Abstracting is permitted with mention of source.) ii PREFACE The Puget Sound Water Quality Conference was held in Seattle, Washington, on September 30 and October 1, 1983. It included prominent speakers from the Puget Sound region, other parts of the United States, and Canada. Balanced support from 26 sponsoring organizations represented the research community, regulatory agencies, the private sector, and environmental groups. Concurrent roundtable sessions came between an opening series of major addresses and a reporting and synthesis session involving two rapporteurs with distinctive backgrounds in both environmental law and the business community. In addition, the interactive format encouraged questions and comments from a very broad audience. These Proceedings will enable. the participants to reflect on the many insights and points raised by their colleagues and .the general public, and will be welcome by a wide audience in the Puget Sound region. This continuing work toward a more coherent sense of direction regarding the future of Puget Sound is the primary goal of the Conference. The comments of Commissioner Bill Mahan, Vice President of the convening Puget Sound Council of Governments, are recommended as an able introduction to the Conference. He suggests five· criteria for evaluating the Conference--that it be credible, honest, interesting, balanced, and civil. These might be reflected upon as our collective work continues in the coming years. Without imposing a premature summary on the Puget Sound. question, we can again briefly ask: "What do we really know about Puget Sound, and what does it mean?" While the Federal Clean Water Act concentrates on biological wastes and treatment plant and industrial discharges, the new generation of issues is perhaps more threatening and difficult to correct. These include toxicants, particularly metals and synthetics, and a variety of pollutants from airborne and other diffuse sources. In the Puget Sound region, we know the sources of many pollutants and are beginning to learn about their relative contributions. We also know, however, that only a few toxicants are actually monitored. We know very little about possible synergistic or cumulative effects. However, there may be evidence that metal desposition rates for Puget Sound as a whole are no longer increasing, and in many instances are in decline. Other improvements are also iden�ified. We are now aware of the limited flushing capacity, and have a general understanding of recirculation patterns of Puget Sound. Due to the complex geography, our attention is drawn to atypical sedimentation rates in sensitive embayments, particularly in urban areas. Dr. Donald c. Malins reports on fish diseases in urban and • industrial embayments, relating these to levels of contamination. We do not know what level of present or future risk might exist for human consumers of non-commercial species found to be affected� iii While the Conference deals with a specific geographic unit, it also enjoys a wider interest by casting this region as a focal point for more universal concerns relating the setting of environmental policy to short and long-term research findings. Direct similarities and differences were also indicated with other semi-enclosed marine systems, such as Chesapeake Bay, San Francisco Bay, and Kaneoke Bay, Hawaii. A key institutional issue highlighted throughout this Conference is the need (difficulty) for individual decision-makers to recognize "technical" analysis as properly leading policy decisions, rather than following, and the prior need, therefore, for researchers to focus their work in a manner which is informative to others. In a separate step not reserved to any single agency or group of experts we must also assess the actual significance or insignificance of the physical evidence. I believe that it is this sense of multiple and expanding areas of knowledge which mu st be kept in sync with each other by a separate act of "assessment" or judgment, which often challenged and united diverse the Conference participants. Too often specialization sharpens our minds by narrowing them. Another recurring and related theme was the need for someone to accept the challenge of mediator, or translator, between the technical research arena and the policy decision arena. The Puget Sound Council of Governments, convener of the Conference, was suggested as having a possible role. Dr. John Vandermeulen speaks thoughtfully and eloquently in his concluding remarks on the "end points" which are the basic positions taken by different parties. How far should one go in tracking and correcting ecological effects in one direction and mutliple causes in the other? One identified end point is budget limitations, which serve as a practical "translator" between the research arena and the political arena. This "assimilation capacity" is as real as that of the Puget Sound resource. The practical issue is one of identifying the greater environmental risks, many of which present us with exponentially rising cleanup costs, and then allocating limited budgets to the major sources of these risks. We must avoid spending ninety percent of limited resources on ten percent of the problem. This will require an increased ability, as Dr. Bish suggests in his remarks, to make trade-offs across agency turfs. Also, the timing of the Conference still allows for preventive as well as corrective policies in Puget Sound. We often find that increasing knowledge also increases our uncertainties ("advocacy science") rather than producing consensus, by overturning basic assumptions, (for a delightful handling of this human element, see Dr. James Warren's reference to the early settler, Dr. Henry A. Smith). Cast adrift the all too human temptation is to defend positions with casual metaphors and analogies, and selective use of facts. The contribution of this Conference was, at this point, to assemble the parties and present some of the data in a manner which invited an overall context for future work, and which fostered constructive reflection and mutual critique. Missing from these Proceedings, and not easily captured after the fact, is the marvelous sense of congeniality and mutual respect which resulted. iv To help draw a frame around the warning signals and other material presented at the Conference, three initial follow-up steps might be considered by the sponsors: 1. A more thorough review of all the data as several research efforts are completed, particularly through a series of workshops on specific issues (e.g., a Puget Sound mass transport model), each of which would present technical data, and second, examination of policy findings through panel review. This format would provide a scientific dialogue, rather than consultant reports only. Implications on existing programs would be evaluated in item 2, below. The workshop series would: (A) Relate biological effects, midrange an d overall capacity and resilience of the Sound (considering such factors as available flushing) and long-term trends; (B) Rank problems and pollution sources within the above framework, based on more extensive monitoring and modeling, and risk assessments; and (C) Develop more systematic comparisons between Puget Sound and other semi-enclosed marine water bodies, for our mutual benefit. 2. Internal review by each agency of its program priorities so that these

