The railway is the steepest and the highest fully water powered railway in the world and a fully working testament to Victorian engineering. with no need for electricity, gas or diesel the Lynton and Lynmouth Cliff Railway remains the UK's only fully water powered railway and one of only three examples left in the world. We’re also proud to be environmentally friendly, with a number of sustainability and other awards to our name, such as the Engineering Heritage award from the Institution of Mechanical Engineers. Recommendation: It is recommended that: (a) work on the annual waiting restrictions programme process for 2017/2018 is noted; (b) the recommendations contained in Appendix III to this report are agreed and the proposals implemented where relevant. (c) the proposals detailed in Appendix I which attracted no objections are implemented as advertised. 1. Background The County Council regularly receives requests for waiting restrictions to be introduced or amended. These can be difficult to deliver due to resource and funding pressures which can then have a negative impact on the County Council’s relationship with local communities. Recognising this difficulty, a managed process has been developed to deliver an Annual Local Waiting Restriction Programme for each HATOC area for the funding and delivery of waiting restriction schemes. The 2016/17 programme delivered proposals at over 250 sites across Devon. These were mainly amendments to yellow lines and limited waiting, thought to be non-controversial, which had been requested by communities or by local Highway Officers Building on the success of this process, the 2017/18 programme is currently progressing in the region of 500 proposals along with a small programme of minor aids to movement improvements such as drop crossings, footway improvements and bollards. 2. Proposal Cabinet has allocated an amount of £100,000 countywide from the On-Street Parking Account to this process in 2017/18 which equates to an amount of £12,500 to each HATOC area.

Purpose This Plan has been developed by the Lyn Valley Coastal Community Team (CCT) as an action plan for development of the visitor economy within the Lyn Valley. The CCT is led by Lynton and Lynmouth Town Council, supported by LETA (Lyn Economic and Tourism Alliance), a sub-committee of the Council, which includes primarily private sector stakeholders from the tourism industry, with support from the Town Council. LETA exists to enable co-ordination of local economic initiatives. This Plan has been developed as part of a nationwide initiative, supported by the Department for Communities and Local Government (DCLG), to enable economic growth within coastal areas. The visitor economy is central to the health and prosperity of our community and is something that we must actively develop and manage to ensure that it delivers benefits for all in the future. 2. Context 2.1. The local area Lynton and Lynmouth, or the Lyn Valley as it is often known, is a small and peripheral coastal community of c. 4,900 population1 on the north coast of Devon close to the Somerset border and on the western side of Exmoor. Nature of site: Coastal and foreshore Geological / geomorphological features: Devonian Lynton Slates; sedimentology and fossils, Tectonic features. Pleistocene Head, screes, tors and crags. Problematic origin of the Valley. Extensive exposures of the Lynton Slates can be seen at this locality, comprising of massive quartzitic sandstones with interbedded finely laminated slates. Heavy cleavage and bioturbation obscures a lot of the lithological details. On the north side of the valley are fossiliferous localities where screes developed around Castle Rock and Rugged Jack (SS 704497 and SS 706499). These provide a fauna dominated by brachiopods with lesser numbers of bivalves, bryozoans and abundant crinoid ossicles. Evans (1980) found the brachiopod fauna to include Platyorthis triangularis, Chonetes sarcinulatus, Schelwienella sp., Subcuspidella lateincisa, Subcuspidella longeincisa,, Cryptonella rhenana and Orbiculoidea sp.. Whilst this fauna is typical of the Lynton Slates, it does contain species which have not been recorded in any of the localities within the Upper Emsian of Belgium and Germany. The absence of some fauna groups (i.e. rhynchonellids) is striking and it would therefore appear to suggest that a local environmental influence restricted the faunal diversity, allowing the brachiopods to dominate. Evans (1980) suggested that a fresh water influx with clastic sediments form the ORS continent may have been the cause.
