Much inclosure of Common Land, Open Fields and Moor Land (or Waste), formerly farmed collectively by the residents on behalf of the Lord of the Manor, had taken place by the 18th century, but the uplands of County Durham remained largely unenclosed. Inclosures, to consolidate land-holdings, divide the land (into Allotments) and fence it off from other usage, could be made under a Private Act of Parliament or by general agreement of the landowners concerned. In the latter case the Agreement would be Enrolled as a Decree at the Court of Chancery in Durham and/or lodged with the Clerk of the Peace, the senior government officer in the County, so may be preserved in Quarter Sessions records. In the case of Parliamentary Enclosure a Local Bill would be put before Parliament which would pass it into law as an Inclosure Act. The Acts appointed Commissioners to survey the area concerned and determine its distribution as a published Inclosure Award.

    LANDSCAPE CHARACTER THE LANDSCAPE CLASSIFICATION The Landscape Classification The County Durham Landscape Character Assessment identifies landscape types and character areas at three different levels - the regional, the sub-regional and the local. Regional County Character Areas Sub-regional Broad Landscape Types Broad Character Areas See Table 1 Local Local Landscape Types See Table 2 Local Sub-types County Character Areas. County Character Areas are based on Natural England’s Countryside Character Areas. There are 6 Countryside Character Areas in County Durham, all of which extend beyond its administrative boundaries. County Character Areas are effectively those parts of Countryside Character Areas lying within the County. The boundaries of County Character Areas are more precisely drawn than those of Countryside Character Areas as they are based on a more detailed level of assessment. In reality the boundaries between these broad landscape zones are often gradual and progressive and difficult to identify precisely on the ground. The character of County Character Areas may differ in some ways from that of the larger Countryside Character Areas to which they belong. The descriptions of County Character Areas given here in the Landscape Assessment may therefore be slightly different to the descriptions given in other publications for Countryside Character Areas. Broad Landscape Types and Character Areas Broad Landscape Types are landscapes with similar patterns of geology, soils, vegetation, land use, settlement and field patterns identified at a broad sub-regional level. As with County Character Areas, the boundaries between Broad Landscape Types are not always precise, as the change between one landscape and another can be gradual and progressive.

    Tees Valley Joint Minerals and Waste Development Plan Documents In association with Policies & Sites DPD Adopted September 2011 27333-r22.indd 1 08/11/2010 14:55:36 i Foreword The Tees Valley Minerals and Waste Development Plan Documents (DPDs) - prepared jointly by the boroughs of Darlington, Hartlepool, Middlesbrough, Redcar and Cleveland and Stockton-on-Tees - bring together the planning issues which arise from these two subjects within the sub-region. Two DPDs have been prepared. The Minerals and Waste Core Strategy contains the long-term spatial vision and the strategic policies needed to achieve the key objectives for minerals and waste developments in the Tees Valley. This Policies and Sites DPD, which conforms with that Core Strategy, identifies specific sites for minerals and waste development and sets out policies which will be used to assess minerals and waste planning applications. The DPDs form part of the local development framework and development plan for each Borough. They cover all of the five Boroughs except for the part of Redcar and Cleveland that lies within the North York Moors National Park. (Minerals and waste policies for that area are included in the national park’s own local development framework.) The DPDs were prepared during a lengthy process of consultation. This allowed anyone with an interest in minerals and waste in the Tees Valley the opportunity to be involved. An Inspector appointed by the Secretary of State carried out an Examination into the DPDs in early 2011. He concluded that they had been prepared in accordance with the requirements of the Planning and Compulsory Purchase Act 2004 and were sound.

The nearest residential properties outwith the applicants control are situated approximately 215m to the north east at North Bitts, 520m to the east at Dent House Farm, 395m to the west at South Flats Farm and 565m to the south at Timpton Hill Farm. Dent House farmhouse and its adjacent outbuilding is a grade II listed building. The nearest Public Right of Way (PROW) is No.5 Brignall which commences/terminates on the eastern side of Rutherford Lane 220m south east of the application site. 3. The south eastern extent of the North Pennines AONB lies approximately 2.1km to the south of the site, whilst the site itself is designated as an Area of High Landscape value in the Teasdale Local Plan. The nearest site of Special Scientific Interest (SSSI) lies approximately 1.5km to the west of the site.

