executive iNActioN John F. Kennedy and the Civil Rights Crisis John F. Kennedy maintains a reputation in American memory with respect to civil rights that he does not deserve. He campaigned for presidency advocating the end of racial discrimination, but once he took ofce his interests shifed towards the nation’s foreign policy as the Cold War ever threatened to heat up. However, afer Kennedy’s assassination, Lyndon B. Johnson re-framed his predecessor’s priorities to push for the Civil Rights and Voting Rights Acts in 1965 as though they were Kennedy’s prime concern. Tus, Johnson made Kennedy a martyr for the cause, regardless of his predecessor’s agenda. Tis essay explores Kennedy’s action—and inaction—before and during his presidency regarding desegregation in order to explain the dissonance between his life and his reputation. By Daniel Ruprecht ‘17 Stanford University had said: “All this will not be fnished in the frst 100 days. Nor will it be fnished in the frst 1,000 days, nor in the life of this Administration, nor even perhaps in our lifetime on this planet. But let us begin.” Johnson added in his inaugural: “Today in this moment of new resolve, I would say to all my fellow Americans, let us continue.”3 “LET US CONTINUE” Johnson paused as the crowd broke out in applause. It cheered again when Johnson declared his determination to continue “the forward thrust of America that [Kennedy] began,” and again every time Johnson said that he planned on building upon Kennedy’s goals.4 Johnson framed each piece of his presidential plans as an addition or continuation to those of Kennedy. -

Sullivan University Honors Thesis Dr. Barbara Brown July 1992 A question often posed in theoretical discussions is whether or not one person can make a difference in the ebb and flow of history. We might all agree that if that one person were a President of the United states, a difference could be made; but how much? While the presidency is the single most powerful position in the U.s. federal system of government, making it a formidable force in world affairs also, most scholars agree that the presidency, itself, is very limited, structurally. The success of a president in setting the nation along a desired course rests with the ingredients brought to the position by the person elected to it. Further, many events occur outside the control of the president. Fortune or failure depends upon how the individual in office reacts to these variables. -

The Cuban Missile Crisis: How to Respond? Topic: Cuban Missile Crisis Grade Level: Grades 9 – 12 Subject Area: US and World History after World War II; US Government Time Required: 1-2 hours Goals/Rationale: During the Cuban Missile Crisis, Kennedy's advisors discussed many options regarding how they might respond to the installation of Soviet missiles in Cuba. In this lesson, students examine primary source documents and recordings to consider some of the options discussed by Kennedy's advisors during this crisis and the rationale for why the president might have selected the path he chose. Smith This dissertation argues that Robert Sargent Shriver, Jr.’s Roman Catholicism is undervalued when understanding his role crafting late 1950s and 1960s public policies. Shriver played a role in desegregating Chicago’s Catholic and public school systems as well as Catholic hospitals. He helped to shape and lead the Peace Corps. He also designed many of the programs launched in President Lyndon Johnson’s War on Poverty. Shriver’s ability to produce new policies and agencies within a broader structure of governance is well known. However, Shriver’s Catholicism is often neglected when examining his influence on key public policy initiatives and innovations. This dissertation argues that Shriver’s Roman Catholic upbringing formed him in such a way as to understand the nature of large bureaucracies and to see possibilities for innovation within an overarching structure. -

Kennedy MARK WHITE Queen Mary, University of London Abstract This article explores the issue of how the potent, alluring image of John Kennedy was constructed. The essay begins with an examination of how, even before reaching the White House, Kennedy was able to develop a multi-faceted image as a man of letters (with the publication of Why England Slept and Profiles in Courage), military hero (through his service in the Navy during the Second World War), precocious politician, erotic symbol and symbol of the family. The importance of image to the outcome of the 1960 presidential campaign, particularly in terms of the television debates with Richard Nixon, is assessed. Kennedy’s presidency is examined for the way it reinforced ideas about him that had come to the fore before he became chief executive: his use of the White House to showcase the arts, thereby strengthening his image as a man of letters and cultural refinement; the enhancing of his war-hero status with the release of the Hollywood film PT-109; the continued eroticization of his image through his public links with Marilyn Monroe, Grace Kelly and Anita Ekberg; and the prominence of his wife, siblings, children and parents in reinforcing the image of JFK as a symbol of the family. The impact of the assassination is considered for the way it created the Camelot mythology that came to adorn Kennedy’s posthumous reputation. How Kennedy’s image was sustained from the time of the assassination to recent years – through film, music, architecture and the visual image – will also be examined. -

Hahn Adviser Department of History Professor Kevin Boyle Copyright by Jennifer Lynn Walton 2004 ABSTRACT The Kennedy administration of 1961-1963 was an era marked by increasing tension in U.S.-Soviet relations, culminating in the Cuban missile crisis of October 1962. This period provides a snapshot of the culture and politics of the Cold War. During the early 1960s, broader concerns about gender upheaval coincided with an administration that embraced a unique ideology of masculinity. Policymakers at the top levels of the Kennedy administration, including President John F. Kennedy, operated within a cultural framework best described as moral masculinity. Moral masculinity was the set of values or criteria by which Kennedy and his closest foreign policy advisors defined themselves as white American men. Drawing on these criteria justified their claims to power. The values they embraced included heroism, courage, vigor, responsibility, and maturity. Kennedy’s focus on civic virtue, sacrifice, and public service highlights the “moral” aspect of moral masculinity. To members of the Kennedy administration, these were moral virtues and duties and their moral fitness justified their fitness to serve in public office. Five key elements of moral masculinity played an important role in diplomatic crises during the Kennedy administration.
