RESUME OF BUSINESS TRANSACTED DURING THE TENTH SESSION OF THE TWELFTH KERALA LEGISLATIVE ASSEMBLY The summons dated 30th January 2009 for the Tenth Session of the Twelfth Kerala Legislative Assembly was issued to Members on 31st January 2009. The session commenced at 9.00 a. m. on Friday, February 13, 2009 and adjourned since die at 4.37 p.m on Tuesday, March 3, 2009. The House met on the following days viz. February 13, 16, 17, 18, 19, 20, 24, 25, 26, 27, March 2, 3 (12 days of sittings). The House transacted business for 64 hrs. 45 minutes. Governor’s Address : The Governor Shri R. S. Gavai addressed the Members of the Legislative Assembly at 9.00 a. m on February 13, 2009. The discussion on the Motion of Thanks to the Governor’s address commenced on February 17, 2009 with Shri M. Chandran moving the following motion: — “2009 s^{_p-hcn 13--˛mw XobXn Kh¿Æ¿ \nb-a-k-`-bn¬ sNbvX {]kw-K-Øn\v \nb-a-k-`mw-K-߃ Kh¿W¿°v \µn tcJ-s∏-Sp-Øp-∂p.” The discussion on the Motion of Thanks lasted for 3 days, viz., February 17, 18 and 19, 2009. The motion was adopted on February 19, 2009. The House devoted 12 hours and 49 minutes for the discussion on the Motion of Thanks and 46 Members including Ministers participated in the discussion. On February 25, 2009, Shri N. K. Premachandran, Minister for Water Resources made a statement under Rule 300 regarding the government decision to decrease the rate of tax imposed on water supplied by the Kerala Water Authority. 2. On February 27, 2009, Shri A. K. Balan, Minister for Welfare of Scheduled Communities and Electricity made a statement under Rule 300 regarding the Government decision to withdraw the thermal surcharge in electricity charges. 3. On March 2, 2009 Shri Mons Joseph, Minister for Works made a statement under Rule 300 regarding the Government’s decision to take over the Other District Roads and Village Roads in the State. 4. On March 3, 2009, Shri. Binoy Viswam, Minister for Forest and Housing made a statement under Rule 300 regarding the necessity of public participation in preventing the spread of forest fire in the State. Obituary Reference: 1. On February 16, 2009, the Speaker made reference regarding the demise of R.Venkataraman, Former President of India. The Chief Minister and Members representing various parties associated themselves with the sentiments expressed by the Chair. As a mark of respect to the deceased, the members stood in silence for a while. The House adjourned on that day without transacting any other business. 2. On March 3, 2009, the Speaker made reference regarding the demise of E. Balanandan, former Member of the Parliament and former Member of the Kerala Legislative Assembly. As a mark of respect to the deceased, the Members stood in silence for a while. Question of Breach of Privilege: On March 3, 2009, Speaker informed the House that the following notices of question of breach of privilege is under consideration of the Chair. 6

Vaheed against the Minister for Home and Tourism and related officials alleging that the answer to a question dated 24-11-2008 regarding the unnatural death of Sonilal was false and aimed at misleading the House. (ii) Notice given by Shri T. N. V. Financial Business (a) Budget for the year 2009-2010 The Budget for the year 2009-2010 was presented on 20th February 2009. (b) Vote on Account The Vote on Account for a period of four months (April to July 2009) was presented on 20th February 2009. The Minister for Finance moved the motion regarding Demands for Grants on Account towards defraying charges for the months April to July 2009 on 3rd March, 2009. Discussion and voting on the Vote on Account were held on the same day. The House devoted 4 hours and 26 minutes for this business. Nineteen (19) Members (including Minister for Finance) participated in this discussion. The Kerala Appropriation (Vote on Account) Bill, 2009, in respect of the Demands for Grants on Account was introduced, considered and passed on 3rd March 2009. (c) Final Supplementary Demands for Grants for the year 2008-09 On 20th February 2009, the Minister for Finance laid before the House the Final Supplementary Demands for Grants for the year 2008-09. Discussion and voting on the Final Supplementary Demands for Grants 2008-2009 took place on March 2nd, 2009 and the House devoted 4 hours and 4 minutes for the transaction of the Business. The Kerala Appropriation Bill, 2009, in respect of the Final Supplementary Demands for Grants for the year 2008-09 was introduced in the Assembly on March 3rd, 2009. The Bill was taken into consideration and passed on the same day. Private Members’ Business : According to the calendar of sittings of the Tenth Session of the Twelfth Kerala Legislative Assembly, one day was slated for transacting Private Members’ Business, viz., February 27, 2009. That day was set apart for transacting Private Members’ Bills. During the Session, the House devoted one hour for Private Members’ Bills. Private Members’ Bills During the Session, motions for leave to introduce 11 Bills and continuation of discussion of 3 Bills have come up before the House. Among 9 these only 5 Bills were discussed. ‘The Kerala Realization of Free Registration of Land Purchased for the Construction of House for the Houseless Persons, Bill, 2008,’ given notice of by Shri Saju Paul was introduced. On behalf of the concerned Minister, the Minister for Law and Parliamentary Affairs opposed the Bill. The discussion was inconclusive.

‘The Kerala State Newspaper Agents’ and Distributors’ Welfare Fund Bill, 2009’, given notice of by Shri P. Jayarajan, ‘The Kerala Compulsory Registration of Muslim Marriage Bill, 2007’, given notice of by Shri P. T. A. Rahim, ‘The Legal Protection, Ensuring Justice for the Poor Bill, 2007,’ given notice of by Shri M. Hamsa, and ‘The Kerala Panchayat Raj (Amendment) Bill, 2007,’ given notice of by Shri C. T. Ahammed Ali were withdrawn by the leave of the House.

The motions for leave for the introduction of other Bills were not moved due to the absence of the Members concerned.
