RESUME OF BUSINESS TRANSACTED DURING THE FOURTEENTH SESSION OF THE FOURIEENTH KERALA LEGISLATIVE ASSEMBLY The Summons dated January 10, 2019 for the Fourteenth Session of the Fourteenth Kerala Legislative Assembly was issued to the Members on January 11, 2019. The Session commenced at 9.00 a.m. on Friday, January 25, 2019 and adjourned sinedie at 10.39 a.m. on Tbesday, February 12,2019. The House met on the following days, viz., 2019 January 25,28,30, 31 February !, 4,5, 6, 7 and 12 (10 days of siuings). The House transacted business for 57 Hours 55 Minutes' Governor's Address The Governor Justice (Rer:d.) P. Sathasivam addressed the Members pf the Legislative Assembly at 9.00 a.m. on January 25, 20L9. Independence Day celebration was held on 12th of August and Mr. Roji M John, MLA, Angamaly was the Chief Guest and he gave a thought provoking speech befitting the occasion. 2. The Annual sports Meet was held on 20th of August. The Chief Guest was a very revered personality all over India Mr. T.K Chathunni, The Former Football Coach, Indian Football Team. 3. Grand Parents’ Day was celebrated on 23rd of August. Adv. Charly Paul was the Chief Guest who delivered a worthy speech on this auspicious occasion. The grandparents were very much thrilled to be offered a ‘Paada Pooja’ by their own grand children in a typical Kerala tradition. They were also conferred Ponnadas as a token of love and respect. The very necessity of behaving nobly to grandparents in the present scenario could be instilled in the mind of all the children who attended this function. A lunch was also served for the grandparents. 4. Teachers ‘Day celebration is on 5th September. Innovative programmes have been planned by the PTWA and students to extend their love and respect to the teachers. 5. The open house of classes IX and X will be held on 8th of September. 6. Onam celebration is on 9th of September and school closes for the Onam vacation. The school dispersal is at 1.00 p.m after the celebration . The school re-opens on 19th of September.

    Critical Asian Studies 38:4 (2006), 419–444 Agarwala / Work to Welfare FROM WORK TO WELFARE A New Class Movement in India Rina Agarwala ABSTRACT: The rigidity of early class analysis and the recent demise of any type of class analytics have turned attention away from examining the growing population of informally employed workers as a class. By not examining informal workers as a class “in themselves,” we are losing insights into how they are translating their posi- tions into a class “for themselves.” As a consequence, the recent literature on global- ization and liberalization is increasingly concluding that the decreasing proportion of formally employed workers (and the subsequent rise in informal employment) the world over signifies a decline in all class-based organization. Such arguments have obscured our understanding of the current social dynamics of exploitation and resistance. In an attempt to begin filling this gap, this article recovers class as an im- portant analytical tool with which to examine (1) the current relations of power be- tween the state, employers, and the majority of India’s workers, and (2) how the structures of production within which informal workers operate affect their collec- tive action strategies. A reformulated labor movement model is offered to expose the underlying mechanisms through which informal workers translate their loca- tion in the class structure as a class “in itself ” into a political group as a class “for it- self.” Insights into how informal workers organize can have profound implications for our understanding of changing state-labor relations as national governments at- tempt to liberalize their economies and simultaneously rein in their welfare functions.

SWAMINATHAN RESEARCH FOUNDATION FOREWORD Every calamity presents opportunities for progress provided we learn appropriate lessons from the calamity and apply effective remedies to prevent its recurrence. The Alappuzha district along with Kuttanad region has been chosen by the Ministry of Agriculture, Government of India for special consideration in view of the prevailing agrarian distress. In spite of its natural wealth, the district has a high proportion of population living in poverty. The M. S. Swaminathan Research Foundation was invited by the Union Ministry of Agriculture to go into the economic and ecological problems of the Alappuzha district as well as the Kuttanad Wetland Ecosystem as a whole. The present report is the result of the study undertaken in response to the request of the Union Ministry of Agriculture. The study team was headed by Dr. S. Bala Ravi, Advisor of MSSRF with Drs. Sudha Nair, Anil Kumar and Ms. Deepa Varma as members. The Team was supported by a panel of eminent technical advisors. Recognising that the process of preparation of such reports is as important as the product, the MSSRF team held wide ranging consultations with all concerned with the economy, ecological security and livelihood security of Kuttanad wetlands. Information on the consultations held and visits made are given in the report. The report contains a malady-remedy analysis of the problems and potential solutions. The greatest challenge in dealing with multidimensional problems in our country is our inability to generate the necessary synergy and convergence among the numerous government, non-government, civil society and other agencies involved in the implementation of the programmes such as those outlined in this report.
