Electoral Lists Ahead of the Elections to the European Parliament from a Gender Perspective ______ Policy Department C: Citizens' Rights and Constitutional Affairs ____________________________________________________________________________________________ IT ITALY This case study presents the situation in Italy as regards the representation of men and women on the electoral lists in the elections for the European Parliament 2014. The first two tables indicate the legal situation regarding the representation of men and women on the lists and the names of all parties and independent candidates which will partake in these elections. The subsequent tables are sorted by those political parties which were already represented in the European Parliament between 2009 and 2014 and will firstly indicate whether and how a party quota applies and then present the first half of the candidates on the lists for the 2014 elections. The legal situation in Italy regarding the application of gender quotas 2009-2014: 731 Number of seats in the EP 2014-2019: 73 System type: Proportional representation with preferential voting, Hare/Niemeyer system. Each voter has up to three preferential votes. Distribution of seats according to the Hare/Niemeyer system Threshold: 4% Number of constituencies: five constituencies. o North-West o North-East o Centre Electoral System type for o South the EP election 2014 o Islands Allocation of seats: The absolute number of preferential votes determines the selection of the candidates. Compulsory voting: no. Legal Sources : Law n. 18 of 24 January 1979 as amended and supplemented by laws n. 61 of 9 April 1984, n. 9 of 18 January 1989 and decree n. 408 of 24 June 1994 (right to vote and to stand as a candidate for citizens of the Union), as amended by law n. 79 of 27 March 2004, law n. 90 of 8 April 2004, and law n. 10 of 20 February 2009.     Bulletin of Italian Politics Vol. 1, No. 1, 2009, 29-47 The Transformation of Italian Democracy Sergio Fabbrini University of Trento Abstract: The history of post-Second World War Italy may be divided into two distinct periods corresponding to two different modes of democratic functioning. During the period from 1948 to 1993 (commonly referred to as the First Republic), Italy was a consensual democracy; whereas the system (commonly referred to as the Second Republic) that emerged from the dramatic changes brought about by the end of the Cold War functions according to the logic of competitive democracy. The transformation of Italy’s political system has thus been significant. However, there remain important hurdles on the road to a coherent institutionalisation of the competitive model. The article reconstructs the transformation of Italian democracy, highlighting the socio-economic and institutional barriers that continue to obstruct a competitive outcome. Introduction As a result of the parliamentary elections of 13-14 April 2008, the Italian party system now ranks amongst the least fragmented in Europe. Only four party groups are represented in the Senate and five in the Chamber of Deputies. In comparison, in Spain there are nine party groups in the Congreso de los Diputados and six in the Senado; in France, four in the Assemblée Nationale an d six in the Sénat; and in Germany, six in the Bundestag. Admittedly, as is the case for the United Kingdom, rather fewer parties matter in those democracies in terms of the formation of governments: generally not more than two or three.

    The center-right in a search for unity and the re-emergence of the neo-fascist right Elisabetta De Giorgi a and Filippo Tronconi b aPortugese Institute of International Relations (IPRI), Universidade Nova de Lisboa, Lisbon, Portugal; bDepartment of Social and Political Sciences, University of Bologna, Bologna, Italy ABSTRACT In 2017, the parties of the centre-right camp – Silvio Berlusconi’sForza Italia, Matteo Salvini’s (Northern) League and Giorgia Meloni’sFratelli d’Italia – faced the puzzle of deciding whether to participate in the imminent general elections as allies or as rivals. On the one hand they had partially different aims (especially in relation to the European Union issue) and the problem of choosing the leadership of the alli- ance; on the other, the new electoral system, partially based on single- member districts, forced them to present common candidates in order to maximize their chances of reaching a majority of seats in parliament. In this article, we outline the stages through which the centre-right parties attempted to solve this puzzle over the course of the year, finally reaching an agreement to make a formal electoral alliance. In the final section of the article, we focus on one additional political actor of the right wing: the neo-fascist movements, notably Forza Nuova and CasaPound, which received significant media coverage during 2017. We describe how these movements were able to gain center stage and what this implied for the mainstream centre-right parties. In a way, the year 2017 began for the center-right on January 21 in Koblenz. On that date the leaders of the main extreme right parties in Europe came together in the German city for an event showcasing the visions and political aims that they shared.

    THE RAISE OF NATIONALIST AND POPULIST PARTIES IN THE EU. CAUSE OR SYMPTOM OF THE POLITICAL CRISIS? Matteo ZANELLATO* Abstract The European Union (EU) is confronted nowadays with both economic, social and political challenges. The post crisis recovery has to deal also with the refugee crisis and the employment uncertainties. The political challenges are amplified by the growth of the nationalist parties that exploit the different social crisis the EU is facing only to increase their support in the national elections, without transmitting strong values. In this article through the critical theory I will analyze the one- dimensional parties, meaning the parties without a specific weltanschauung that tries only to gain public offices with a nationalistic-populistic propaganda. In the conclusions, I will try to offer some solutions to escape this political impasse. Keywords: critical theory, téchne, one-dimensional parties, Italian right wing parties Introduction and methodology The growth of nationalist-populist parties amplifies the social, economical and political challenges for the EU, but Europe cannot become a collection of potential populist governments and cannot either be restricted as a free trade area. My research question is ‘what justifies the ascension of populist political parties in Europe in the last years, given their weak ideology?’. From this research question arises a secondary question: ‘in what in depth téchne influences political parties?’. My hypothesis is: ‘if téchne is a purpose and not a mean and the only goal permitted is the growing of the apparatus and the society is a one-dimensional one, then populist political parties have the function to keep the unhappiness controllable by the apparatus’.
