Wang Miles – Water Budget Estimation Report Water Budget Estimation for Agricultural Communities in Laos Executive Summary – English Enhancement of water management opportunities will increase the resilience and adaptive capacity of agricultural communities to climate change, and help achieve Lao National Socio- Economic Development Plan’s goals. The mission on “Effective Water Management and Water Harvesting for Agriculture Adaptation to Climate Change” was mobilized by the IRAS project in order to assess opportunities for strengthened water management and water harvesting for target districts and provinces in Lao PDR and recommend measures to prepare for the uncertainties in water availability caused by Climate Change. This is the first of three reports which together provide climate change adaptation analyses and recommendations for government policy and community level technical implementation guidelines in the target districts of Xayaboury and Savannakhet Provinces. This first report (“Water Budget Estimation for Agricultural Communities in Laos”) presents a technical geospatial methodology for estimating water availability in the target areas using globally available climate data that was developed in the months prior to the start of the field Mission.     CHAPTER 10 Naming of traditional rice varieties by the farmers of Laos S. Appa Rao, J.M. Schiller, C. Bounphanousay, A.P. Alcantara, and M.T. Jackson The collection of traditional rice varieties from throughout Laos, together with a sum- mary of the diversity observed and its conservation, has been reviewed in Chapter 9 of this monograph. While undertaking the collection of germplasm samples from 1995 to early 2000, information was collected from farmers on the special traits and significance of the different varieties, including the vernacular names and their mean- ings. Imperfect as literal translations might be, the names provide an insight into the diversity of the traditional rice varieties of Laos. Furthermore, the diversity of names can, when used with care, act as a proxy for genetic diversity. When collecting started, variety names were recorded in the Lao language and an agreed transliteration into English was developed. The meanings of the variety names were obtained from all possible sources, but particularly from the farmers who donated the samples, together with Lao extension officers and Lao research staff members who understood both Lao and English. Variety names were translated literally, based on the explanations provided by farmers. For example, the red color of glumes is often described in terms of the liquid from chewed betel leaf, which is dark red. Aroma is sometimes indicated by the names of aromatic flowers like jasmine or the response to the aroma that is emitted by the grain of particular varieties during cooking. This chapter provides a summary of the information collected on the naming of traditional Lao rice varieties.

Official economic projections in “Five-year National Development Plan 2001-2005” and “Long-term Development Plan 2001-2020” were described in Section 5.1. The Five-year Plan has a more specific projection that includes sectoral scenarios, but the “Long-term Plan” shows overall targets for the year 2020. In this study, then, the future projections are based on the “Five-year Plan” projection scenario. The criteria for the projection are assumed as follows. (1) That major sectors grow at the following annual rates until 2005 as proposed in the “Five-year Plan”: 4.5% in the agricultural sector, 10.5% in the industrial sector, 8.5% in the services sector and a 7.0% rise from import duties. As a result, the GDP is expected to grow at 7.0% per annum on average during the planned period. (2) That after 2005, the respective sectors grow at the same rates as set in the “Five-year Plan” until the target year 2020. The GDP projected with the above assumptions are shown in Table 25-1.

    LAO PEOPLE’S DEMOCRATIC REPUBLIC PEACE INDEPENDENCE DEMOCRACY UNITY PROSPERITY FOURTH NATIONAL REPORT TO THE CONVENTION ON BIOLOGICAL DIVERSITY SEPTEMBER 2010 PREFACE The government of Lao PDR acceded the United Nations for Convention on Biological Diversity (UNCBD) in 1996 and committed itself, as part of its obligations as party (signatory), to develop National Reports to the Convention. In June 2004 the Lao PDR National Biodiversity Strategy to 2020 and Action Plan to 2010 was completed (submitted to the CBD Secretariat in January 2006). The National Biodiversity Strategy has as the overall goal to “Maintain the diverse biodiversity as one key to poverty alleviation and protect the current asset base of the poor” and identified seven main objectives and seven programme areas for implementation to achieve this goal. The goals and objectives of the National Biodiversity Strategy relate indirectly to the targets of the Convention, but are adapted to the Lao context. Therefore, the current Lao PDR 4 th National Report to the Convention reports mainly on the Lao progress towards the specific targets related to the Convention, rather than the goals of the National Biodiversity Strategy. Nonetheless, the Lao PDR 4 th National Report will, besides from reporting on Lao PDR’s contribution to the Convention, also provide an important baseline for subsequent reports, as well as a foundation for the assessment of the 1st National Biodiversity Action Plan, and for the development of a 2 nd Action Plan, and a possible revision of the National Biodiversity Strategy.     Water Supply Management in urban areas in Laos A Comparative Study of Ground Water and Surface Water in an Economic, Financial and Environmental Perspective MARIA FORSELL KJERSTIN LUDVIG A Minor Field Study Examensarbete 2004:11 Preface PREFACE BY THE SUPERVISORS Water supply in the Mekong Region is to a large extent based on water resources that are exposed to significant risks and the security of both surface and groundwater supplies are in many cases poor. Although surface water is more common as a supply source, groundwater is assumed to play an increasingly large role in the future, due to low treatment costs and local accessibility. Based on the Dublin Principles and the definition of Integrated Water Resource Management (IWRM)1, groundwater protection should be implemented in a framework addressing social, economic and ecological factors. In addition, IWRM thinking clearly states that the entire hydrological cycle and its interaction with society should be included in developing water management strategies. The Dublin Principles further state that water should be regarded as an economic good. While it is essential that this concept does not lead to low-income groups in society being marginalized it is important that the value of water is being recognized. Furthermore, without an economic thinking it is likely that incentives to promote various groundwater protection strategies will be ineffective. The focus of the Chalmers research project “Security of Water Supply in the Mekong Region - Developing Strategies for Sustainable Groundwater Protection” is on improved strategies for sustainable groundwater protection in the Mekong region. One important part of this work is, in accordance with the Dublin Principles, to assess the economical aspects of using groundwater compared to surface water in urban water supply systems.

Environmental Protection Fund LENS2 Sub-Project Application General instructions: Please refer to the Project Implementation Manual (PIM), Volumes: 1-5 for subproject design, implementation and monitoring/evaluation (M&E). In summary: ● Applications should be submitted in both Lao and English to EPF Office. Translating the application is the SDA’s responsibility. It can be financed by the sub-project preparation facility, if such a facility has been mobilized, or pre-financed by EPF. ● Applications must demonstrate that the subproject meets the following eligibility criteria: (a) supports a Government of Lao PDR policy, strategy and/or an official plan; (b) contributes to at least one outcome indicator and at least one intermediate outcome indicator from the LENS2 results framework; (c) fits into either the PICE or the CBI EPF funding windows; (d) excludes activities from the negative check-list in the PIM, and (e) aligns with the project’s geographical scope which includes the national/central level and the following provinces: Bolikhamxay, Khammouane, Houaphanh, Xieng Khouang, Louang Prabang, Savannakhet, Vientiane and Xaysomboun. ● Applications for a protected area and wildlife sub-project must demonstrate that the subproject meets an additional eligibility criteria: contributes to a regional or global outcome such as cross-border co- operation knowledge transfer or prevention of illegal wildlife trade. ● Sub-projects are approved for their proposed duration. However, implementation requires the prior annual approval of an Annual Work Plan and Budget (AWPB).
