SCOPE AND CONTENT NOTE

The National Security Council (NSC) was chartered under the National Security Act of 1947 to advise the president concerning domestic and foreign policy issues. Following an underutilization by President Harry S. Truman, the NSC became the hub of policy planning under President Dwight D. Eisenhower. Eisenhower realized the importance of the NSC’s work and depended on the council to effect major policy decisions. Eisenhower integrated many civilian and military advisers into the NSC, including leaders of industry, military officers, and publishers. Produced during the , some documents contain phrases and terms that are uncommon today. It is important to consider that the quest for U.S. supremacy over the Soviet Union pervaded almost every government decision. Due to this influence, the collection contains numerous terms and phrases unfamiliar to many readers. Economic defense, for example, appears multiple times in this collection and refers to the preservation of the economic stability of the nation. Economic defense is closely related to national or continental defense; the former refers to the overall defense of the nation and the latter only to the defense of the actual land mass. The documents found in this collection, The Dwight D. Eisenhower National Security Files, 1953–1961, Part 3: Correspondence Files, contain many examples of the administrative and logistical support necessary to maintain an effective advisory committee. Starting in 1953, the collection contains agendas and minutes of individual NSC meetings as compiled by , the first national security adviser. The collection also contains documents from and , the successive advisers. Contained in these notes and agendas are discussions of the official foreign policy of the United States. Many documents are simply administrative, but others contain definitive policy statements. Beginning on Reel 4, the importance of civilian advisers to the Eisenhower NSC becomes clear. Eisenhower believed the government would benefit from the services and experiences of citizen leaders from all business sectors. These documents focus on recruitment of civilian leadership to augment the NSC’s membership. The majority of the reels in the middle of the collection focus on administrative details, ranging from personnel decisions to luncheon meetings to general correspondence organized by date and author. While some of the administrative details are routine, the chronological folders of Karl G. Harr contain a great deal of information. Among the more interesting topics is the discussion of Operation PLOWSHARE, conceived as a peaceful use of nuclear weapons. Harr’s notes do not go into great detail, but the concept behind PLOWSHARE was to utilize nuclear explosives in the creation of harbors and canals and exploration of petroleum reserves. In retrospect, this idea sounds unbelievable, but during this period the idea received a great deal of attention and funding. Eisenhower created the Operations Coordinating Board (OCB), an independent agency, to follow up on NSC decisions. The communications of this board start on Reel 8 and provide information on the progress of multiple NSC decisions. The OCB addressed

vii varied issues, ranging from nuclear testing and arms control to diseases and foreign aid. Some of the later folders contain correspondence between the OCB and civilian leaders such as David Sarnoff of RCA. The letters contain Sarnoff’s thoughts on preventing Communist influence in broadcasting and were well received by the OCB. This is just one example of Eisenhower’s quest to utilize the nation’s collective talent and intelligence to defeat the threat of communism. A large part of this collection (Reel 11–Reel 18) contains chronological folders of general internal correspondence. The majority of this information is interoffice memoranda and notes. A great deal of useful information can be gleaned from these files. The final folders of this collection, Reel 18–Reel 21, contain some interoffice communications, but the majority of the documents were received by the national security adviser from citizens. These letters and notes range from the constructive to the truly bizarre. Many show support for Eisenhower’s policies, but the occasional letter contains fantastic and unreasonable designs for defeating the Communist threat. Many of these far-fetched schemes contain requests for federal funding to help deter or eliminate the Soviet threat. These documents provide some humor and a great deal of insight into the incredible fear some Americans experienced during the cold war. Due to the wide range of included documents, The Dwight D. Eisenhower National Security Files, 1953–1961, Part 3: Correspondence Files provides an exhaustive source of national security information. The scope of this collection, from personal notes to policy statements, offers uncommon insight into the administrative functions of the National Security Council. This microform collection consists of the documents accumulated and/or produced by the Office of the Special Assistant for National Security Affairs. The records from the Office of the Special Assistant for National Security Affairs consist of 115 boxes of material arranged into three general series: the NSC (National Security Council) Series, the OCB (Operations Coordinating Board) Series, and the Special Assistant Series.