It is reasonable to ask whether Polynesian voyagers traveled thousands of kilometers more and reached the Americas. Despite much research and speculation over the past two centuries, evidence of contact between Polynesia and the Americas is scant. At present, it is generally accepted that Polynesians did reach South America, largely on the basis of the presence of the sweet potato, an American cultivar, in prehistoric East Polynesia. More such evidence would be significant and exciting; however, no other argument for such contact is currently free of uncertainty or controversy.1 In a separate debate, archaeologists and ethnologists have been disputing the rise of the unusually complex society of the Chumash of Southern California. Chumash social complexity was closely associated with the development of the plank-built canoe (Hudson et al. 1978), a unique technological and cultural complex, whose origins remain obscure (Gamble 2002). In a recent series of papers, Terry Jones and Kathryn Klar present what they claim is linguistic, archaeological, and ethnographical evidence for prehistoric contact from Polynesia to the Americas (Jones and Klar 2005, Klar and Jones 2005).

    Linguistic Evidence for a Prehistoric Polynesia—Southern California Contact Event KATHRYN A. KLAR University of California, Berkeley TERRY L. JONES California Polytechnic State University Abstract. We describe linguistic evidence for at least one episode of pre- historic contact between Polynesia and Native California, proposing that a borrowed Proto—Central Eastern Polynesian lexical compound was realized as Chumashan tomol ‘plank canoe’ and its dialect variants. Similarly, we suggest that the Gabrielino borrowed two Polynesian forms to designate the ‘sewn- plank canoe’ and ‘boat’ (in general, though probably specifically a dugout). Where the Chumashan form speaks to the material from which plank canoes were made, the Gabrielino forms specifically referred to the techniques (adzing, piercing, sewing). We do not suggest that there is any genetic relationship between Polynesian languages and Chumashan or Gabrielino, only that the linguistic data strongly suggest at least one prehistoric contact event. Introduction. Arguments for prehistoric contact between Polynesia and what is now southern California have been in print since the late nineteenth century when Lang (1877) suggested that the shell fishhooks used by Native Hawaiians and the Chumash of Southern California were so stylistically similar that they had to reflect a shared cultural origin. Later California anthropologists in- cluding the archaeologist Ronald Olson (1930) and the distinguished Alfred Kroeber (1939) suggested that the sewn-plank canoes used by the Chumash and the Gabrielino off the southern California coast were so sophisticated and uni- que for Native America that they likely reflected influence from Polynesia, where plank sewing was common and widespread. However, they adduced no linguistic evidence in support of this hypothesis.

