CHAPTER 10 Naming of traditional rice varieties by the farmers of Laos S. Appa Rao, J.M. Schiller, C. Bounphanousay, A.P. Alcantara, and M.T. Jackson The collection of traditional rice varieties from throughout Laos, together with a sum- mary of the diversity observed and its conservation, has been reviewed in Chapter 9 of this monograph. While undertaking the collection of germplasm samples from 1995 to early 2000, information was collected from farmers on the special traits and significance of the different varieties, including the vernacular names and their mean- ings. Imperfect as literal translations might be, the names provide an insight into the diversity of the traditional rice varieties of Laos. Furthermore, the diversity of names can, when used with care, act as a proxy for genetic diversity. When collecting started, variety names were recorded in the Lao language and an agreed transliteration into English was developed. The meanings of the variety names were obtained from all possible sources, but particularly from the farmers who donated the samples, together with Lao extension officers and Lao research staff members who understood both Lao and English. Variety names were translated literally, based on the explanations provided by farmers. For example, the red color of glumes is often described in terms of the liquid from chewed betel leaf, which is dark red. Aroma is sometimes indicated by the names of aromatic flowers like jasmine or the response to the aroma that is emitted by the grain of particular varieties during cooking. This chapter provides a summary of the information collected on the naming of traditional Lao rice varieties. -

Anne OSBORNE SIL International Abstract: The Khmuic languages represent a branch in the north-central region of the Austroasiatic family. While there are several existing Khmuic bibliographies, namely, Smalley (1973), Proschan (1987), Preisig and Simana (n.d.), Renard (2015), and Lund University (2015), this paper seeks to combine, update and organize these materials into a more readily accessible online resource. A brief overview of Khmuic languages and their linguistic features is given. References are organized according to linguistic domain, with some annotations. An updated language index of a dozen Khmuic languages is also included. Introduction The Ethnologue, (19th edition), lists thirteen Khmuic languages. Khmuic languages are spoken primarily in northern Laos, but also are found in Thailand and Vietnam. The Khmuic language family is a Sub-branch of the Austroasiatic linguistic family that is dispersed throughout Southeast Asia. Since the early 1970s, five major bibliographies on Khmuic languages have been produced. Most of these focus on Khmu, the largest Khmuic language group. Smalley (1973) wrote the first major Khmuic bibliography that gives readers a mid-twentieth century snapshot of Khmu. This work was an expansion of Smalley’s earlier listings of major Khmu works found in Outline of Khmuˀ structure (Smalley 1961a). -
GMS Regional Investment Framework Pipeline
The Regional Investment Framework (RIF) puts into operation the new Greater Mekong Subregion Economic Program Strategic Framework (GMS-SF) (2012–2022) that was approved at the 4th Greater Mekong Subregion (GMS) Summit in December 2011. The RIF translates the strategic directions of the GMS-SF into a pipeline of investment and technical assistance projects for the third decade of the GMS Program, from 2013 to 2022. The RIF covers a wide range of sectors including transport, energy, environment, agriculture, human resource development, information and communication technology, tourism, transport and trade facilitation, and urban development. As a comprehensive, forward-looking and strategic framework, the RIF embodies the collective aspiration of the GMS countries to expand and deepen their cooperation program in the coming Greater Mekong Subregion decade. The RIF will also remain a living framework that will be regularly reviewed and updated to maintain its relevance and responsiveness as a planning tool for subregional initiatives in an ever- dynamic GMS. Executive Summary, Salavan Province
Executive Summary, Salavan Province Salavan is a southern province of Laos. Covering an area of 16,389 km2 (6,328 sq. mil.), it borders Savannakhet Province to the north, Vietnam to the east, Xekong Province to the southeast, Champasak Province to the south and Thailand to the west. It has a total population of approximately 397,000 people and is divided into 8 districts and 588 villages. Bearing the same name as the province, Salavan City – the provincial capital – sits atop Bolaven Plateau, an ancient volcano that erupted millions of years ago. The city is the administrative, economic, and cultural center of the province. It is reachable by routes 15, 20 and 23. The province is home to 10 distinctive ethnic groups, many of which are small in population, but have their own language. Their houses, lifestyles, beliefs, cultures and rituals are unique and very fascinating. Once this region is easily accessible by road, it will become a popular cultural tourism destination. It is an important bird sanctuary for the country and home to a variety of evergreens. On the northwest of the province, there is Xe Bang Nouan National Protected Forest. Phou Xieng Thong Forest Reserve is the only national protected area on the Mekong River. It covers the entire western border of Salavan and a part of Champasak territory. Currently, there are 327 investment projects operating in the province, 106 of which are privately owned. -
