Chief Minister Oommen Chandy and BJP state president K Rajasekaran are also active, often tweeting in Malayalam. Measures to Mitigate Agrarian Distress in Alappuzha and Kuttanad Wetland Ecosystem A Study Report by M. S. SWAMINATHAN RESEARCH FOUNDATION 2007 M. S. SWAMINATHAN RESEARCH FOUNDATION FOREWORD Every calamity presents opportunities for progress provided we learn appropriate lessons from the calamity and apply effective remedies to prevent its recurrence. The Alappuzha district along with Kuttanad region has been chosen by the Ministry of Agriculture, Government of India for special consideration in view of the prevailing agrarian distress. In spite of its natural wealth, the district has a high proportion of population living in poverty. The M. S. Swaminathan Research Foundation was invited by the Union Ministry of Agriculture to go into the economic and ecological problems of the Alappuzha district as well as the Kuttanad Wetland Ecosystem as a whole. The present report is the result of the study undertaken in response to the request of the Union Ministry of Agriculture. The study team was headed by Dr. S. Bala Ravi, Advisor of MSSRF with Drs. Sudha Nair, Anil Kumar and Ms. Deepa Varma as members. The Team was supported by a panel of eminent technical advisors. Recognising that the process of preparation of such reports is as important as the product, the MSSRF team held wide ranging consultations with all concerned with the economy, ecological security and livelihood security of Kuttanad wetlands. Information on the consultations held and visits made are given in the report. The report contains a malady-remedy analysis of the problems and potential solutions. The greatest challenge in dealing with multidimensional problems in our country is our inability to generate the necessary synergy and convergence among the numerous government, non-government, civil society and other agencies involved in the implementation of the programmes such as those outlined in this report.

  • The Kerala Election: a Shift to the Left – and a Move to the Right
The Kerala election: A shift to the left – and a move to the right blogs.lse.ac.uk/southasia/2016/05/26/the-kerala-election-a-shift-to-the-left-and-a-move-to-the-right/ 2016-5-26 Last week Kerala’s electoral pendulum swung to once again favour the Left Democratic Front over the Congress-led United Democratic Front. But James Chiriyankandath writes that this year’s contest was unusual in that the BJP emerged as a more credible third force, suggesting the cycle that has developed in the last 60 years is no longer as stable as it looks. This article forms part of a series on the 2016 Legislative Assembly Elections. Click here to read more. In the six decades since the coastal south Indian state was formed and made history by becoming the first anywhere in the world to return a communist government to power through the ballot box in 1957, elections in Kerala have been remarkably consistent. Coalitions led by either the communists or the Congress Party – since 1982 the Left Democratic Front (LDF) or the United Democratic Front (UDF) – have alternated in winning all but one of thirteen elections (the exception was in 1977). The results of the polls on 16 May were no different: the LDF succeeded in ousting the UDF from office, claiming 91 of the 140 state assembly seats to 47 for the UDF. Yet this was an unusual electoral contest with the Hindu nationalist Bharatiya Janata Party (BJP) of Prime Minister Narendra Modi, perennial ‘also-rans’ in Kerala but in power at the centre since 2014, gaining a seat for the first time; the remaining seat went to an independent.

I am confident that the discussion of the Mid-Term appraisal of the Tenth Plan prepared by the Planning Commission in this meeting will help develop a shared understanding on critical issues that need to be addressed for us to achieve key development objectives. Let me also congratulate the Planning Commission on its excellent report on the Mid-Term Appraisal of the Tenth Plan. I am especially happy to note that the Mid-Term Appraisal, and the policy initiatives suggested in it, seeks to chart a new way forward for the remaining Tenth Plan period and beyond, reflecting the vision and commitments of the 2004 National Common Minimum Programme of the Government of India, which states: "The people of India have voted decisively in the 14th Lok Sabha elections for secular, progressive forces, for parties wedded to the welfare of farmers, agricultural labour, weavers, workers and weaker sections of society, for parties irrevocably committed to the daily well-being of the common man across the country." Let me assure you, Prime Minister, of the fullest support and cooperation of my government and of the people of Kerala in your endeavour to realize the vision of the Common Minimum Programme of social justice and prosperity for all and in implementing the vision and direction set out in the Mid-Term Appraisal.
