Some sections of the media were even calling the events “Tanzania’s Tsunami!” President Kikwete addessing the CCM congress in Dodoma What happened? A summary 1. In July as all the political parties were having difficulty in choosing their candidates for the presidency, the ruling Chama cha Mapinduzi (CCM) party decided to steal a march on the others by bringing forward their own selection process and forcing the other parties to do the same. 2. It seemed as though almost everyone who is anyone wanted to become president. A total of no less than 42 CCM leaders, an unprec- edented number, registered their desire to be the party’s presidential candidate. They included former prime ministers and ministers and many other prominent CCM officials. 3. The study employs the Extended pragma-dialectical theory of argumentation to analyse two inaugural speeches conducted in Kiswahili language. It also analyses a part of the CCM closing campaign, that is, a response to some argumentations of the CHADEMA/UKAWA. The study evaluates argumentation structures, argument schemes, presentational devices, successful observation of rules, identification of derailments of rules, and effectiveness and reasonableness in argumentative discourse as objectives of the study. The data were collected from the Tanzania Broadcasting Corporation (TBC) and from other online sources.

  • Tanzania Summary President Magufuli Has Died
    Tanzania Summary President Magufuli has died. After his 19-day absence, vice president Samia Suluhu Hassan (2015-present) has assumed control but has yet to be sworn in. A 14-day period of mourning was announced and will disrupt business decisions. Opposition party members have made calls for the vice president to be sworn in immediately. President John Magufuli has died Vice president Hassan announced on 17 March that president John Magufuli (2015-March 2021) had died.1 In a statement delivered live on television, Hassan confirmed that Magufuli, aged 61, had passed away following complications from a heart condition.2 The president was last seen in public on 27 February 2021.3 His absence was met by rumours that he may have contracted Covid-19, a disease Magufuli was infamous for denying.4 Tanzania stopped reporting cases of coronavirus in May 2020 and has adopted a ‘business as usual’ approach in lieu of preventative measures.5 The unique approach to management of the pandemic disease has caused significant border friction with neighbouring states, including Zambia and Kenya.6 Zitto Kabwe, a member of opposition party Chadema, has made calls through the international media for vice president Hassan to be sworn into office immediately, claiming that the Tanzanian constitution does not allow for a vacuum of power in the office.7 Analysis by international media sources speculate that Hassan may take over as president until the 2025 elections.8 Article 40 of the constitution determines that when a president dies in office, the vice president shall be sworn in and become president for the unexpired period of the term of five years and propose a new candidate for vice-president following consultation with the political party to which they belong.9 What’s next… Tanzania is currently in a 14-day period of mourning following the death of president John Magufuli.10 The funeral is likely to be marked by a national holiday.11 Vice president Samia Hassan now holds executive power according to the constitution, but she has yet to be sworn into the office of the president.

    No. 49 FIRM NO TO GOVERNMENT FOR TANGANYIKA BY-ELECTION RESULT ANNULLED TANZANIA'S NEW CITY BALANCING THE BOOKS HOME SWEET HOME PUBLIC ENTERPRISE REFORM TELEVISION TURMOIL FIRM NO TO GOVERNMENT FOR TANGANYIKA 1.3 million members of Tanzanials ruling CCM party, in a consultation process or ,internal referendum', have reacted overwhelmingly against a previously strongly supported Parliamentary motion that a separate government should be set up for Tanganyika. Sixty one per cent voted for continuation of the present two-government structure i.e. the Government of the United Republic of Tanzania and the Government of Zanzibar; 29% for the establishment of one single government for Zanzibar and the mainland; and, only 8% for the creation of a third government for the mainland. This decision becomes CCM party policy for forthcoming elections. It is not clear what happened next in Parliament but, according to a heading in the Swahili newspaper 'Majiral (August g), the Gruop of 55 M. P's who had been campaigning for a Tanganyika Government were being 'condemned for being swallowed by the CCM partyt. It is believed that there was strong support in parliament for a single government, although this would not be acceptable to Zanzibar. The CCM party did make it clear however that the ultimate aim should be a single government for the country. TRIUMPH FOR NYWWE These developments represent a triumph for former President Julius Nyerere who has been waging a crusade to preserve the Union in its present form. He felt that setting up a third government would mean the end of the Union.

Key issues facing the country’s new government include: shifting trends in the needs of Tanzania’s young and growing population; strengthening political opposition and destabilization of the union with Zanzibar; transparency in the country’s mineral and agricultural wealth and resources; and its unique geopolitical position between East and southern Africa. • Tanzania’s president, Dr John Pombe Magufuli, was elected in October 2015 and has already made his mark as a frugal leader committed to battling waste in the public sector and punishing poor performance in delivering public services. Although an early spate of sackings and cut- backs won popular support, he faces a more difficult challenge in dealing with strong and sometimes divergent dynamics within his ruling party, particularly if the priorities of the political elite contradict his efforts to combat corruption. • The annulment of Zanzibar’s elections, and the announcement that they would be re-run despite the objection of opposition parties and the expressed concerns of international election observation missions, demonstrates the high stakes of maintaining the political status quo on the semi-autonomous islands.
