ROYAL PERTH YACHT CLUB OF WA (INC) NOTICE OF RACE & SAILING INSTRUCTIONS SEASON 2019–2020 1. RULES 1.1 Races will be governed by the rules as defined by the Racing Rules of Sailing, the Special Regulations of Australian Sailing (AS). 1.2 If there is conflict between these Sailing Instructions and Sailing Instructions issued for special events, the Sailing Instructions issued for special events shall prevail. 1.3 The Race Committee may, except in respect of Rule 60.2 (Protests) & 62 (Redress) & 69 (Misconduct), comprise of the Vice Commodore, Captain Sail, Captain Dinghies, the Race Officer of the day, General Manager and the Boating Operations Manager or its nominee. 1.4 After a boat’s warning signal, the owner/helmsman shall not leave the helm during the race except in the case of an emergency. This sailing instruction shall not apply to the Twilight Cruise. 1.5 The alternative penalty for an infringement of a rule of Part 2 during “Wednesday Sailing” and “Saturday Sailing” is a one turn penalty – one tack and one gybe in the same direction (amends RRS 44.1). 1.6 Boats sailing in the Thursday Twilight Cruise are not subject to the crew eligibility requirement contained in Australian Sailing Prescription to RRS 46. Dispensation has been granted from AS for this purpose. 1.7 The helmsman for the purposes of Rule 46 shall be the person in charge unless prior approval is obtained from the Operations Manager. Under SI 6.1.1 2. SAFETY REGULATIONS SAFETY BOATS Boats shall keep clear of any craft bearing a “Safety” flag or the words “Safety” on the hull. 2.1 Safety Category – Keelboats 2.1.1 Daylight Races All keelboat races shall be Category 7 of the AS Safety Regulations. 1 2.1.2 Night Series 2.1.2.1 Will be conducted under Category 7 of the AS Special Regulations modified as follows. In addition to Category 7 requirements, all boats shall carry the following additional equipment: 2 x Red Hand-Held Flares in a waterproof container 2 x Operational Waterproof Torches At least one of the following means of communication: VHF Radio/Mobile Phone (A VHF radio is preferred as it enables boats in the immediate vicinity to respond immediately) 2.1.2.2 All crew shall wear a PFD, (PFD1 or 2) at all times while racing in a Night Series race. 2.1.2.3 Skippers are required to log on and off for each race on the form displayed on the Sailing Notice Board. When logging off skippers are confirming that all their crew is safely ashore. Failure to log on or log off will result in the boat being scored DNC or DNF as appropriate. This amends A4.1. 2.1.2.4 During the Night Series Channel 77 (VHF) and 0408 919 667 will be manned to cater for an emergency. 2.1.3 Twilight Cruise 2.1.3.1 Shall be conducted under Category 7 of the AS Special Regulations modified as follows. In addition to Category 7 requirements, all boats shall carry the following additional equipment: 2 x Red Hand-Held Flares in a waterproof container 2 x Operational Waterproof Torches At least one of the following means of communication: VHF Radio/Mobile Phone (A VHF radio is preferred due to its all “informed nature” enabling boats in the immediate vicinity to respond immediately) During Twilights, Channel 77 (VHF) and 0408 919 667 will be manned to cater for an emergency.
