The By-law was enacted by Council on November 9, 2016 and is meant to repeal By-law No. 2014-435. This By-Law provides delegated authority to officers within the Transportation Services Department to perform various operational activities, and requires that use of delegated authority be reported to the appropriate standing committee at least once per year. -

ByWard Market Annual 2017 Report Introduction: Administration & Financial ByWard Market BIA Mandate To support and promote the health and vitality of the ByWard Market as a unique business district and meeting place for residents as well as visitors. The ByWard Market is characterized by a wide variety of owner-operated businesses and a farmers’ market that make the Market rich in heritage, activity and animation. Financial Breakdown Revenues & Expenses Property Taxes vs Levies Commercial properties in the ByWard Market BIA pay millions of dollars in property taxes annually to the City of Ottawa. Property taxes DO NOT fund the BIA. 100% of property taxes go directly to the City of Ottawa paying for many City services such as: emergency services (police, fire, ambulance), road maintenance, snow removal, water service and sewers, City parks, and facilities etc… In contrast, the BIA is primarily funded through the BIA levy collected from commercial property owners. It is very important to note that the ByWard Market BIA has one of the lowest levies of all of Ottawa’s urban BIAs. This commitment to keep the levy cost minimal for business members means BIA staff need to find alternative sources of revenue to supplement the overall budget. These include sponsorships, grants, sales, and partnerships. In 2017, the ByWard Market BIA supplemented 35% of the overall operating budget through other sources of revenue (sponsorships, sales, and grants). The Board has always been committed to responsible fiscal management. Even though we are one of the busiest BIAs in the City, the ByWard Market BIA levy remains one of the lowest in the downtown core. -

MARCEL CADIEUX, the DEPARTMENT of EXTERNAL AFFAIRS, and CANADIAN INTERNATIONAL RELATIONS: 1941-1970 by Brendan Kelly A thesis submitted in conformity with the requirements for the degree of Doctor of Philosophy Department of History University of Toronto © Copyright by Brendan Kelly 2016 ii Marcel Cadieux, the Department of External Affairs, and Canadian International Relations: 1941-1970 Brendan Kelly Doctor of Philosophy Department of History University of Toronto 2016 Abstract Between 1941 and 1970, Marcel Cadieux (1915-1981) was one of the most important diplomats to serve in the Canadian Department of External Affairs (DEA). A lawyer by trade and Montreal working class by background, Cadieux held most of the important jobs in the department, from personnel officer to legal adviser to under-secretary. Influential as Cadieux’s career was in these years, it has never received a comprehensive treatment, despite the fact that his two most important predecessors as under-secretary, O.D. Skelton and Norman Robertson, have both been the subject of full-length studies. This omission is all the more glaring since an appraisal of Cadieux’s career from 1941 to 1970 sheds new light on the Canadian diplomatic profession, on the DEA, and on some of the defining issues in post-war Canadian international relations, particularly the Canada-Quebec-France triangle of the 1960s. A staunch federalist, Cadieux believed that French Canadians could and should find a place in Ottawa and in the wider world beyond Quebec. This thesis examines Cadieux’s career and argues that it was defined by three key themes: his anti-communism, his French-Canadian nationalism, and his belief in his work as both a diplomat and a civil servant. -

2015 Summary Report Britannia Water Purification Plant & Distribution System 1.0 General overview The City of Ottawa provides treatment, storage, and distribution of high quality drinking water to approximately 874,000 residents and industrial water users. The central water supply includes the Britannia and Lemieux Island Water Purification Plants which utilize the Ottawa River for their source water. Treated drinking water from both plants is distributed through a large network of water mains, pumping stations, reservoirs, and elevated tanks including a direct water supply to Russell Township. Outside of the central supply, the City operates (5) well systems that provide drinking water to rural communities located in Carp, Richmond (Kings Park subdivision), Munster, Greely (Shadow Ridge subdivision), and Vars. This report deals specifically with the production and distribution of drinking water from the Britannia Water Purification Plant (WPP). The report must review regulatory requirements, standards and drinking water license requirements as a means of demonstrating compliance with drinking water regulations and the provision of safe drinking water during 2015. The report has been prepared in fulfillment of Schedule 22 of O.Reg.170/03, which requires that a Summary Report be prepared for each water supply system and given to the members of municipal council by March 31 of the following year. The report covers the period from January 1st, 2015 to December 31st, 2015. 2.0 Drinking water regulations The Safe Drinking Water Act (2002)
