Resumption of the session The sitting opened at 17.00. 2. Statements by the President The President made a statement about the situation in Syria in which he condemned the repression by the Syrian authorities. He called on President Bashar al-Assad to allow humanitarian aid for the civilian popu­ lation to enter Syria. On the occasion of the Day on Remembrance of the Victims of Terrorism, he recalled the attack in Madrid on 11 March 2004, and expressed Parliament's solidarity with the families of victims of all terrorist attacks. 30.5.2012 EN Official Journal of the European Union C 152 E/3 Monday 12 March 2012 He then spoke of the Fukushima disaster that had occurred a year ago. Parliament observed a minute's silence in commemoration of the victims. 3. Approval of the minutes of the previous sitting The minutes of the previous sitting were approved. 4. Verification of credentials At its meeting on 1 March 2012, pursuant to Rule 3(3) and (4), the Committee on Legal Affairs had verified the credentials of Emer Costello, Phil Bennion and Nikos Chrysogelos and had unanimously proposed validating the mandate of Emer Costello with effect from 15 February 2012, the mandate of Phil Bennion with effect from 6 February 2012 and the mandate of Nikos Chrysogelos with effect from 2 February 2012. 5. Composition of political groups Roger Helmer had joined the EFD Group with effect from 5 March 2012. 6.     Bulletin of Italian Politics Vol. 1, No. 1, 2009, 29-47 The Transformation of Italian Democracy Sergio Fabbrini University of Trento Abstract: The history of post-Second World War Italy may be divided into two distinct periods corresponding to two different modes of democratic functioning. During the period from 1948 to 1993 (commonly referred to as the First Republic), Italy was a consensual democracy; whereas the system (commonly referred to as the Second Republic) that emerged from the dramatic changes brought about by the end of the Cold War functions according to the logic of competitive democracy. The transformation of Italy’s political system has thus been significant. However, there remain important hurdles on the road to a coherent institutionalisation of the competitive model. The article reconstructs the transformation of Italian democracy, highlighting the socio-economic and institutional barriers that continue to obstruct a competitive outcome. Keywords: Italian politics, Models of democracy, Parliamentary government, Party system, Interest groups, Political change. Introduction As a result of the parliamentary elections of 13-14 April 2008, the Italian party system now ranks amongst the least fragmented in Europe. Only four party groups are represented in the Senate and five in the Chamber of Deputies. In comparison, in Spain there are nine party groups in the Congreso de los Diputados and six in the Senado; in France, four in the Assemblée Nationale an d six in the Sénat; and in Germany, six in the Bundestag. Admittedly, as is the case for the United Kingdom, rather fewer parties matter in those democracies in terms of the formation of governments: generally not more than two or three.

    Prima cittadini. Prima di tutto cittadini. Prima che amministratori, cittadini. Cittadini come gli altri. È questo il significato del titolo che abbiamo scelto per la XXXV Assemblea annuale dell’ANCI: “Prima cittadini. Sindaci, fuori dal luogo Comune”. Ognuno di noi fa esperienza nella vita di tutti i giorni di cosa significa essere cittadini: viviamo i problemi, viviamo l’amore che ci lega al luogo in cui siamo nati viviamo e ne patiamo le inevitabili contraddizioni. Noi non siamo solo cittadini. Siamo Sindaci. A noi, che conosciamo difficoltà e aspettative, spetta il compito di cercare le soluzioni, di dare le risposte ai bisogni di ciascuno. Proviamo a farlo abitualmente all’interno delle riunioni degli organi e negli eventi promossi dall’Associazione dei Comuni. Proveremo più intensivamente a farlo nei tre giorni in programma a Rimini. Per affrontare i quali abbiamo scelto di farci guidare da alcune parole chiave, tratte dalla Costituzione italiana: lavoro, uguaglianza, cultura, salute, ambiente, identità e autonomia. La nostra Costituzione che è “in parte realtà, in parte un ideale e una speranza, un impegno di lavoro da compiere”, come ha scritto Pietro Calamandrei. The first two tables indicate the legal situation regarding the representation of men and women on the lists and the names of all parties and independent candidates which will partake in these elections. The subsequent tables are sorted by those political parties which were already represented in the European Parliament between 2009 and 2014 and will firstly indicate whether and how a party quota applies and then present the first half of the candidates on the lists for the 2014 elections.     Prot. 26/PD/AD/AL/ml Roma, 7 novembre 2019 Illustre Prof. Giuseppe Conte Presidente Consiglio dei Ministri Palazzo Chigi Illustre Presidente, pur apprezzando l’inserimento nel ddl “legge di Bilancio 2020” di importanti disposizioni normative che affrontano nodi strutturali che interessano il sistema degli enti locali, come, a titolo esemplificativo, l’alleggerimento del peso del debito, non possiamo sottacere la nostra viva preoccupazione per il mantenimento in vita di norme, per le quali auspichiamo o l’abrogazione o il ridimensionamento degli effetti, che determinano una ulteriore “stretta” sulle spese correnti ovvero proprio quelle necessarie ad assicurare il corretto funzionamento dell’Ente ed un livello ottimale dei servizi erogati alla comunità amministrata. In particolare, ci riferiamo ad un concorso di norme vigenti - dall’aumento della percentuale di accantonamento del Fondo crediti di dubbia esigibilità (FCDE), all’introduzione a partire dal 2020 di un Fondo di accantonamento di risorse correnti, il “Fondo di garanzia crediti commerciali”, con percentuali che possono raggiungere il 5% delle spese intermedie - che potrebbe ulteriormente determinare riflessi negativi sui nostri bilanci a scapito dell’erogazione dei servizi essenziali, in particolare quelli socio-assistenziali. E’ ben noto, infatti, che il FCDE obbliga attualmente i Comuni ad un accantonamento complessivo di ben 4,5 miliardi di euro. In moltissimi casi l’accantonamento eccede le reali esigenze di allineamento delle procedure di spesa rispetto all’effettiva capacità di realizzo delle entrate annualmente stanziate in bilancio e che, a regole vigenti, in fase previsionale, è calcolato senza tenere conto della fisiologica capacità di riscossione dei residui attivi. Così come, il nuovo “Fondo di garanzia crediti commerciali” inciderebbe pesantemente, per alcune centinaia di milioni, proprio sugli enti già più gravati dagli effetti nefasti dello stesso FCDE, paradossalmente anche quelli che hanno ingenti disponibilità di cassa e non fanno alcun ricorso all’anticipazione di Tesoreria.

Questa pubblicazione si presenta in una veste del tutto rinnovata rispetto alle precedenti edizioni: nel realizzarla si è dovuto infatti tenere conto di una sensibile riduzione delle risorse umane e finanziarie disponibili per l'opera. Nonostante le oggettive difficoltà, si è ritenuto utile lasciare al pubblico interessato una traccia dei principali avvenimenti della politica estera attuata dal Governo italiano nel 2007. Individuate le tre aree di prioritario interesse per il nostro Paese nell'anno in parola - rafforzamento dell'Unione Europea, potenziamento del ruolo dell'Italia nel Mediterraneo e in Medio Oriente, maggiore attivismo in ambito ONU -, si è quindi deciso di creare un volumetto che, pur essendo sicuramente più "snello" dei precedenti, raccoglie discorsi e comunicati stampa relativi all'impegno italiano, sia al livello bilaterale che nei contesti multilaterali, nei tre predetti campi d'azione.
