Die Redner werden gebeten, in ihrer Muttersprache zu sprechen, sofern eine Verdolmetschung für diese Sprache verfügbar ist.

B. Zeitmanagement Die Vorsitzende weist die MdEP darauf hin, dass die Koordinatoren einen

DE In Vielfalt geeintDE angepassten Rahmen für die Aussprache über Berichte bzw. Stellungnahmen vereinbart haben, wodurch die Wortmeldungen auf ein MdEP pro Fraktion beschränkt sind (in der Regel der Schattenberichterstatter bzw. sein Stellvertreter) und die Redezeit begrenzt ist. Gründe dafür sind die Begrenzung der Dauer aller Ausschusssitzungen auf zwei Stunden und der notwendige Vorrang für Tagesordnungspunkte, die im Zusammenhang mit der COVID-19-Pandemie stehen.

C. Übertragung im Internet und Anwendung eMeeting Die Vorsitzende weist die Mitglieder darauf hin, dass die Sitzung live per Webstream übertragen wird und dass für den Zugriff auf die Sitzungsdokumente die Anwendung eMeeting für Tablet oder Laptop zur Verfügung steht, da der IMCO-Ausschuss völlig papierlos arbeitet.

Mitteilungen des Vorsitzes Die Vorsitzende bestätigt die Ergebnisse der Abstimmungen über die Änderungsanträge zu den Dossiers unter den Punkten 4 und 5, die allen Mitgliedern kurz nach der Abstimmung vom Sekretariat per E‑Mail übermittelt wurden. Die Vorsitzende prüft, ob die Beschlussfähigkeit erreicht ist; danach geht der Ausschuss zur Schlussabstimmung über.

Die Vorsitzende gibt die Eröffnung der Abstimmung für die Schlussabstimmungen unter den Punkten 4, 5, 6 und 7 von 16.15 Uhr bis 16.45 Uhr bekannt. Die Ergebnisse der Schlussabstimmung werden mündlich von der Vorsitzenden sowie schriftlich mitgeteilt und auf der Webseite des IMCO-Ausschusses veröffentlicht.

CULT INI “Towards On 29 October 2020, the CULT Committee European Digital requested authorisation to draw up a non- Public Sphere” legislative own-initiative report on “Towards European Digital Public Sphere”. This concept is (PS/BM) described as a digital ecosystem that would observe, in its technical design, values such as transparency and openness and that would create a digital space, thereby strengthening public debate and safeguarding and promoting media pluralism and cultural diversity that form part of Europe’s identity. The report intends to look into, among others, the organisation and financing of that sphere as well as the infrastructure-related aspects of the sphere’s expansion.

PE689.606v01-00 12/25 PV\1225710DE.docx DE On 12 November 2020, IMCO requested clarification of the scope and the aim of the requested report, reserving a decision as to the scope of involvement that IMCO would request (potentially an association under Rule 57) on the CULT report, until that clarification is provided.

Following exchanges on the requested report between the secretariats, CULT offered IMCO association under Rule 57 RoP with shared competences. Detailed modalities of the association are still under discussion. & COM(2020)0842 Regulation on 2020/0374(COD) contestable and fair markets in the digital sector (Digital Markets Act)

(AM/BM) Regulation COM(2020)0798 ENVI: On 3 February ENVI opposed the attribution concerning batteries 2020/0353(COD) to IMCO, claiming that the file is in its remit and and waste batteries, asking the Conference of Committee Chairs to repealing Directive reconsider in its favour the attribution of the file. 2006/66/EC and ITRE: On 5 February ITRE requested the amending Regulation application of Rule 58 (joint Committee (EU) No 2019/1020 procedure) or as a fall-back position to be associated under Rule 57. To that aim, ITRE (GDS/DB) claimed exclusive competences on a number of definitions and on several provisions related to the raw materials, the performance and safety of batteries, the battery management system, the supply chain and the material recovery targets. Furthermore, ITRE requested shared competence under Rule 57 on provisions regarding the technical harmonisation requirements, the presumption of conformity, the obligations of manufacturers, the carbon footprint, the repurposing, and the battery passport. A reply letter rejecting those requests was sent to CCC by IMCO on 8 February. IMCO suggested associating ENVI on Chapter VII of the proposal, regarding the “End-of-life management of the batteries”. ITRE, on the other hand, was invited to provide its contribution under Rule 56+ on the provision regarding the raw materials, and under rule 56 for the other parts.

Regulation on a Data COM(2020)0767 On 25 November 2020, the Commission put Governance Act 2020/0340(COD) forward a proposal for a Regulation on European data governance (Data Governance Act). The (TKV, AM) proposal was announced in Plenary on 14 December and referred to ITRE. On 28 January, Coordinators of IMCO decided to request to be associated under Rule 57 with exclusive and shared competences, and on 5 February, a letter from the Chair of IMCO was sent to the CCC. On 8 February, the Chair of IMCO was informed by the Chair of CCC that the letter from IMCO was submitted outside the period foreseen in Rule 211(1) of the Rules of Procedure and would therefore not be considered by the CCC. The Chair of CCC suggested to negotiate modalities of cooperation directly with ITRE. Therefore, a letter from the Chair of IMCO was sent to the Chair of ITRE asking to be associated with exclusive and shared competences.
