Article 4 a Solidarity 1. The Commission and the Member States shall uphold the principle of solidarity in every aspect and at all stages in pursuit of the climate neutrality goal referred to in Article 2(1) and the 2030 emissions reduction goal referred to in Article 2a by taking into consideration the different starting points of Member States and regions. 2. All legislative proposals, as referred to in Article 2(4), shall be prepared in full accordance with Article 194 TFEU. 3. Where the Commission assesses that a Member State is making insufficient progress and for that reason makes a recommendation as referred to in Article 6, the Commission shall propose solutions which, where appropriate, would potentially include additional technological, innovative, financial, or other required support. 4. Where necessary the Commission shall mobilise additional support and funds,

Any proposals to increase the Union’s climate ambition shall be accompanied by concrete action plans for providing support and assistance for the relevant sectors and Member States with different starting points, following a comprehensive impact assessment that includes an analysis for each individual Member State. 6. In exceptional circumstances such as a public health crisis, the Commission shall take this into consideration as part of its assessment under Article 6 that Member States may be granted a temporary derogation from undertaking policies, in line with the climate neutrality goal as referred to in Article 2(1), until the crisis has abated.
