The Commission and the Member States shall uphold the principle of solidarity in every aspect and at all stages in pursuit of the climate neutrality goal referred to in Article 2(1) and the 2030 emissions reduction goal referred to in Article 2a by taking into consideration the different starting points of Member States and regions. 2. All legislative proposals, as referred to in Article 2(4), shall be prepared in full accordance with Article 194 TFEU. 3. Where the Commission assesses that a Member State is making insufficient progress and for that reason makes a recommendation as referred to in Article 6, the Commission shall propose solutions which, where appropriate, would potentially include additional technological, innovative, financial, or other required support. 4. In exceptional circumstances such as a public health crisis, the Commission shall take this into consideration as part of its assessment under Article 6 that Member States may be granted a temporary derogation from undertaking policies, in line with the climate neutrality goal as referred to in Article 2(1), until the crisis has abated. In this time of crisis, it is high time to re-evaluate some of the rules we have upheld till now and focus on the most important aspects of the European project, which will help us move forward. An unprecedented health crisis is currently affecting millions of people in Europe and tragically taking thousands of lives. However, this is not the end. The economic crisis will crush the hopes and dreams of generations of Europeans. We sincerely hope that we will all do whatever is in our power not to leave anyone behind. We firmly believe that the European Parliament needs to take on its responsibility and share the burden since it is the highest European directly elected body. We need to be part of the solution, not part of the problem. If we want the people to have confidence and trust in the European project, we need to show them that we are also ready to make concessions. Therefore, we would like to ask you to do everything in your power to change the treaties in order to have just a single seat of the Parliament in Brussels. This call has again gained a large majority of support in the 2018 Parliament discharge resolution adopted on 13 May 2020 and shall now be taken into account and acted upon. The financial and environmental costs of moving the Parliament are, especially in these times of digitally connected Europe, extremely high and hard to justify.

Additionally, the Regulation should help strengthening the European Union’s strategic resilience and global economic competitiveness, maintaining its energy security and affordability, boosting growth and job creation and supporting a just and inclusive energy transition that leaves nobody behind. However, to what extent the Taxonomy Regulation will ultimately meet these expectations depends primarily on the technical screening criteria (TSC) defined in the Delegated Act on climate change mitigation and adaptation. We understand the European Commission will publish it later this month, whereupon the European Parliament may make full use of its scrutinizing prerogatives under Article 290 TFEU. In advance of its publication, we would like to share with you some of our major concerns regarding the revised draft version of this delegated act. Firstly, it is indispensable that the Taxonomy Regulation takes into account transition at the energy system level and supports the most cost-efficient decarbonisation pathway for each Member State in line with the principle of technology neutrality. In this context, it is key to acknowledge the role of gaseous fuels.

Zgodnie z sondażem, Prawo i Sprawiedliwość wygrało w siedmiu okręgach (warmińsko-mazurskie z podlaskim, Mazowsze, Łódzkie, Lubelskie, Podkarpacie, Małopolska ze Świętokrzyskiem oraz Śląsk). W sześciu okręgach wygrała Koalicja Europejska (Pomorze, kujawsko-pomorskie, Warszawa, Wielkopolska, Dolny Śląsk z Opolszczyzną oraz Lubuskie z Zachodniopomorskim). Z prognozy podziału mandatów wynika, że przy takich wynikach, jakie przyniósł sondaż exit-poll, PiS miałby w Parlamencie Europejskim 24 mandaty, Koalicja Europejska - 22 mandaty, a Wiosna i Konfederacja - po trzy mandaty. Zgodnie z sondażem, w okręgu obejmującym Pomorze dwa mandaty zdobyła Koalicja Europejska (Magdalena Adamowicz oraz najprawdopodobniej Janusz Lewandowski), a jeden Prawo i Sprawiedliwość (najprawdopodobniej Anna Fotyga).

    THE NEW EUROPEAN PARLIAMENT KEY COMMITTEE COMPOSITION 31 JULY 2019 INTRODUCTION After several marathon sessions, the European Council agreed on the line-up for the EU “top jobs” on 2 July 2019. The deal, which notably saw German Defence Minister Ursula von der Leyen (CDU, EPP) surprisingly designated as the next European Commission (EC) President, meant that the European Parliament (EP) could proceed with the election of its own leadership on 3 July. The EPP and Renew Europe (formerly ALDE) groups, in line with the agreement, did not present candidates for the EP President. As such, the vote pitted the S&D’s David-Maria Sassoli (IT) against two former Spitzenkandidaten – Ska Keller (DE) of the Greens and Jan Zahradil (CZ) of the ACRE/ECR, alongside placeholder candidate Sira Rego (ES) of GUE. Sassoli was elected President for the first half of the 2019 – 2024 mandate, while the EPP (presumably EPP Spitzenkandidat Manfred Weber) would take the reins from January 2022. The vote was largely seen as a formality and a demonstration of the three largest Groups’ capacity to govern. However, Zahradil received almost 100 votes (more than the total votes of the ECR group), and Keller received almost twice as many votes as there are Greens/EFA MEPs. This forced a second round in which Sassoli was narrowly elected with just 11 more than the necessary simple majority. Close to 12% of MEPs did not cast a ballot. MEPs also elected 14 Vice-Presidents (VPs): Mairead McGuinness (EPP, IE), Pedro Silva Pereira (S&D, PT), Rainer Wieland (EPP, DE), Katarina Barley (S&D, DE), Othmar Karas (EPP, AT), Ewa Kopacz (EPP, PL), Klara Dobrev (S&D, HU), Dita Charanzová (RE, CZ), Nicola Beer (RE, DE), Lívia Járóka (EPP, HU) and Heidi Hautala (Greens/EFA, FI) were elected in the first ballot, while Marcel Kolaja (Greens/EFA, CZ), Dimitrios Papadimoulis (GUE/NGL, EL) and Fabio Massimo Castaldo (NI, IT) needed the second round.

Wnioskujecie Państwo o uruchomienie dopłat do prywatnego przechowywania mięsa drobiowego na podstawie rozporządzenia 1308/2013. Po pierwsze, proszę pozwolić mi przypomnieć, że Komisja przyjęła już szereg środków mających na celu złagodzenie społeczno-gospodarczych skutków pandemii Covid-19, w tym w sektorze rolnictwa. W dniu 19 marca 2020 r. Komisja przyjęła tymczasowe ramy prawne w zakresie pomocy państwa, które przyznają do 100 000 euro na rolnika i 800 000 euro na przedsiębiorstwo zajmujące się przetwarzaniem spożywczym i wprowadzaniem produktów rolnych do obrotu. W dniu 2 kwietnia 2020 r. Komisja zaproponowała inicjatywę inwestycyjną ,,plus” w odpowiedzi na koronawirusa (CRII+), która będzie wspierać rolników, obszary wiejskie i państwa UE poprzez zwiększenie elastyczności w wykorzystaniu funduszy UE. W dniu 6 kwietnia 2020 r. Komisja przedłużyła o jeden miesiąc, do dnia 15 czerwca 2020 r., termin składania wniosków o wsparcie w ramach WPR, dając rolnikom więcej czasu na uzupełnienie wniosków o płatności bezpośrednie i płatności z tytułu rozwoju obszarów wiejskich. W dniu 16 kwietnia Komisja przyjęła dwa dodatkowe środki mające na celu pomoc dla sektora rolno-spożywczego.
