Minutes of the Clocaenog Council Meeting held on Tuesday 19th January 2021 via Zoom at 7.30 pm - No. 2021/1

Present: Councillors Gwyndaf Rees (Chair), Mark Lewis, Ifor Roberts, Catrin Jones, Iona Jones, Catherine Parton, Lynda Price Jones Clerk and Eryl Williams

1 Apologies - Previous temporary Clerk, Hugh Wyn Hughes Welcome – The Chairman welcomed everyone to the meeting.

2 Declaration of interest - None

3 Confirm the minutes of the previous meeting – Members confirmed the minutes (No. 2020/3) of the meeting held on 13th October 2020 as a true record and signed by the Chairman.

Matters arising from the minutes 4 Finance issues HSBC Account 1 (Current) £4,734.71 Payments Since last meeting £354 H Jones £40 Poppy Appeal £65.94 Garden Centre Credit Precept £1,950 HSBC Account 2 £7,529.28 HSBC Account 3 Nil HSBC Account 4 £3,775.95 (includes £1,079 Digwyl Tomos)

5 Precept – The Precept 2020/21 was agreed with a 2.5% increase from last year and will be submitted to DCC this week. Action LPJ

Digwyl Tomos – WH awaitng confirmation from auditor on way forward to distribute money to local charaties. Action WH

Welsh Government Audit – No response received following meeting in April last year. Action ML & WH

Open Space Funding – HJ has ordered the stones for the riverbank repair and will commence work as soon as delivery arrives. He has been informed of a delay due to the Covid19 situation. - Action LPJ

Brenig Grant Application – The Brenig funding work is now complete. ML to replace / repair excising bench. Action ML

Vacant Seat – It was agreed that it was not an appropriate time to hold an election due to the Covid19 restrictions and the financial cost involved. To be discussed further at the next meeting with the option to Co-opt.

6 Planning – 11/2020/0208 and 11/2020/0539 Ty Capel, Cocaenog

7 Correspondence – Email received asking the support of CCC regarding the safety aspect on the B5105. Letter sent to DCC supporting the application for a Cautionary horse sign favourably.

8 Urgent business under Section 100(b) of the Local Government Act 1972. Grass cutting for 2021 – It was agreed that the grass cutting of the Football field carried out by White Oak Landscape last year was satisfactory and value for money. LPJ to contact inviting them to continue with same work again this year. Action LPJ

Meeting dates for 2021 – 16/03/21, 18/05/21, 20/07/21, 21/09/21 and 16/11/21

The Salt Box currently situated by the bus stop is causing problems leaving little way for people to walk on to the side of the building. LPJ to contact Highway Dept, DCC to relocate across the road to a more suitable location. Action LPJ

Facebook – It was agreed for a trial period for a Clocaenog CC Facebook page for community engagement and information. CP to set up with CJ and IJ as admin. Action CP

BT phone box – It was noted that the public phone box was removed by BT a few weeks ago. No notice was given by BT that this was due to take place.

It was reported that the main road from to Clocaenog is in a very poor state with many substantial potholes. EW informed the council that resurfacing the road was included in the DCC 2020 budget but due to Covid19 work has been delayed. EW encouraged all to contact Customer Services at DCC expressing concern of the road surface’s poor state.

A recent closure of the main road from to Ruthin (B5105) due to emergency work with the official diversion via caused problems to drivers. Drivers familiar to the area used the back road from Clocaenog to Ruthin that remained ungritted during heavy snow. EW informed that the DCC procedures will not be deviated due to an official diversion in place.

Volunteers required to help with the Clocaenog Parish Church, if anyone available to help please contact Heledd Rees. Chairman thanked CJ, LJ and LPJ for their offer.
