He was previously Visiting Senior Fellow under the Wang Gungwu Visiting Fellows Programme at ISEAS – Yusof Ishak Institute. 1 ISSUE: 2021 No. 70 ISSN 2335-6677 EXECUTIVE SUMMARY • Japan’s long history of indigenous weapon development and export was curtailed by Japanese law and the US-Japan alliance after the Second World War. • Japan’s re-emergence as a weapon exporter is fuelled by desires to increase Japanese capabilities, counteract China’s rise, hedge against possible future strategic abandonment by the US, fund next-generation weapon research, and foster Japan’s global leadership and influence in Southeast Asia. • Tokyo’s weapon exports have been more successful through Overseas Development Assistance (ODA) transfers than through commercial deals. -

Southeast Asia Was Impacted Greatly by the Novel Coronavirus Disease (COVID-19) in 2020
NIDS East Asian Strategic Review 2021 Summary Southeast Asia was impacted greatly by the novel coronavirus disease (COVID-19) in 2020. In Indonesia and the Philippines, infections continued to spread or level off even into the start of 2021. While some countries in the region largely contained new infections, others experienced a resurgence of cases from the second half of 2020. In the region as a whole, there is no sign of the pandemic ending. Measures taken in response to COVID-19, such as border closures, city-wide lockdowns, and other restrictions, had serious repercussions on domestic economies with the poor particularly hit hard. At the same time, some governments resorted to authoritarian approaches under the pretext of the response to COVID-19, raising concerns about the impact on democratic practices that have been implemented in the countries. Although the Association of Southeast Asian Nations (ASEAN) played a role as a platform for international support to deal with COVID-19, its role as an independent actor to deal with problems was limited. Notwithstanding the pandemic, the situation in the South China Sea remained tense as China’s activities to claim its rights unfolded with a greater show of force. Southeast Asian countries responded militarily and diplomatically to the extent possible, taking into account the disparity in their forces with China’s and the impact on economic relations. Western countries, on the other hand, became increasingly wary of China’s actions, and the United States in particular embraced a more active engagement on this issue. As differences in opinion between the United States and China become prominent in the ASEAN diplomatic arena, the organization appears to be distancing itself from this great power competition. -

Norfolk’s Nauticus: USS Wisconsin BB‐64 The history of the U.S. Navy’s use of battleships is quite interesting. Some say the first battleship was the USS Monitor, used against the CSS Virginia (Monitor) in Hampton Roads in 1862. Others say it was the USS Michigan, commissioned in 1844. It was the first iron‐ hulled warship for the defense of Lake Erie. In any case, battleships, or as some have nicknamed them “Rolling Thunder,” have made the United States the ruler of the high seas for over one century. A history of those famous ships can be found in the source using the term bbhistory. By the way, BB‐64 stands for the category battleship and the number assigned. This photo program deals with the USS Wisconsin, which is moored in Norfolk and part of the Hampton Road Naval Museum and Nauticus. Though the ship has been decommissioned, it can be recalled into duty, if necessary. On July 6, 1939, the US Congress authorized the construction of the USS Wisconsin. It was built at the Philadelphia Navy Yard. Its keel was laid in 1941, launched in 1943 and commissioned on April 15, 1944. The USS Wisconsin displaces 52,000 tons at full load, length 880 fee, beam 108 feet and draft at 36 feet. The artillery includes 16‐inch guns that fire shells weighing one‐ton apiece. Other weapons include antiaircraft guns and later added on missile launchers. The ship can reach a speed of 30 nautical miles (knots) per hour or 34 miles mph. The USS Wisconsin’s first battle star came at Leyte Operation, Luzon attacks in the Pacific in December 1944. -

Reducing energy use on Navy ships. A 2001 study concluded that fitting a Navy cruiser with more energy-efficient electrical equipment could reduce the ship’s fuel use by 10% to 25%. The Navy has installed fuel-saving bulbous bows on certain ships, but might be able to install them on others. The Navy has installed fuel-saving stern flaps on many of its ships. Ship fuel use could be reduced by shifting to advanced turbine designs such as an intercooled recuperated (ICR) turbine. Shifting from mechanical-drive to integrated electric-drive propulsion can reduce a ship’s fuel use by 10% to 25%; some Navy ships are to use integrated electric drive. Fuel cell technology, if successfully developed, could reduce Navy ship fuel use substantially. Alternative hydrocarbon fuels. Potential alternative hydrocarbon fuels for Navy ships include biodiesel and liquid hydrocarbon fuels made from coal using the Fischer-Tropsch (FT) process. A 2005 Naval Advisory Research (NRAC) study and a 2006 Air Force Scientific Advisory Board both discussed FT fuels. -

The obsolete wooden sailing ships of the post-Civil War Navy, with their underpowered auxiliary steam engines, were swept away, and replaced by steel-hulled warships with powerful steam engines. This New Steel Navy was the first step in the long process that would eventually lead the United States Navy to a position of world dominance. This website examines the lives of the men who made that transformation possible – the officers and enlisted sailors of the Navy. They lived a life that was rugged and frequently dangerous, a life that was transformed by the new technologies of the ships they served on. They fought battles at sea, and even on land. They existed in a physically claustrophobic, yet socially divided world that adhered to naval traditions both old and new. They endured these hardships, and enjoyed brief moments of fun whenever possible. Pay a visit to an often overlooked moment in time, and get to know the sailors of the New Steel Navy.
