Guilmartin, Advisor Alan Beyerchen Ousman Kobo Copyright by Robert H Clemm 2012 Abstract This dissertation documents the ways in which cartography was used during the Scramble for Africa to conceptualize, conquer and administer newly-won European colonies. By comparing the actions of two colonial powers, Germany and Britain, this study exposes how cartography was a constant in the colonial process. Using a three-tiered model of “gazes” (Discoverer, Despot, and Developer) maps are analyzed to show both the different purposes they were used for as well as the common appropriative power of the map. In doing so this study traces how cartography facilitated the colonial process of empire building from the beginnings of exploration to the administration of the colonies of German and British East Africa. During the period of exploration maps served to make the territory of Africa, previously unknown, legible to European audiences. Under the gaze of the Despot the map was used to legitimize the conquest of territory and add a permanence to the European colonies. Lastly, maps aided the capitalist development of the colonies as they were harnessed to make the land, and people, “useful.” Of special highlight is the ways in which maps were used in a similar manner by both private and state entities, suggesting a common understanding of the power of the map. -

Caplin Former Commissioner of the Internal Revenue Service Mortimer Caplin was born in New York in 1916. He came to Charlottesville in 1933, graduating from the College in 1937 and the Law School in 1940. During the Normandy invasion, he served as U.S. Navy beachmaster and was cited as a member of the initial landing force on Omaha Beach. He continued his federal service as Commissioner of the Internal Revenue Service under President Kennedy from 1961 to 1964. When he entered U.Va. at age 17, Mr. Caplin committed himself to all aspects of University life. From 1933-37, he was a star athlete in the University’s leading sport—boxing—achieving an undefeated record for three years in the mid-1930s and winning the NCAA middleweight title in spite of suffering a broken hand. He also served as coach of the boxing team and was president of the University Players drama group. At the School of Law, he was editor-in-chief of the Virginia Law Review and graduated as the top student in his class. In addition to his deep commitment to public service, he is well known for his devotion to teaching and to the educational process and to advancing tax law. Mr. Caplin taught tax law at U.Va. from 1950-61, while serving as president of the Atlantic Coast Conference. -

": A survey of the usage and the popularity of Austrian dialects in Vienna John Bellamy (Manchester) A survey of over 200 Austrians was undertaken in Vienna to investigate the extent to which they say they use dialect. They were asked if they speak dialect and if they do, in which situations they would switch to using predominantly Hochsprache. The responses have been analysed according to age, gender, birthplace (in Austria) and occupation to find out if the data reveals underlying correlations, especially to see if there have been any developments of note since earlier studies (for example, Steinegger 1995). The same group of informants were also asked about their opinions of Austrian dialects in general and this paper details their answers along with the reasons behind their positive or negative responses in this regard. The data collected during this survey will be compared to other contemporary investigations (particularly Soukup 2009) in an effort to obtain a broader view of dialect usage and attitudes towards dialect in Vienna and its environs. Since a very similar study was undertaken at the same time in the UK (Manchester) with more or less the same questions, the opportunity presents itself to compare dialect usage in the area in and around Vienna with regional accents and usage in the urban area of Manchester. References will be made during the course of the presentation to both sets of data. German Views of Amazonia through the Centuries Amazonia has been called “…the most exuberant celebration of life ever to have existed on earth.”i It has been a botanical, zoological and hydrographic party for the ages. Over the past five centuries, German conquistadors, missionaries, explorers, empresses, naturalists, travelers, immigrants and cultural interpreters have been conspicuous among Europeans fascinated by the biodiversity and native peoples of an incomparably vast basin stretching from the Andes to the Atlantic, from the Guiana Highlands to Peru and Bolivia, from Venezuela, Colombia and Ecuador to the mouth of the Amazon at the Brazilian equator. Exactly two thousand years ago, in the summer of the year 9, a decisive victory of Germanic tribes over occupying Roman legions took place in a forest near a swamp. With that the Roman Empire began its final decline, and some would say the event was the seed of germination for the eventual German nation. -

Resumen y Abstract IX Resumen El trabajo hace una primera aproximación al tema de la administración pública de la ciudad de Tunja, enfoncandose en dos puntos específicos, las personas que estuvieron al frente de la administración y la alcaldía como institución. La investigación se desarrolla bajo la premisa que la administración pública y específicamente la alcaldía de Tunja fue fundamental dentro del proceso de desarrollo de la ciudad desde finales del siglo XIX hasta finales del XX, enmarcando el trabajo en un periodo de estudio de 102 años entre la constitución de 1886 y la primera elección popular de alcaldes en 1988.
