TEMA ESTADOS UNIDOS Y LA SEGURIDAD INTERNACIONAL EN RELACIÓN A LOS GRUPOS FUNDAMENTALISTAS ISLÁMICOS DEL MEDIO ORIENTE EN EL PERIODO 2003-2014. CASO ISIS II. RESUMEN Desde una perspectiva constructivista y a través de una metodología de investigación cualitativa, el presente trabajo investigativo analiza en primer lugar a la seguridad internacional como tal, puntalmente la construcción de lo que se entiende por seguridad y las diferentes concepciones que puede adquirir. Este análisis es necesario para posteriormente estudiar el entendimiento estadounidense de la seguridad, el cual se basa en su repertorio específico de principios y valores, y a raíz de ello observar la formulación y aplicación de sus políticas de seguridad. La investigación se centra en el Medio Oriente, por lo que examina las políticas estadounidenses respecto a esta región. Asimismo, este trabajo indaga sobre la construcción del Medio Oriente a partir de la caída del Imperio Otomano, considerando la influencia occidental que ha experimentado y sus procesos políticos propios como el panarabismo y el fundamentalismo islámico. Precisamente de aquellos procesos y en rechazo a aquella influencia han nacido los denominados grupos fundamentalistas islámicos, que han sido considerados como amenaza a la seguridad internacional, y entre los cuales se halla el que es caso de estudio de esta investigación: el ISIS. ABSTRACT From a constructivist perspective and a qualitative research methodology, this work analyzes in the first place the international security as such, especially the construction of what is understood as security and the different conceptions it can acquire. This analysis is needed to the subsequent study of the United States’ understanding of security, which is based on its specific repertoire of principles and values, and as a result, the formulation and appliance of its security policies. This investigation is focused in the Middle East, thus it examines the United States’ policies regarding this region. Likewise, this research inquires on 1 the construction of the Middle East after the collapse of the Ottoman Empire, considering the western influence it has undergone and its own political processes such as pan-Arabism and Islamic fundamentalism. Precisely, as a result of such processes and as a rejection to such influence, Islamic fundamentalist groups, which have been considered a threat to international security, have emerged, and among them, the case study of this research: ISIS. RÉSUMÉ Dès un perspectif constructiviste et en utilisant la méthode qualitative de recherche, ce travail analyse premièrement la sécurité internationale en tant que tel, spécifiquement la construction de ce qui est compris comme sécurité et les différentes conceptions qu’elle peut acquérir. Cette analyse est nécessaire pour ensuite étudier la compréhension des États-Unis de la sécurité, ce qui est basé sur son répertoire spécifique de principes et valeurs, et en raison de cela observer la formulation et l’application de ses politiques de sécurité. La recherche est centrée sur le Moyen Orient, ainsi elle examine les politiques des États-Unis à propos de cette région. Pareillement, ce travail recherche sur la construction du Moyen Orient à partir de l’effondrement de l’Empire Ottoman, en considérant l’influence occidentale que la région a subie et ses processus politiques propres comme le panarabisme et le fondamentalisme islamique. Précisément, à la suite de ces processus et en rejetant cette influence, les groupes fondamentalistes islamiques, considérés comme une menace à la sécurité internationale, sont nés, et entre eux est trouvé le cas d’étude de cette recherche : l’ISIS. Mots clés: sécurité internationale, constructivisme, États-Unis, Moyen Orient, ISIS. 2 V. INTRODUCCIÓN La seguridad es un tema de gran relevancia en las agendas políticas de los Estados. La seguridad nace, de hecho, con el nacimiento mismo del Estado. No es de admirar, entonces, que las políticas de seguridad sean generalmente de las que mayor relevancia tienen para el estadista. Se trata, sin embargo, de un concepto más bien abstracto, y la definición que a ella se dé será primordial al momento de la elaboración y aplicación de políticas. Es así que este trabajo investigativo busca exponer la amplitud de lo que involucra la seguridad. Por la misma oscuridad del término “seguridad”, es necesario generar un debate sobre lo que de él entendemos. A raíz de ello, se busca también entender las políticas de Estados Unidos en Medio Oriente y principalmente en relación a los grupos fundamentalistas islámicos; y, asimismo, comprender cómo la acción occidental ha influido en la construcción del Medio Oriente actual y en los mismos grupos fundamentalistas islámicos. Es, asimismo, importante conocer, más allá de sus acciones, las motivaciones que tienen estos grupos, sus orígenes, sus objetivos y sus reclamaciones. A través del estudio de la construcción de la seguridad se ha planteado como objetivo general de este trabajo de investigación analizar el concepto y las políticas de seguridad internacional de los Estados Unidos frente a los grupos fundamentalistas islámicos en el Medio Oriente. Para ello, se organizó la investigación de la siguiente manera: En primera instancia, es necesario entender qué es la seguridad, cuál es la razón de su importancia, de dónde se origina, qué involucra. Es así que el primer capítulo busca identificar la relación entre la ausencia de definición de la seguridad, las excepciones al uso de la fuerza y las políticas de contestación a quebrantamientos de la paz con la continuidad del armamentismo mundial. Para ello, en este capítulo se tratarán temas como el concepto de la seguridad, su evolución, su construcción, su percepción y su relevancia en el dominio de la política.

