The role of strategic planning in development of Ljubljana Nataša Pichler-Milanović From 1918 - 1991 Ljubljana was the principal city of the Socialist Republic of Slovenia, the most economically developed republic in the former Yugoslavia. Due to polycentric development policies in 1970s and 1980s Ljubljana developed as a medium-size city con- trary to Belgrade and Zagreb.85 In year 1991 Ljubljana became the capital city of inde- pendent Slovenia and in 2004 one of the EU capital cities. Since the end of 1990s Ljubljana has been one of the most competitive cities in Central and Eastern Europe, without enter- ing the process of more intensive city internationalisation, until the accession to the EU in year 2004. As a result of successful macro-economic policies and comprehensive and relatively well coordinated sectoral policies by the Government of Republic of Slovenia (1992 - 2004) - the Urban Municipality of Ljubljana (NUTS 5) and Ljubljana urban region (NUTS 3) became the most important location of economic activities in Slovenia, with relatively high economic and social cohesion, and quality of life of local citizens. But urban planning and strategic urban development was neglected since 1991 because of the priorities of macro-economic reforms, and the connotation of such planning with the former socialist regime. Market forces, not planning prevailed until the end of 1990s, when the need for planning regulation was recognised to control and direct the spatial development of the Urban Municipality of Ljubljana and Ljubljana urban region. 20.1. “Capital city” formation and internationalisation of Ljubljana Ljubljana became the capital city in year 1991 after independence of the Republic of Slovenia from the Yugoslav Federation. -

Branke Kalenić Ramšak in izr. prof. dr. Mateje Pezdirc Bartol. Ljubljana, 2013 POVZETEK Špansko in slovensko povojno obdobje sta minili v znamenju kulturne represije. Gledališče in dramatika sta se v začetnih letih znašli pod strogim cenzurnim nadzorom, ki je skozi leta dobival liberalnejšo podobo, ob koncu režima pa se ponovno zaostril. Medtem ko je bila slovenska gledališka cenzura neuradna, je bila španska uradna. Da bi ustvarjalce puščala v večni negotovosti in tako pridobivala na moči, nobena ni vzpostavila jasnih norm. Ker so državna gledališča sledila togi uradni kulturni politiki, je v obeh državah nastala razvejana mreža eksperimentalnih gledališč. Takrat so španski in slovenski gledališki prostor končno napolnili sodobni evropski tokovi. V obeh državah sta se v povojnem času razvila socialni realizem, drama absurda in ostale novejše gledališke smeri, zanimiva pa je tudi primerjava med slovensko poetično in špansko simbolistično dramo. Ideološko enoumje, ustrahovanje in slab položaj kulturnikov sta mnoge dramatike spodbudila k pisanju kritične dramatike. Da bi prelisičili cenzuro, so nekateri avtorji kritiko zavili v neprebojen plašč metaforike, drugi pa so ostajali eksplicitni. Diplomsko delo se ukvarja z interpretacijo in primerjavo španskih in slovenskih dram, ki so se lotevale kritike enakih področij ali so kritiko izražale na podoben način, to so Las Meninas Antonia Buera Valleja in Disident Arnož in njegovi Draga Jančarja, Antigona Dominika Smoleta in Antígona ¡cerda! The introduction of political parties and their role in achieving 1 independence THE GOVERNMENT AND THE OPPOSITION BEFORE 1988 There were no noticeable opposition movements in Slovenia in the early 1980s. The social calm of the 1970s bought through foreign loans was all but over and the population was faced with a serious economic crisis, but this did not trigger any significant social movements. In 1980, directly before and after Tito’s death, the repressive state apparatus kept a very careful watch on any potential opponents. There was very little room for expressing criticism of the government, mostly because during Tito’s illness and during the first months after his death such criticism was perceived as a highly unpatriotic act and as an attack on both Tito and the system which he had created. The polls in 1980 reflected the totally euphoric mood of the people or, as the researchers put it “the discrepancy between the declared and the genuine mood of the people is very little.” The student movement had disintegrated by the first half of the 1970s. Some of its leaders tried to spread their (fairly modified) leftist ideas through the Student Cultural Center.There were a few minor demonstrations and the authorities saw them as a continuation of the student movement. In 1977 the Association for Free Society was formed on Grega Tomc’s initiative. Its program supported human rights and liberties. The association failed to make any major impact and ceased to exist. Some intellectuals began to work toward publishing a new journal, (later named Nova revija).
