Summer Time, begins and ends. A blank DST box usually indicates that the location stays on Standard Time all year, although in some cases the location stays on Summer Time all year. If a location is currently on DST, add one hour to the time in the Time column. To determine how much and in which direction you will need to adjust your watch, first adjust the time offsets of your source and destination for DST if applicable, then subtract the offset of your departure city from the offset of your destination. For example, if you were flying from Houston (UTC−6) to South Africa (UTC+2) in June, first you would add an hour to the Houston time for DST, making it UTC−5, then you would subtract 5 from +2. +2 (5) = +2 + (+5) = +7, so you would need to advance your watch by seven hours. If you were going in the opposite direction, you would subtract 2 from 5, giving you 7, indicating that you would need to turn your watch back seven hours. Indonesia Airport Safety Facilities Improvement Project External Evaluator: Takuya Okada Field Survey: November 2004 1. Project Profile and Japan’s ODA Loan Medan Gorontalo Palembang Sumatra Kalimantan Balikpapan Sulawesi Indonesia Jakarta Makassar Surabaya Java Project sites Project site location map Gorontalo Airport in northern Sulawesi 1.1 Background In Indonesia, an archipelagic state that spans an enormous area1, air transportation represents an important means of intra-island movement for both people and goods, and for the transmission of information. In those regions with limited land and sea routes there were particularly strong demands to secure air routes in order to support economic growth. At this time, with the exclusion of a few international airports, air safety and traffic control equipment was in short supply at Indonesia’s airports. Although measures to ensure safety at regional airports had been identified as an urgent priority2, the government had avoided familiarizing itself with the safety issues until a specific accident occurred and had a propensity to put countermeasures on a backburner due to constraints on its fiscal budget. In short, major central airports were given priority, meaning that development of small and medium-sized regional airports had perforce to take a backseat. 1.2 Objectives This project’s objective was to improve the safety of air transportation through the development of facilities (runway extensions, procurement of maintenance equipment, etc.) at regional airports in Indonesia (38 airports including Palembang Airport and 1 Indonesia is an archipelago comprising some 17,500 islands spread over an area of 1,905,000km2 (approximately five times larger than Japan) that extends 5,150km east to west (equivalent to continental USA).

Long-Term Infrastructure Planning of Airport System in Developing Country Aprima Dheo Denisiano Technische Universiteit Delft Universiteit Technische Long-Term Infrastructure Planning of Airport System in Developing Countries By Aprima Dheo Denisiano 4513800 In partial fulfillment of the requirements for the degree of Master of Science in Transport, Infrastructure, and Logistics at the Delft University of Technology, To be defended publicly on Wednesday, 27 September 2017 at 09.00 AM Graduation Committee: Chairman: Prof. Dr. G.P. van Wee Full Professor, Department of Transport and Logistics Faculty of Technology, Policy, and Management First Supervisor: Dr. Milan Janic Department of Transport and Planning Faculty of Civil Engineering and Geosciences Second Supervisor: Dr. Jan Anne Annema Department of Transport and Logistics Faculty of Technology, Policy, and Management An electronic version of this thesis is available at http://repository.tudelft.nl/ Summary Air transportation is one of the vital systems in the world since it contributes enormous economic and social benefits. The development of airport as the key infrastructure which enables passengers to fly, needs a huge investment. Without a proper investment planning, the development will cause an enormous sunk cost and other consequential problems such as the failure with airport development of Mattala Rajapaksa International Airport in Sri Lanka. Thus, planning an airport—a new airport or expansion of existing airport—is a real challenge. In developing an Airport Master Plan (AMP), a guideline from IATA, FAA or ICAO can be used by airport operator or designer. These standard guidelines merely provide the lists of elements which need to be provided. Nonetheless, they do not equip the users with a calculation method to determine the ideal numbers (e.g., the number of runways).