S106 Agreement - Planning Application: 16/01231/FUL Introduction Low Coniscliffe and Merrybent Parish Council hereby lodge an application to secure S106 funding in support of their project to provide a sustainable, safe, pleasant environment, in the small historic village of Low Coniscliffe, located to the west of the market town of Darlington. The sustainable project will provide access for all, to the Teesdale Way and banks of the River Tees whilst encouraging biodiversity. The project is to undertake: Essential works to improve the Teesdale Way footpaths and undertake health and safety work to the woodland Removal of invasive species plants such as Snowberry, Hogweed and Himalayan Balsam The creation of a high level of biodiversity by planting more and diverse species of trees, hedging and shrubs and by installing different types of birdboxes. The creation of areas of interest: history and wildlife boards, a sculpture, forestry trail, seating etc. The Improvement of access for all, by providing enlarged improved parking areas and disabled access path to the riverbank The provision of an attractive open space area adjacent to the new housing development at the junction of the A67 and entrance to Gate Lane. History The earliest evidence of occupation in Low Coniscliffe is a burial mound recently found on the field to the East of Gate Lane at the entrance to the village of Low Coniscliffe. The mound dates from between 1500 BC and 2400 BC and shows that pastoral people of the time had developed an attachment to the Low Coniscliffe area. Various historical records contain references to Low Coniscliffe evidencing a pele tower, a Manor House, a dovecot, a medieval tythe barn, gallows and a toll gate located at the entrance road into the village hence the name Gate Lane.

Februar 1984 betreffend das Gemeinschaftsverzeichnis der benachteiligten landwirtschaftlichen Gebiete im Sinne der Richtlinie 75 /268 / EWG ( Vereinigtes Königreich ) ( 84 / 169 / EWG ) DER RAT DER EUROPAISCHEN GEMEINSCHAFTEN — Folgende Indexzahlen über schwach ertragsfähige Böden gemäß Artikel 3 Absatz 4 Buchstabe a ) der Richtlinie 75 / 268 / EWG wurden bei der Bestimmung gestützt auf den Vertrag zur Gründung der Euro­ jeder der betreffenden Zonen zugrunde gelegt : über päischen Wirtschaftsgemeinschaft , 70 % liegender Anteil des Grünlandes an der landwirt­ schaftlichen Nutzfläche , Besatzdichte unter 1 Groß­ vieheinheit ( GVE ) je Hektar Futterfläche und nicht über gestützt auf die Richtlinie 75 / 268 / EWG des Rates vom 65 % des nationalen Durchschnitts liegende Pachten . 28 .     COUNCIL 15TH SEPTEMBER, 2005 ITEM NO.6(a(ix)) OVERVIEW OF HIGHWAYS AND TRANSPORT PORTFOLIO 1. Since the last meeting of Council, the following are the main areas of work that have been undertaken under the Highways and Transport Portfolio :- (a) The Second Local Transport Plan was submitted to Government Office North East and the Department for Transport at the end of July. Initial feedback will be received during October or November. (b) Travel Plans: (i) Argos - Implementation commenced on their travel plan at their new facility at Faverdale. They have appointed a travel plan coordinator to work with the Council to implement the Plan. Two new bus stops have been constructed on Rotary Way to serve the site (bus shelters are on order) and pedestrian links have been completed from the bus stops to the pedestrian access to the site. A new cycle route from the site through the High Grange estate to West Auckland Road via Faverdale Road will be completed by mid September. (ii) Celectron Ltd, Trinity Court, Faverdale - Travel plan completed. (iii) The Imperial Centre - Draft travel plan produced. (iv) Morton Palms Travel Plan – Whessoe will be adopting the Travel Plan when they move to Morton Palms in October. A lunchtime travel event was arranged at Hopetown House on 6th September to enable Whessoe staff to ask questions about their travel options to the site. (c) Council Travel Plan – A questionnaire was circulated to all staff with the August pay slips to collect data on how staff travel to work. An article also appeared in the Flyer to promote the travel plan and associated questionnaire, which was also available as an on-line form.
