PARISH COUNCIL MEETING Held on Wednesday 7th December 2016 at the Orchard Centre at 7.30pm

MINUTES

Present Councillors – Hemsworth (Chairman), Briant-Evans (Vice Chairman), Cllr Clinch, Cllr Burrows, Cllr Wensley, Cllr Phillips, Cllr Doe, Cllr Leach Cllr Graham, Cllr Eginton (Ward) + Clerk. Apologies Cllr Eginton, Cllr Heal & Cllr Squires (County) 3 MOP

01/12/16 Minutes of the last meeting Ref 11/16 for signing – These were signed after being agreed by all present. Proposed – Cllr Burrows Seconded – Cllr Briant-Evans

02/12/16 Declarations of Interest - None

03/12/16 Open Forum for members of the public MOP - Speed Awareness. How many volunteers have come forward to progress this? The Chair stated that 10 volunteers have come forward. The local PCSO is involved in the campaign and will assist with training and monitoring of the scheme. Who decides where to monitor? This will be undertaken in conjunction with the Police. It was noted that the metal pole for previous speed awareness exercises is still in place. The Parish Council were asked about ‘20’s plenty’, a 20mph zone and a 20 mph limit. It was stated that a 20mph limit was not appropriate, but the other options were being investigated.

04/12/16 Matters Arising and Outstanding Actions a. Equipment for the Litter Pick was discussed. Clerk to request anything required from MDDC two weeks before the event. b. MDDC had been contacted regarding the request to purchase the junior play area but no response had been received. c. Planning permission was required for the DAA night landing site. Jenny Clifford at MDDC has agreed to assist. Cllr Heal will obtain relevant paperwork for this to progress.

05/12/16 Orchard Way Car Park Draft Lease from MDDC The Clerk had received the amended lease as requested and provided a report on the 2nd draft. Terms relating to charging for permits was added. It was noted that MDDC transfer obligations regarding the enforcement of breaches of lease to the Parish Council. It was felt that this was standard. All members had viewed the lease and approved its content. The Clerk advised members that legal advice can be obtained if required but members were content to note the Clerks advice. It was agreed by all present that Lapford Parish Council will enter into a lease with MDDC for the Orchard Way Car Park area for a period of 25 years for a yearly peppercorn rent. Proposed – Cllr Graham Seconded – Cllr Briant-Evans The Clerk will sign and return to MDDC for progressions.

06/12/16 Highways a. To receive a report from Highways Event 17th November 2016 Cllr Hemsworth reports. It was noted that Head of Highways, David Whitton and other representatives from Highways were present including Tom Vaughn and Chris Short, the immediate bosses of Steve Tucker. Cllr Hemsworth updated them with Lapford’s communication problems with Steve Tucker. All correspondence to Highways should be copied to the above persons from Highways in all future correspondence to Steve Tucker. It was also reported that Highways are adopting a Repair not Replace strategy. Different sections of the highways received classifications from 1-11 and are prioritised accordingly. The road classifications within the Parish were unknown and Councillors are attempting to ascertain this information. Highways have been informed of the Speed Awareness Scheme within the Parish and will assist where they can. b. Speed Awareness Campaign PCSO’s are being met with next week to progress the scheme within the Parish. It was also noted that to deem a 30mph speed limit on the A377, 20 accesses (business or domestic) are required to front the road in a distance of 600 metres. Lapford has 24 at present, but in a distance of 760 metres. Additional justification is required

07/12/16 DAA night landing site in Lapford Parish a. Report on Planning Application for site – Updated as per matters arising. b. Cost / DAA involvement up to completion. DAA have been given £1million potentially enabling Lapford to obtain a contribution for installation costs. This will not take place until next April and further details are awaited.

08/12/16 Emergency Plan Committee To receive a report from Devon Communities Resilience Forum 9th November 2016 The Minutes of this meeting were sent out prior to this meeting. Areas of the Emergency Plan need to be re written in light of this training. The committee have this in hand. A LERT meeting arranged by Alex Gator had 10 volunteers attending. Flood training & other emergency training will take place in March 2017. Flood equipment is to be placed on the triangular piece of land next to the Garage. After placing a sign to request the owner to come forward, no response was received. It was decided to progress with this option.

It was noted that the Parish Council would support the application. Proposed – Cllr Burrows Seconded – Cllr Hemswoth

11/12/16 Correspondence / Consultation a. Julia Stuckley, MDDC. Community Composting and Recycling - https://new.devon.gov.uk/haveyoursay/ b. Lynette Wright, MDDC. 2017/18 Precept Information. 8th November 2016 c. Mr Chris Sleep, and Town Council, 25th November 2016. Cllrs Briant-Evans and Graham had considered an appropriate response and all agreed that this could progress.

12/12/16 Members Statements Cllr Graham – Census information on the Parish has been obtained. A draft of the work was presented to the members. Membership of the Patients Panel was discussed.

Cllr Graham – Parish Website Lapford.com Discussion took place on the ownership of the site. It was not owned by the Parish Council. Further discussions were required about promoting the village on the Internet.

Cllr Burrows - Eastington Seat repair works. Cllr Heal has the template for this. Cllr Hemsworth will speak with Cllr Heal to progress the repair. P3 walk - Footpaths are in good condition. It is considered that the footpaths are a great asset.

Cllr Clinch – Dog fouling in Park Meadow / Prowse Lane / Court Barton ad Saxons were all affected. Further education was required to show that people can put dog mess into waste bins within the village.

Cllr Briant-Evans – Litter on the main road appeared to be increasing.

There were no further topics to be considered in the open session of the meeting and the public were then excluded so as to consider a matter under Part 2.
