which has less than 10 owners.

The updated overall vacancy of the area is 2.4%, which is much lower than the 24.3% identified in the 2009 Area Assessments. Such vacancy is also relatively lower than the territorial figure of 3.5% for all “I” areas, but higher than the average of 1.1% for the six areas on Hong Kong Island. No subdivided unit was found in all the buildings. Same as the 2009 Area Assessments, Warehouse/Storage is still the largest user, with an increased percentage of GFA from about 26.5% to about 35.0% (mostly concentrated in two buildings). The second largest user is Office, occupying a slightly decreased percentage of GFA from about 23.6% to 22.6% (mostly concentrated in one building). The third largest user is Manufacturing/Workshop, with an increased GFA from about 4.0% to about 19.9% (mostly concentrated in one building for car repairing and servicing activities but a section 12A application was approved by the Board in March 2015 for rezoning the site to

Ap Lei Chau West “I” Area 3 “OU(B)”1). “Other Uses” take up about 15.7% of the GFA which is comparable with the 16.0% identified in the 2009 Area Assessments. The largest type use is shop and services (about 15.2% and mostly concentrated in one building which has a planning approval obtained in 2003 for wholesale conversion to commercial uses with lease modification subsequently executed). Overall, non-industrial use (i.e. Office and “Other Uses”) takes up about 38.3% of the GFA in the area.

In terms of employment, about 766 workers are estimated to be engaged in the occupied units of the industrial buildings in the area, including about 59 workers (7.7%) in the manufacturing business and about 707 workers (92.3%) in the non-manufacturing business. The overall figure accounts for about 1.4% of the total of 56,174 persons engaged (other than those in the civil service) in various business/industries in the Southern District identified by C&SD in June 2014.

In a wider context, the area is subject to changes in the future. It is within about 700m walking distance from where the terminus of MTR (East) (SIL(E)) to be completed in 2016 would be located (Plan A5c). More importantly, the western portion of the area together with the adjoining “OU” annotated “Cargo Handling Area” and “G/IC” sites to the south of Lee Nam Road has been identified for private residential development (Plan A5).

Taking advantage of the changing circumstances of the area as well as the surrounding area, there is potential for further transformation of the area to non-industrial use. It is therefore recommended to retain the recommendation of the 2009 Area Assessments by rezoning the “I” area to the north of Lee Nam Road to “OU(B)” to provide more flexibility in the use of the land in the area.

Recommendation

Apart from western portion of the area to the south of Lee Nam Road (about 0.3 ha) together with the adjoining “OU” annotated “Cargo Handling Area” and “G/IC” sites being identified for private residential development, it is recommended to rezone the area to the north of Lee Nam Road (about 3.7 ha) to “OU(B)” (Plan A5c).
