Enhanced Cooperation and Integration between Indonesia and Timor-Leste Final Report This report recommends how Indonesia and Timor-Leste can enhance cross-border cooperation and integration to help boost economic growth and reduce poverty. It focuses on opportunities in the tourism and livestock sectors and reviews transport connectivity, trade, and the business and investment climate. The report was undertaken at the request of the governments of Indonesia and Timor-Leste and involved extensive consultations with government, the private sector, and civil society. This paper reviews the role of women farmers in Belu Regency, East Nusa Tenggara Province, Indonesia, and seeks to provide an analysis of challenges and opportunities of women in dealing with food security issues. The analysis in this paper is based on the evidence collected from interviews and focus group discussion conducted with men and women farmers and experts and literature review of academic publications. The study reveals that the women not only plays important roles in the whole farming process, from choosing the best seeds to selling of crops, but also have responsibilities in ensuring food security for their family. However, women roles have not been recognized properly. Low self-confidence and education, lack of participation in decision-making process, social norms and culture are some of the challenges in enhancing the role of women in achieving food security. Providing fair chance of participation and increasing access and control of resources to women is likely to contribute more in agriculture management and eradicate vulnerability in food insecurity in the Belu Regency.

The Natuna Sea in the northern part of WPP 711 lies in between Malaysian territories to the east and west, while the Karimata Strait in the southern part of WPP 711 has the Indonesian island of Sumatra to the west and Kalimantan to the east (Figure 1.1).

This report contains some important findings covering 5 (five) different outputs namely (1) fisheries co-management; (2) safety at sea and vulnerability reduction; (3) post-harvest and marketing; (4); fisheries livelihoods enhancement and diversification; and (5) micro-finance services. There are special issues in the context of gender and marginal groups in fisheries, but these issues cross cut across all the baseline survey outputs.

Rahman Mulyawan IMPLEMENTASI KEBIJAKAN PEMBANGUNAN BIDANG PERTAHANAN DI KAWASAN PERBATASAN INDONESIA – TIMOR LESTE (Studi Kasus di Kabupaten Belu Provinsi Nusa Tenggara Timur) THE IMPLEMENTATION OF DEFENSE DEVELOPMENT POLICY IN INDONESIA – TIMOR LESTE TERRITORIAL BORDER (A Case Study at Belu Regency Nusa Tenggara Timur Province) RAHMAN MULYAWAN FAKULTAS ILMU SOSIAL DAN ILMU POLITIK UNIVERSITAS PADJADJARAN ABSTRACT This study discuss the Implementation of Defence Sector Development Policy at the Indonesia’s Border Region – Timor Leste (Case Studies in Belu Regency of East Nusa Tenggara Province). The study was conducted due to curent development in the field of defence affairs as the authority of the central government but in its implementation still has weakness in maintaining national sovereignty and stability. The study used the case study method, which is part of qualitative research. Data collection techniques were done by exploring the data derived from primary and secondary sources. Primary data in the form of words, speech and action or behavior gathered from 15 informants, as well as secondary data obtained from various documents, journals, scientific papers, and others. The results suggested that the policy implementation model proposed by Cheema and Rondinelli has been implemented by the Belu District. However, the model was not appropriate to be applied in the border region because the model does not prioritize coordination aspect. Researcher argues that the implementation of Cheema and Rondinelli’s could have been more successful if it was equipped with the coordination aspect. This coordination aspect becomes important because there are many institution in Belu District that are competent in the sucessful execution of defence development policy.

    2017ANNUAL REPORT Preface Every passing year becomes our reflection to reach our vision for every child life in all its fullness. We always feel grateful when we listen to every story and see the changes in the children and communities whom we have supported through 62 child-focused programs. The involvement of many parties in the effort to promote the well-being of children becomes an encouragement for the sustainability of the assisting programs in the community which is run by Wahana Visi Indonesia (WVI). The alignment of our programs in the field with the programs that are run by the central and local government become our focus for the sustainability of our program in the long run. In 2017, one of WVI's agendas is to give priority to child protection, without setting aside programs in other sectors such as education, health and the family economy. WVI's commitment to protect children is portrayed through the launch of Ending Violence against Children (Penghapusan Kekerasan Terhadap Anak / PKTA) campaign which will run over the next 5 years, together with 20 other non-government organizations belonging to the PKTA Alliance. Thank you for every effort and collaboration that has been done throughout this year. We believe that every single thing that we have done for the children becomes hope to promote the well-being of the children. Let's go hand in hand for the Indonesian children.     FAA 118 / 119 REPORT CONSERVATION OF TROPICAL FORESTS AND BIOLOGICAL DIVERSITY IN TIMOR-LESTE JUNE 2012 PURPOSE In 2012, USAID/Timor-Leste will prepare its five-year Country Development Cooperation Strategy. USAID/Timor-Leste recognizes that protection of the environment and sustainable management of natural resources are required for a successful development program. Climate change adaptation, environment and natural resources management will be crosscutting themes in the new strategy. This report is an update of an assessment conducted in 2009 and fulfills the planning requirements set out by two provisions of the Foreign Assistance Act: 1. Section 118(e) "Country Analysis Requirements – Each country development strategy statement or other country plan prepared by the Agency for International Development shall include an analysis of – (1) the actions necessary in that country to achieve conservation and sustainable management of tropical forests, and (2) the extent to which the actions proposed for support by the Agency meet the needs thus identified." 2. Section 119(d) "Country Analysis Requirements – Each country development strategy statement or other country plan prepared by the Agency for International Development shall include an analysis of – (1) the actions necessary in that country to conserve biological diversity, and (2) the extent to which the actions proposed for support by the Agency meet the needs thus identified." METHODOLOGY This report is intended as an update to the 2009 draft of the Timor-Leste Tropical Forests and Biodiversity Analyses. Additional information was gathered and incorporated into the previous report during a visit to Timor-Leste in April 2012 by Sarah Tully, USAID, ME/TS.
