Case studies

Struggling Pensioner

Mareen aged 78 had vascular dementia and was cared for by her daughter who received a Direct Payment. Her hours of care were reduced by over half, making it more difficult for her daughter to continue to service the required hours, since she had to be available for work if working less than 16 hours and also had children. We helped her to re-examine the decision. In reviewing the decision it was noted that there were areas where needs were not being met and the authority agreed to review the decision, awarding additional time to support the client. We also helped give benefits advice to both client and the cared for person – ensuring increased income.

Health Based Outreach Support

Debbie came to Macmillan outreach for advice on entitlement because she had suffered a brain haemorrhage and stroke shortly after undergoing treatment for breast cancer. We identified her eligibility for ESA and helped her to make a claim for this. We also assisted her with a claim for HB and CTR which was extremely reassuring for her, and applied for a Discretionary Housing Payment for her to help with her rent shortfall. This was successful along with the other benefit claims so this plus the HB allowed her rent liability to be virtually covered enabling her to remain in her home. This was especially important because if she’d had to move house while trying to recover from such serious health conditions, it would have been extremely traumatic for her. We also helped her to apply for the Severe Mental Impairment discount on her council tax and advised her on other areas of support such as counselling, local support groups etc. Post advice Debbie stated: she felt so reassured about everything being in place that she could concentrate fully on her recovery and start rebuilding her life.

Money Management

Jade approached the Service for help with benefits and to check she was receiving everything that she and her family were entitled to. Jade is 41 and lives with her Partner Jordan, who is 40 and their 3 year old Son. All of them suffer from complex mental health conditions. We helped Jade and Jordan make changes to their benefits to maximise their income. Our advice meant that they were £159.85 per week better off. We helped Jade and her family by getting 100% Council Tax exemption and this meant their debt of £754.25 with the Council was cleared and they received a cheque for £398.84 for backdated exemption. We managed to get 50% off the Client's monthly water bill with an agreement to look at writing off the arrears of £560.25 after 12 months. As well as this, their hire-purchase arrears were re-written so that they could keep essential household items and not worry about arrears and repossession of goods given their mental health problems. Jade and Jordan’s GP completed a form which we sent to their creditors to ask for their debts to be written off on the basis of their health issues. Jade successfully had £5,259.73 formally written off by her Creditors, whilst Jordan has had £771.32 of debt written off by his.

Employability Case Study - Dom Dom’s Situation Aged 27 he had been sofa surfing for the last 6 months following a breakdown in his relationship with his partner. Dom had two children to his ex-partner however she had denied access to him. Dom had a considerable amount of personal debt, was extremely depressed, drinking heavily and having suicidal thoughts.

His confidence was at an all-time low, and he felt that his life was plummeting in a downward spiral.

Our work employability support worker Dorothy worked with Dom on a very regular basis; firstly internally referring him to CAB to discuss his debt issues and homelessness, then to build his confidence by reassuring him that we could support him. Dorothy set him tasks and activities designed to increase his self-esteem, sense of responsibility and purpose. Dorothy arranged for Dom to obtain volunteer shadowing within CAB and provided support with C.V. writing and interview workshops. Working with Dom we were able to explore his future career aspirations and identified that he would like a career working to support others. Dom started to proactively job search, by matching his skills and qualifications to applications.

We approached some Employers in Darlington regarding vacancies and asked Dom to apply. Dom presented Dorothy with two positions he was interested in, one was as a Support Worker and the other as a Team Leader, and stated that he didn’t feel confident applying for Team Leader. Dorothy suggested that he should apply for both and supported him to complete both applications.

Dom was invited for interview and was offered the role as the Team Leader.

6 months later Dom is extremely happy in his Team Leader role, has passed his probation and got a pay rise, he has a two-bedroom flat which allows him valuable time and access to his children.

Dom is still maintaining his budget plan and re-paying his lenders.

I was referred to the YEI from the job centre as I was in a place of not knowing what direction to take career wise. I also needed help with my C.V as this was not up to date.

Upon meeting Dorothy I couldn’t of been made to feel more welcome or comfortable in her presence. Dorothy was very easy to talk to and made me feel at ease, we discussed all my previous experience and she helped me to figure out what direction to take.

I have communicated via email with Dorothy and she has been great, overlooking my C.V changes, sending job applications and just generally checking on my wellbeing.

Thanks to Dorothy's positive upbeat attitude and dedication, I am very pleased and extremely happy that I have got to where I need to be in life and have just started my career at a Team Leader level.

I Thank Dorothy personally for being Dorothy and I wish more people had the can-do helpful attitude she has, she is one in a million and I cannot thank her enough for the support she has given me and continues to offer.

Employability Case Study - Amy

Amy presented to the YEI as a single parent, low in confidence yet bubbly with great interpersonal skills. Amy had been un-employed for two years and wanted a career in child care; she had lost direction and was un-sure whether her career option was really achievable.

Amy was desperate to improve the quality of life for both herself and her little girl. Amy had some carer qualifications, experience of bar work and some child care qualifications. On assessing her qualifications and experience we agreed an action plan to address the barriers preventing her achieving her goals. Amy signed up for a Paediatric first aid course that was funded by the YEI to increase her chances of employment and gain a further qualification.

Amy met with her coach weekly and was supported to build her C.V., gain experience and apply for opportunities. In particular our work coach spent time reviewing Amy’s past working career and extracting transferable skills which could be linked to child care and could be evidenced directly and to essential child care skills. Following jobs based research Amy’s work coach contacted several nurseries who had previously offered nursery placements within the past 12 months to discuss Amy as a future potential candidate. This resulted in Amy being invited for interview and being offered a position. At our last review with Amy she reported back that she was very happy in her new job and the increased income had meant that she could move to a new flat with outside space for her daughter to play.

Employability Case Study - Zara

Zara started volunteering for Citizens Advice Darlington through the YEI programme after she was unable to find work on leaving university as she had little work experience. She followed the training programme for telephone gateway assessors and this increased her confidence in dealing with people. She started on a Financial Services graduate scheme in Cardiff in September 2017. Zara has fed back post appointment that it was her actual telephone training and delivery within CAB volunteer centre which equipped her with the skills knowledge and confidence to respond to the pre- employment assessment examinations mandatory for the role.

Financial review

Reserves policy We hold contracts/Service Level Agreements with a range of statutory bodies that recognise the value of advice in improving health and wellbeing. We are grateful for the investment in the Bureau outreach providers, which continues to ensure that we provide a more co-ordinated service for vulnerable hard to reach clients. The number and range of sources provides us with a diversified financial base to ensure the Bureau is robust and not over dependent on any one source of funding. We are committed to robust financial planning and to this effect we maintain a projection of income for at least three years ahead and will ensure that this continues to be derived from as wide a variety of sources as possible. We are also conscious that there is no such thing as a 'secure' funding source and have therefore adopted the following reserve policy: "The Trustees have recognised that the greatest single area of risk lies in the Bureau's lack of reserves, which were exhausted in the last decade. It is the Board's view that an organisation such as Darlington Citizens Advice Bureau should aim for reserves equivalent to three month's trading: at its present level of activity this should be in excess of £100,000. The board is confident that we will move towards a more acceptable level by the end of the financial year.

An Information Assurance Management team exists to ensure the confidentiality, integrity and availability of all our sensitive data assets is maintained to a level which is consistent with the requirements of our clients, our funders and our strategic partners.

The Bureau aims to achieve an appropriate level of compliance to the Data Protection Act, the Cabinet Office’s Security Policy Framework and to industry best practice, as defined by the ISO 27000 series of standards.
