Rules Races will be governed by the rules as defined by: 1.1. The Racing Rules of Sailing (RRS). 1.2. The Australian Sailing Special Regulations (ASSR). 1.3. The Australian Measurement System (AMS) rules where applicable. 1.4. The International Rating Certificate (IRC) rules where applicable. 1.5. The RPYC Handicapping System Rules, where applicable. 1.6. Boats protested for breaching one of the following Sailing Instructions may be penalised by the application of a 30% scoring penalty calculated as stated in RRS 44.3(c) (Amends RRS 63.1). A hearing will be granted upon receipt of a valid request for redress lodged within the protest time limit. SI 2.3, 2.5, all of section 5, 7.2 and all of section 13 1.7. Appendix T – Arbitration will apply. 1.8. RRS 44.1 is changed so that any penalty received within the Zone remains as a two-turn penalty. Any penalty outside the Zone changes to a one-turn penalty. 1.9. All boats are required to have an operational VHF Radio whilst participating in any RPYC organised event and VHF CH77 will be monitored to cater for any emergency during the event. 1.10. No Boat shall race with an anchor protruding over its bow. 1.11. RRS 41 is changed to permit club approved coaching. 1.12. SI 18 changes Rule 60.1 protests. 1.13. SI 19 changes Rule A4 scoring. 2. Eligibility and Entry 2.1. Boats shall nominate online prior to competing in a race in a series. Only boats registered at the Club with a registered RPYC Sail Number may compete in Club races unless the race is designated as an invitation race or unless otherwise approved by the Boating Operations Manager. Failure to nominate may result in a handicap of 0.999. 9 | Page 1 2.2. Boats wishing to compete in “special” events shall enter in accordance with that Events Notice of Race. 2.3. Boats shall submit a completed Australian Sailing Special Regulations Equipment Audit Form for the category of racing they will be competing in before their first race in that series. Failure to adhere will result in a boat not being scored in those races. 2.4. Change of Skipper: 2.4.1. Change of Skipper Forms are required when a boat intends to sail with a helmsman other than its owner. 2.4.2. Change of skipper forms are available in the foyer and need to be submitted to the Boating Office no later than one hour prior to the scheduled start time of that race. Any alternate skipper must be a financial member of RPYC when competing in RPYC Consistency or Championships Series’. 2.4.3. After a boat’s warning signal the helmsman nominated must not leave the helm unless in the case of an emergency. 2.5. Boats shall have a minimum of two crew inclusive of the helmsman. Whilst sailing double-handed both crew shall wear PFD’s at all times while afloat and both shall be capable of sailing the boat. 2.6. The Sailing Rig shall consist of an all-white shirt with collar and all white shorts or trouser. Alternatively, black shorts or trousers may be worn with an all-white shirt with collar. In the event of inclement weather, coloured waterproofs are permitted. Whilst the wearing of all white sailing rig is not mandatory for Dinghy or Offshore Sailing Events, the wearing of "whites" for all sailing is strongly encouraged to maintain the Club tradition. This Instruction shall not apply to “Twilight Cruises”. See RPYC Bylaw 7.9. Visiting boats shall comply with their own Club’s dress requirements. 2.7. Visiting Boats shall be on the Boat Register of another Club affiliated to Australian Sailing and are required to enter by nominating with the RPYC Boating Office no later than 1200 on the day of the race. 2 10 | Page 3. Measurement 3.1. Each Boat shall produce a valid measurement certificate for the competition in which they will be competing in: 3.1.1. AMS Certificate (Division 2 AMS Competition) 4. Notices to Competitors Notices to competitors will be posted on the Notice Board located in the foyer of RPYC. 5. Safety Regulations 5.1. All Keel or Ballasted boats shall comply with the following: 5.1.1. Wednesday and Saturday Racing: ASSR Part 1, Category 7. 5.1.2. Night Series: ASSR Part 1, Category 7 with the addition of: - 2 x Red Handheld Flares in a waterproof container - 2 x Operational Waterproof Torches 5.1.3. Twilight Cruises: ASSR Part 1, Category 7 with the addition of: - 2 x Red Handheld Flares in a waterproof container - 2 x Operational Waterproof Torches 5.2. All Boats are required to have certain parts of their Safety Audit Form completed by a qualified AS Auditor. 5.3. All Boats are required to have an operational VHF Radio whilst participating in any RPYC organised event and VHF CH77 will be monitored to cater for any emergency during the event. 5.4. No boat shall race with an anchor protruding over its bow. 6. Changes to the Sailing Instructions (SI’s) 6.1. Any change to these sailing instructions will be posted 2 hours before the first race on the day it will take effect, except that any change to the schedule of races will be posted by 2000 on the day prior to it taking effect. 7. Signals Made Ashore 7.1. Signals made ashore will be displayed from the flagstaff on the Australia II Ceremonial deck. 3 11 | Page 7.2. Flag “Y” with one (1) sound signal shall mean; competitors shall wear personal flotation devices, except briefly while changing or adjusting clothing or personal equipment.

The America’s Cup, one of the most famous competitions between countries, was held here in Newport 12 times from 1930 to 1983, and for nine of those times, from 1958 to 1983, the sailboat used to determine the winners was the 12 Metre, a single-masted sloop of approximately 68 feet (21 metres) in length. The most memorable Cup in Newport was unfortunately its last; 1983 marked the first winning challenge to the New York Yacht Club, which had 12 METRE WORLD CHAMPIONSHIP 2019 successfully defended the Cup over a period of 132 years. An Australian syndicate representing the Royal Perth Yacht Club wrested the precious trophy from its decades-old resting place, breaking a winning streak that was the longest on record in any sport.

    No Plastic Oceans Project www.noplasticoceans.org Our oceans are increasingly polluted by plastic but as yet we do not have enough reliable information about that pollution to enable an agreed credible strategic plan to remediate the pollution to be put in place. More than 8 million tons of plastic is dumped into our oceans every year (Plastic Oceans https://plasticoceans.org/the-facts/). It doesn’t just float on the surface injuring and killing fish, seabirds and marine mammals. Sunlight causes degeneration of the plastic and much of it breaks down to micro particles, sinking to the ocean floor where it has been detected at 5,000m depth. Samples taken by scientists at the Scottish Association for Marine Science off the Western Isles found that 48% of creatures had plastic in them, at a depth of 2,000m. All organisms in our oceans are daily subject to plastic rain which is now found in every ocean organism from nano-plastic in zooplankton to plastic bags and ropes in whales. Marine plastic pollution has impacted at least 267 species worldwide, including 86% of all sea turtle species, 44% of all seabird species and 43% of all marine mammal species. The impacts include fatalities as a result of ingestion, starvation, suffocation, infection, drowning, and entanglement (https://www.cleanwater.org). National Geographic reports that “some 700 species of marine animals have been reported so far to have eaten or become entangled in plastic” (National Geographic Magazine, June 2018 p.81). Researchers at the Algalita Marine Research Foundation documented an increase in plastic debris in the Central Pacific Gyre five-fold between 1997 and 2007, where the baseline in 1997 showed plastic pieces outnumbered plankton on the ocean surface 6:1 (Charles Moore, Algalita Marine Research Foundation, presentation at California District Attorneys Association, Sept.
