Serbian Translation Grant 2012 R E P U B L I C O F S E R B I A MINISTRY OF CULTURE, MEDIA AND INFORMATIC SOCIETY Announces PUBLIC INVITATION For participation in The Competition for the Project of Translation of Representative Serbian Literary Works Abroad in 2012. year The purpose of this Competition is to provide financial support for the translation of Serbian literary works and literary works by national minorities from Republic of Serbia, published by domestic professional publishing houses, into foreign languages abroad. PARTICIPATION IN THE COMPETITION Applicants for the financial support for the translation of Serbian literary works and literary works by national minorities from Republik of Serbia, published by domestic publishing houses, into foreign languages abroad may only be professional foreign publishers registered solely or mainly for the publishing activity outside the territory of the Republic of Serbia. Professional publishers , in terms of this Competition, are the publishers registered solely or mainly for the publishing activity in the country they are based in. Book publishing must be their primary activity, not a peripheral or occasional activity. This must be evidenced by a certificate from the relevant register in the country the applicant is based in . Eligible literary categories are poetry, fiction, drama, children's literature (excluding picture- books and textbooks) and literary non-fiction targeted to the general public. Priority will be given to Serbian literary works that have been short-listed or have won the relevant literary awards (for example the NIN Award, the Ivo Andric Award, the Milos Crnjanski Award, The Isidora Sekulic Award, etc.). The competition documentation should be sent to the following address: Ministry of Culture, Media and Informatic Society Department of Artistic Creativity, Cultural Industries and Cultural Relations Vlajkoviceva 3 11000 Belgrade S E R B I A Applications must be sent to the address of the Ministry in sealed envelopes with the form 03 pasted on them. Applications must be submitted before the publication of the translated work for which the the assistance is sought. Note: The support material submitted with the application will not be returned. FORMAL CONDITIONS Applicants must submit the following documents: 1. An excerpt from the relevant register or a certificate of registration of a legal entity indicating that the applicant has been registered to perform solely or mainly a book publishing activity. 2. An excerpt from the court register or some other register evidencing that the foreign publisher has not been banned from performing the publishing activity within the period of two years from the date of the announcement of the Competition. 3. A signed or initialed copy of the copyright contract with the Serbian author (or author's successor) or the authorised publisher, whose work is to be translated. 4. A signed or initialed copy of the contract with the translator of the work in question. 5. A current catalogue comprising at least four literary works (a current catalogue implies the catalogue from 201/12.) 6. The translator's CV or a selected list of translations done by him or her. 7. The book to be translated (a physical copy of the book indicating the name, the author and the publisher of the book). This condition can also be fulfilled by the domestic publisher by submitting the copy of the book within 10 days from the date of the expiry of the deadline for the submission of competition documentation. 8. A statement by the applicant indicating the reason for choosing the work to be translated and the plan for the promotion of the translated book outside the Republic of Serbia. 9. A completed Information about the Applicant Form (APPENDIX:02) 10. A completed Application Form (APPENDIX:01) 11. A signed and stamped copy of the Contract. Conditions 1 and 2 must be evidenced by the documents issued by the official institutions of the country where the applicant has the registered office, notably originals or certified photocopies, along with their translation into Serbian language by a sworn-in-court translator. These documents must not be older than 6 months from the date of the announcement of the Competition. The Ministry of Culture, Media and Informatic Society of the Republic of Serbia will not consider incomplete applications and applications submitted by fax or e-mail. DEADLINE Announcement is opened from 16th of January 2012 . The deadline for submitting applications along with the competition documentation is 1st of April 2012. Applications and competition documentation which arrive after this deadline will not be considered. THE LANGUAGE USED IN APPLICATION FORM Applications and other relevant documentation must be in Serbian or in English. AMOUNT AND METHOD OF SUPPORT The amount of the requested financial support should be based on the standard translation rate in effect in the publisher's – applicant's country. The financial support of the Ministry of Culture, Media and Informatic Society of the Republic of Serbia covers up to 50 percent of the translation costs. The financial support is provided exclusively