Today is October 30th, 2020, and I will be interviewing Leonard Forsman, the Chairman of the Suquamish Tribe. My name is Alison DeRiemer, and this interview is being conducted remotely over Zoom. So, Leonard, welcome, and thank you so much for agreeing to be interviewed today. We really appreciate it. I’d just like to start, please, by getting your full name, and where and when you were born. Leonard Forsman: [0:30] Okay. My full name is Leonard Andrew Forsman, and I was born January 25, 1962 in Bremerton, Washington. Alison: [0:41] Okay, great. Can you also tell me your current location where you are today? Leonard: [0:47] I am in Suquamish, Washington, on the Port Madison Indian Reservation. Alison: [0:51] Okay. Great. Could you tell me a little bit about what you know about your Nordic ancestors, even if it’s not a lot. If you know any names, where they might have come from, where they immigrated to—if you know any of that information. Leonard: [1:10] Okay. Well, my paternal grandfather… My father was James William Forsman. His father was Alexander Forsman, who immigrated from Sweden. I don’t know a whole lot about his past, other than I believe the census records show him kind of coming via the Midwest, I believe Indiana, or something like that. -

Low-relief rocky meadows and modest forested ridges marked by scattered cinder cones and shields are common landforms in Simcoe Mountains volcanic field. Mount Adams (elevation: 12,276 ft; 3,742 m) is centered 50 km west and 2.8 km higher than foreground meadow (elevation: 2,950 ft.; 900 m); its eruptions began ~520 ka, its upper cone was built in late Pleistocene, and several eruptions have taken place in the Holocene. It provides a foundation for further planning to ensure that County leadership, agencies, and citizens are aware and prepared to meet the effects of disasters and emergencies. Incident management cannot be event driven. Through increased awareness and preventive measures, the ultimate goal is to help ensure a unified approach that will lesson vulnerability to hazards over time. The HIVA is not a detailed study, but a general overview of known hazards that can affect Jefferson County. This document, the Hazard Identification and Vulnerability Assessment (HIVA) describes the hazard identification and assessment of both natural hazards and technological, or human caused hazards, which exist for the people of Jefferson County. -

welcome to Indian Country Take a moment, and look up from where you are right now. If you are gazing across the waters of Puget Sound, realize that Indian peoples thrived all along her shoreline in intimate balance with the natural world, long before Europeans arrived here. If Mount Rainier stands in your view, realize that Indian peoples named it “Tahoma,” long before it was “discovered” by white explorers. Every mountain that you see on the horizon, every stand of forest, every lake and river, every desert vista in eastern Washington, all of these beautiful places are part of our Indian heritage, and carry the songs of our ancestors in the wind. As we have always known, all of Washington State is Indian Country. To get a sense of our connection to these lands, you need only to look at a map of Washington. Over 75 rivers, 13 counties, and hundreds of cities and towns all bear traditional Indian names – Seattle, Tacoma, Yakima, and Spokane among them. Indian peoples guided Lewis and Clark to the Pacifi c, and pointed them safely back to the east. Indian trails became Washington’s earliest roads. Wild salmon, delicately grilled and smoked in Alderwood, has become the hallmark of Washington State cuisine. Come visit our lands, and come learn about our cultures and our peoples. Our families continue to be intimately woven into the world around us. As Tribes, we will always fi ght for preservation of our natural resources. As Tribes, we will always hold our elders and our ancestors in respect. As Tribes, we will always protect our treaty rights and sovereignty, because these are rights preserved, at great sacrifi ce, ABOUT ATNI/EDC by our ancestors. -

Opinion by Judge Friedland SUMMARY** Tribal Reservation Affirming the district court’s judgment entered following a bench trial, the panel held that under an 1855 treaty between the Confederated Tribes and Bands of the Yakama Nation and the United States, the Yakama Reservation includes a tract, known as Tract D, that partially overlaps with Klickitat County, Washington. The parties’ dispute arose when the County attempted to prosecute P.T.S., a minor and enrolled member of the Tribe, for acts that occurred within Tract D. Pursuant to a proclamation issued by the Governor of Washington, the Yakamas and the federal government share exclusive jurisdiction over certain criminal and civil offenses that occur on Reservation lands. Although Indian tribes are sovereign, that sovereignty is not absolute. It has been challenged, defined, and battled over throughout U.S. history. History of Tribal Governments Tribes have been on this Continent and here in the Pacific Northwest for thousands of years. Historically the Makah believe Orca transformed into a wolf, and thus transforming again into Man. Pre-1492: Pre-Columbus Period Native people lived in organized societies with their own forms of governance for thousands of years before contact with Europeans. Historic Ancient Chinese Explorers traded with WA Coastal Tribes early 1400’s 1513- Spanish explorer Vasco Núñez de Balboa, the first European to sight the Pacific Ocean, when he claimed all lands adjoining this ocean for the Spanish Crown. In the vicinity of the Duwamish River and Elliott Bay where in 1851 the first U.S. settlers began building log cabins, the Duwamish tribe occupied at least 17 villages. The first non-Natives to settle the area were farmers who selected their claims on the Duwamish River on September 16, 1851. -

DOE Indian Policy and Treaty Obligations Excerpt from The Yakama Nation and the Cleanup of Hanford: Contested Meanings of Environmental Remediation written by Daniel A. Bush (2014) http://nativecases.evergreen.edu/collection/cases/the-yakama-nation-and-the-cleanup- of-hanford-contested-meanings-of-environmental-remediation Map: Yakama Reservation and lands ceded by the Yakama in the 1855 treaty (Klickitat Library Images, 2014) According to the DOE’s Tribal Program, “the involvement [of] Native American Tribes at Hanford is guided by DOE's American Indian Policy [which] states that it is the trust responsibility of the United States to protect tribal sovereignty and self-determination, tribal lands, assets, resources, and treaty and other federal recognized and reserved rights” (Department of Energy (DOE) Tribal Program, 2014). Therefore, where Native Americans are concerned it would seem that the DOE has a legal obligation to restore the Hanford site to its pre-nuclear state. It could also be argued that Native tribes have their own trust responsibility for preservation of natural resources on both tribal lands and those areas of traditional use. Moreover, the web of responsibilities associated with the Hanford cleanup are complicated by potential liabilities, as Native peoples have a right to “damages for injuries which occur to natural resources as a result of hazardous waste release” (Bauer, 1994). Thus, Native Americans who traditionally used the affected area have also been involved in the cleanup of Hanford. CERCLA itself named Native tribes as having a vested interest in Superfund sites such as Hanford. The DOE agrees that the Nez Perce Tribe, the Confederated Tribes of the Umatilla Indian Reservation, the Confederated Tribes and Bands of the Yakama Indian Nation, and Wanapum native peoples be regularly consulted throughout the cleanup process and that all have rights to resources in the 1 Hanford region. -
