1. SITUATION o (SECRET) One of the ma jor ob ject ives of USSR f o eign policy has been aimed at Allied recognition of the East German regime to further USSR-East German reunification plans o In furtherance of this objective, the USSR may permit German Demo cratic Republi c (GDR ) p e rs o n~~e l t o man check points currently held by Soviets at and r ail cont r ol poi nts whi l e retaining definitive control authority , attempt to subs tit .. 2. MISSION. (SECRET) When directed by US CINCEUR , CINCUSAFE will establish immediately an airlift from RHEIN/MAIN AB (Auxiliary WIESBADEN AB) to TEMPELHOF AB, capable of:

a. Supplying the daily requirements of the US garri on in BERLI N and transporting 100 official travelers to and from BERLI N dai179

(1) Supply accountability will remain in effect for the duration of this plano

(2) Maximum utilization will be made, by forces involved in execution of this plan, of the existing personnel resources, equipment and facilities at RHEIN/MAIN AB, (alternate WIESBADEN AB) and TEMPELHOF AB, in establishing and maintaining efficient operation and support of airlift operations specified in this plano

(3) The US Army Airlift Support Command will be self-supporting, and as such, will not require logistic and/or administrative support from USAFE airlift air bases, except for that specifically provided for hereino

(4) Since the combat capability of USAFE tactical units, and : units in direct support of tactical units must be maintained, no resources will be withdrawn from such units in support of airlift operations which would hinder or otherwise adversely affect such capabilityo

(5) Upon receipt of this plan, the 322d Air Division (Combat Cargo) will provide 17th Air Force (73 10 Support Group) with support require­ ments, to include ground handling equipment requirements not available from 322d Air Division (Combat Cargo) resources o

b o Supply 0

(1) CLASS I: Will be provided all military personnel and authorized DA/DAF civilians of the Joint Airlift Task Force and the US Army Airlift Support Command from existing base facilities, and in accordance

with normal monetary reimbursement and other procedures o

(2) CLASS II and IIA:

(a) Items of supply peculiar to Army, required for support of the US Army Airlift Support Command, will be obtained from supply sources specified by USAREUR, or the subordinate commands thereofo

(1) Maintenance on all C-124 aircraft will be accomplished at RHEI N/MAl N AB ..

(2) Field maintenance and periodic inspections on aircraft of

the 322d Air Division (Combat Cargo) will be accomplished at home station o

(3) No maintenance of any type, except that emergency maintenance required to guarantee safety of flight, will be performed at TEMPELHOF ABo

(4) Emergency maintenance beyond the capability of the aircraft crew, and/or the resources available at TEMPELHOF AB, will be performed by a mobile team, organized and dispatched from maintenance resources at RHEIN/ MAIN AB. Such team will be organized to insure recovery by placing the air­

craft in a flyaway condition o The balance of maintenance required to place the aircraft in a fully operational status will be accomplished at RHEIN/ MAIN ABe

(5) Units assigned to the Joint Airlift Task Force Command, will arrive at designated airlift bases with sufficient personnel, tools and equip­

ment to perform organizational maintenance on unit aircraft and equipment o

g. Transportation o

(1) Headquarters 322d Air Division (Combat Cargo), through the formation of the Airlift Task Wing, will be responsible for the provision of airlift required and/or necessary for the operation and the execution of this plan.

(2) Waivers to exceed present ALS operating gross weights, if required, will be provided by CINCUSAFE, but will not exceed operating gross weights as published in the appropriate USAF Flight Handbook or Technical Order, for the aircraft involved in the execution of this plano

(3) All military dependents, DA and DAF civilins in support of the military, traveling under military orders, will be transported on a

non-revenue basis o All other passenger movement will be considered revenue traffic.

(4) All aircraft loading, unloading, weight and balance, and documentation will be under the supervision of the 322d Air Division (Combat Cargo).

(5) The 322d-Air Division (Combat Cargo) will establish a traffic organization at RHEIN/MAIN and TEMPELHOF AB, with an alternate organization at WIESBADEN AB, if required, to supervise the receipt~ loading, unloading, and documentation of all cargo and passengers carried on airlift aircraft.

(6) At orlgln, the US Army Airlift Support Command will deliver pre-palletized cargo from designated supply sources, to the air terminal ready line, or direct to the aircraft, as may be requiredo Loading and tie­ down will be accomplished by civilian labor, superviseq by load masters furnished by the 322d Air Division (Combat Cargo) 0 Load distribution and documentation will be accomplished by the load masterso

(7) At destination, the US Army Airlift Support Command will provide empty trucks or trailers at the air terminal ready line, or direct to the aircraft, as may be required, in sufficient numbers to assure rapid unloading. Unloading will be accomplished by civilian labor, supervised by load masters furnished by the 322d Air Division (Combat Cargo) 0

h. Medical.

(1) The 7310th Support Group will provide medical support for all US Forces at RHEIN/MAIN AB.