for the translation of the work and does not include editing, printing or distribution costs. INSTRUCTIONS TO THE APPLICANTS ON HOW TO APPLY Applicants must submit completed and signed 01 and 02 forms along with the required documentation specified in this Competition under heading Formal Conditions. The forms can be found on the website of the Ministry of Culture, Media and Informatic Society. ACKNOWLEDGEMENT OF RECEIPT As soon as it receives the application, the Ministry of Culture, Media and Informatic Society of the Republic of Serbia will notify the applicant, by e-mail, that the documents have been received. ASSESSMENT OF APPLICATIONS The Ministry of Culture, Media and Informatic Society will provide financial assistance for the translation of Serbian literary works into foreign languages on the basis of the funds secured by the Law on the Budget of the Republic of Serbia for 2012. The decison on the allocation of funds shall be made by the Minister of Culture based on the opinion and recommendation of the Expert Commisssion which will be appointed by Minister's decree. Special attention will be taken to the translations into Greek language, bearing in the mind fact that Serbia will be guset of honor at Thessaloniki Book Fair 2012. INFORMATION ON RESULTS The decision on the results of the Competition will be published on the website of the Ministry of Culture, Media and Informatic Society. Publishers – applicants will be separately notified in writing of the competition results, in the English language, immediately after the expert commisssion has finished its work, i.e. following the signing of the decision by the Minister of Culture. Information on competition results may not be released by phone, fax or e-mail. CONDITIONS OF PAYMENT OF FINANCIAL ASSISTANCE The conditions of payment of financial assistance will be regulated by a contract between the Republic of Serbia - Ministry of Culture, Media and Informatic Society and the selected foreign publisher following the announcement of the decision on the results of the Competition and after inviting the selected foreign publisher to sign the contract. To receive the financial assistance, the foreign publisher must submit to the Ministry five (5) copies of the translated book. The funds shall be paid directly into the bank account of the publisher, who is responsible for making payment to the translator. The translated book must be published within one year from the date of signing the contract between the Ministry of Culture of the Republic of Serbia and the foreign publisher or to inform Minsitry about the new publication date, or the contract on financial assistance will be cancelled. The publisher must demonstrate that the book is on sale to the public through normal bookstore channels, that it is sold at a reasonable price and that the publication meets the professional standards of publishing in the country where it is published, including having an appropriate ISBN. ACKNOWLEDGEMENT OF FINANCIAL ASSISTANCE The assistance of the Ministry of Culture, Media and Informatic Society must be clearly acknowledged in all copies of the book whose translation has been financially supported.     WAR OF WORDS AND WORDS FOR WAR Nationalism and masculinity in the field of Serbian literature in the 1970s and the 1980s By Dejan Ilić Submitted to Central European University Department of Gender Studies In partial fulfilment of the requirements for the degree of Doctor of Philosophy Supervisor: Professor Jasmina Lukić Budapest, Hungary 2010 CEU eTD Collection i Abstract This thesis identifies and critically analyzes the prevailing patterns of the cultural self-understanding of the Serbian society, and its members (that is, individuals who identify themselves as Serbs), in the last decades of the twentieth century. It focuses on value systems, symbols, memories, myths, and traditions that have been articulated within the field of Serbian literature, in order to answer the following question: How come that the Serbian political elite responded to the "national question," raised by disintegration of the Yugoslav federal state, in a manner that was thoroughly permeated by utterly ethnicized discourse with a strong notion of self-victimhood? Although it rejects a direct causal link between culture and politics, this thesis demonstrates that both national literature and its history at the same time produce and legitimize certain traditions as a possible subject of attachment and identification. Therefore, within my thesis, a field of literature is treated as an arena in which identity politics compete against each other. This competition is characterized as war of words; accordingly, works of literature and literary criticism are seen as arsenals of images, symbols, and concepts of belonging, which are used in a rivalry for political domination. The thesis approaches the late twentieth-century Serbian literature from the perspective of the collapse of socialist Yugoslavia and armed conflicts that proceeded it, claiming that the grave wrongdoings of the Serbian side in these wars give enough reasons to designate Serbian culture as a culture of accomplices.