    Dugout Canoe, Prehistoric Period - 20th Century The dugout canoe, or log boat, is one of the simplest and earliest forms of watercraft used by humans. Dugouts were the primary boat used throughout the Americas before the arrival of Europeans and played an essential role in Native American riverine trade networks spanning across the eastern half of the present U.S. The earliest archaeological examples of this type of watercraft in the New World come from DeLeon Springs, Florida, where two specimens have Archaeologists from LAMP and the St. Johns County record a historic canoe at the Alligator Farm. After the introduction of European iron tools, construction was rendered much easier and faster. The size of a dugout was limited by the dimensions of available trees; Columbus witnessed 100' long canoes with dozens of paddlers in the Caribbean. Dugouts were also common throughout West Africa and enslaved Africans brought canoe-building traditions with them from the coasts and river deltas of their stolen homeland. The combination of Indian, African and European boatbuilding skills resulted in an increasingly sophisticated dugout canoe. Metal tools were used to shape the outside of the log, flatten the bottom to decrease draft and weight and increase stability, and shape the bow and stern ends to increase seaworthiness.

    Indigenous Australian Canoes: Questions of Chronology1 Stan Florek Introduction “Perhaps it will be here, at the junction of the world’s greatest ocean and the world’s greatest archipelago, that we will eventually find man’s oldest watercraft” hypothesised Rhys Jones, an eminent Australian archaeologist (Jones 1976:261). I understand and even share his enthusiasm, as Oceania is the region where, for millennia, seafaring and boating of all kinds were an essential part of life for many communities. Man’s oldest watercraft however, is and probably will remain, elusive due to the peculiar nature of the evidence. Occasionally we uncover the most direct records from the past, but the bulk of evidence concerning boating is like a palimpsest of shadows. The oldest watercraft may not be as tangible as we would wish. In Aboriginal Australia the evidence of watercraft, beyond ethnographic records of the 18th and 19th centuries, is rather vague and the reliable chronological markers cannot yet be established. In this article I look at some evidence of Indigenous boat use on the east coast of Australia, in the broader context of Oceania, and pose a few questions about their chronology. The oldest watercraft is a good starting point because it demonstrates the inferential and elusive nature of evidence. Oceania includes part of the Old World – Southeast Asia – to which Homo erectus, an early human, arrived about 1.7 million years ago. It looks as though nothing but a relatively narrow sea channel (35-100 km wide) prevented them from moving further east, across the bio-geographical boundary that separates Southeast Asia from the landmass of Australia and New Guinea.

( Oruvekoya song cycle, fi rst stanza ) A few days after I had set foot on the Trobriand Islands for the fi rst time in 1982, 1 I spied a masawa canoe sailing close-hauled toward Kiriwina, the main island of the Trobriands. Although I had seen Malinowski’s (1922/ 1978 ) photographs of these impressive canoes in his monograph Argonauts of the Western Pacifi c , I was over- whelmed by the grace and beauty of this sight. Three weeks later I had the opportu- nity to sail on such a canoe from Kaibola, the northernmost village on Kiriwina Island, back to Tauwema, the village on Kaile’una Island that has been my place of residence during my fi eld research on the Trobriands for more than 25 years now. My sailing experience with a masawa canoe is one of my dearest memories so far. In Malinowski’s times Kaile’una Island as well as Vakuta Island, Kitava Island, and the village of Sinaketa on Kiriwina Island were known as the best centers for canoe-building and as the places where most expert canoe-builders and carvers lived (Malinowski 1922/1978 , pp. 121–145).