(2) The 7101st Air Base Wing will provide medical support for all US Forces at WIESBADEN AB, (through USAFE Hospital, WIESBADEN)o

(3) Hospitalization at TEMPELHOF AB will be provided by

CINCUSAREUR (BERLIN Command) 0

(4) Aeromedical evacuation of patients - Normalo

i. Comptroller.

(1) Subordinate commanders will initially utilize available fund resources in meeting those essential requirements directly attributabl e to airlift activities required by Task Force unitso

(2) Immediately upon implementation of this plan, a review will be made of additional requirements which cannot be met out of available resources. The result of this review wi l l be submitted to Headquarters USAFE not later than seventy-two (72) hours subsequent to execution of this plan, as a preliminary special estimate. Funding will be accomplished through normal budgetary channels o

(3) It is imperative that the strictest accounting control be maintained on the cost of airlift operations~ For that reason, separate ledgers will be maintained to record such cost. In addition, every effort will be made to identify these costs by budget project, particularly USAFE o&M funds. The following are the type of costs which should be considered, but are not considered all-inclusive:

(a) Flying hours, by type and model of aircraft o

(b) TDY.

(c) Supply.

(d) Communications.

maintain separate running logs of all traffic cargo J passengers, (revenue

and non-revenue listed separately) and mail J both in-bound and out-bound. Effective at 1200 hours each day, a detailed report will be submitted to Airlift Task Force Headquarters not later than 1600 hours daily, covering

the preceding twenty-four (24) hour period o The above data will be further maintained in such a manner as to insure the availability of summaries~ when required, of cargo, passengers and mail, both in-bound and out-bound, which may be necessary for the compilation of cost data for use by the Airlift

Task Force Headquarters or by Headquarters USAFE/USAF as may be directed o

5. COMMAND AND COMMUNICATIONS: (CONFIDENTIAL)

a o Command.

(1) Overall command will be exercised by US CINCEUR, through

CINCUSAFE, as necessary for the accomplishment of this mission o

(2) Commander, Joint Airlift Task Force (Prov), will exercise operational control over the Airlift Task Wing and over the US Army Airlift Support Commando

(3) Commander, US Army Airlift Support Command, will be pre­ pared to serve as the Deputy Commander for Ground Operations.

(4) Command and operational control of base facilities remain normal.

(5) Command responsibilities and channels effective 15 November 1959 apply.

(6) Instructions supporting this plan promulgated by Commander, 7100th Support Wing prior to 15 November 1959 remain in effect until super­ seded by directives from commanders assuming command jurisdiction under USAFE reorganization effective 15 November 1959.

WEATHER

HEADQUARTERS US AIR FORCES IN EUROPE APO 12, US FORCES 20 October 1959 - OOOlZ

1. GENERAL: (SECRET)

ao It may be necessary to initiate an airlift of supplies to maintain allied garrisons in BERLIN. It is considered likely that only military traffic will be affected.

b. If the airlift is required the French 9 British and US will initiate airlift operations to support their individual garrisonso In the event civil

air operations are suspended into the BERLIN area 9 the additional traffic will be allocated in equal parts for French 9 British and US airlifto

2. MISSION: (SECRET) The US will operate sufficient C-130 and C-124 aircraft from RHEIN/MAIN (Main Terminal) to BERLIN, TEMPELHOF (Main Airhead) for an airlift of 60 tons per day inbound and 10 tons per day outbound. WIESBADEN will be the secondary terminal and TEGEL secondary airheado

3. TASKS: (SECRET) Phase One. 322d Air Division will dispatch one C-l30 aircraft direct to BERLIN with a token loado Phase Two. US Air lift Task Wing (ATW) will be established at RHEIN/MAIN and C-130/C-124 oper ations will commence.

Officer to 322d Air DiviSion, EVREUX 7 will deploy with 322d Air Divisi on staff element of ATW to RHEIN/MAINo RHEIN/MAIN, Base Operations: Weather forecast­ ing service will be provided on a 24 hour basis at Base Operations by Detachment 29, 18th Weather Squadron. WIESBADEN AB: Weather forecas ting and obs e rving service will be provided at Base Operations by Detachment l2~ 18th - ~ ea ther Squadron. Personnel required to increase the hours of operation if r e quired to 24 hour service will be provided from resources of 18th Weather Squ adron. TEMPELHOF AB: Weather briefing service on a 24 hour basis will be provided by 18th Weather Squadron operating location augmented with three forec aster personnel from Detachments 13 and 15~ 18th Weather Squadrono These p e rsonnel will be designated by the 322d Air Division Staff Neather Officer and wi ll proceed on the initial C-130 aircraft deployed to TEMPELHOF o Request f or weather service in excess of that stated above will be reported to the Commander, 18th Weather Squadron, by the Staff veather Offic e r to Airl ift Task Wing • .