İsmail KURUN1 Abstract Arab nationalism emerged as a secular ideology in the early 20th century in the Ottoman Empire. During the First World War, it proved influential enough to motivate an Arab rebellion against the Ottomans and, following the war, several Arab states were founded. Its popularity rose in the interwar period, and many Arab mandates became independent after the Second World War. Its popularity peaked at the hands of Gamal Abdel Nasser in 1958 when Syria and Egypt united to form the United Arab Republic. After the 1967 Arab-Israeli War, Arab nationalism began losing its appeal and declined dramatically during the 1970s and 1980s. At the turn of the 21st century, Arab nationalism became an almost irrelevant ideology in the Middle East. This study examines the birth, the dramatic rise, and the sudden decline of Arab nationalism from a historical perspective and concludes that Arab nationalism today, as an ideology, is on the brink of demise.     Arab Reform Brief June 14 2006 Political Reform and the Reconfiguration of National Identity in Syria Yasseen Haj-Saleh* Is it necessary for a conversation about cultural or social diversity in Levantine or Arab societies to be tied to another conversation about the disintegration of these societies and the risk of allowing powerful western powers a firm foothold in the area? Is there not a way to strengthen the unity and cohesiveness of these societies without dropping a wall of silence over the realities of diversity, all in the name of “national unity”? Could we not develop an approach that brings together these realities without camouflaging, exaggerating or down- playing their importance? Could we not place this approach within the context of a national democratic policy that guarantees equality and equal rights to all the country’s citizens regardless of their origin and background? Iraq’s current predicament is living proof that we need to transcend these ostrich-like policies as far as the social, cultural and religious make up of Arab societies are concerned. Syria cannot afford to be unconcerned by the ramifications of the long suppressed problems of diversity, especially given the intense and belligerent foreign presence in the region. Ever since the “oriental problem” surfaced, western presence in the region has traditionally been associated with the destabilisation of Levantine societies. Redefining the roots of Syrian national identity, as this paper argues, will end the risks of a possible resurgence of the oriental or the Greater Syria problems that operate under the old-new dilemma of “protecting minorities or spreading democracy.” The paper proposes the reconfiguration of the Syrian national identity based on an all- encompassing principle that considers Arabism as part of being Syrian, and one of the cornerstones of the democratic Syrian national identity.

Siroky All rights reserved Abstract Secession is a watershed event not only for the new state that is created and the old state that is dissolved, but also for neighboring states, proximate ethno-political groups and major powers. This project examines the problem of violent secession- ist conflict and addresses an important debate at the intersection of comparative and international politics about the conditions under which secession is a peaceful solution to ethnic conflict. It demonstrates that secession is rarely a solution to ethnic conflict, does not assure the protection of remaining minorities and produces new forms of violence. To explain why some secessions produce peace, while others generate violence, the project develops a theoretical model of the conditions that produce internally coherent, stable and peaceful post-secessionist states rather than recursive secession (i.e., secession from a new secessionist state) or interstate dis- putes between the rump and secessionist state.

    Syria’s Kurds This book is a decisive contribution to the study of Kurdish history in Syria since the Mandatory period (1920–1946) up to the present. Avoiding an essentialist approach, Jordi Tejel provides fine, complex and some- times paradoxical analysis of the articulation between tribal, local, regional, and national identities, on one hand, and the formation of a Kurdish minority aware- ness vis-à-vis the consolidation of Arab nationalism in Syria, on the other hand. Using unpublished material, in particular concerning the Mandatory period (French records and Kurdish newspapers) and social movement theory, Tejel analyses the reasons behind the Syrian “exception” within the Kurdish political sphere. In spite of the exclusion of Kurdishness from the public sphere, especially since 1963, Kurds of Syria have avoided a direct confrontation with the central power, most Kurds opting for a strategy of ‘dissimulation’, cultivating internally the forms of identity that challenge the official ideology. The book explores the dynamics leading to the consolidation of Kurdish minority awareness in contem- porary Syria; an ongoing process that could take the form of radicalization or even violence. While the book offers a rigorous conceptual approach, the ethnographic mate- rial makes it a compelling read. It will not only appeal to scholars and students of the Middle East, but to those interested in history, ethnic conflicts, nationalism, social movement theories, and many other related issues. Jordi Tejel is a Ph.D. in History (University of Fribourg, Switzerland) and Sociology (Ecole des Hautes Etudes en Sciences Sociales-EHESS, Paris). Tucker, Ph.D. ABSTRACT The transition from the Ottoman Empire to post-World War I mandate states in the Middle East coincided with the emergence of agricultural technologies and the development of new strategies of rule and conceptions of expertise considered integral to their practice. Given agriculture’s centrality to the economy of the region which would become the nation states of Syria and Lebanon, implementing these technologies was a stated priority for both the Ottoman and mandate governments. Using these historical developments as a lens, this dissertation examines contrasting strategies of imperial rule as exemplified through policies related to processes of agrarian change. By tracing circulations of expertise regarding these technologies and practices through actors involved in global, imperial, and local networks, it also investigates the intellectual and practical continuities and divergences in French, Ottoman, and Syrian technocratic approaches to environmental management, the impacts of these imperial policies on local rural communities, and these communities’ responses. By tracing continuities in the policies and networks of actors involved in the process of agrarian change and systematically analyzing the institutional developments that characterized the shift from the late Ottoman period through the mandate, this dissertation challenges prevailing periodizations.

Akif Kireçci December 2015 This thesis analyzes the Turkish nationalist propaganda carried out in the Sanjak of Alexandretta during the process of annexation to demonstrate that the Sanjak provides a special case for the study of Republican Turkish nationalism by showing its highly pragmatic and speculative political/ideological discourse in the 1930s. The ways with which the Sanjak region was integrated into the newly defined “Turkish nation” are examined by utilizing archival documents, secondary sources as well as oral history interviews. The special case of the migration of the conservative Sunni Turks to Damascus and the nationalist propaganda towards the Alawite population of the region are brought forward as examples for the pragmatically inclusive nature of Kemalist nationalism.
