It also demonstrated the important role PTDI plays in Airbus Helicopters’ global supply chain. The successful industrial co-operation between Airbus Helicopters and PTDI began more than four decades ago, with the two companies collectively delivered close to 200 helicopters to customers in Indonesia to-date Specifically for the H225, PTDI became a key supplier of the rotorcraft’s rear fuselage and main airframe in 2008, with full production in place by 2011. This came after a rigorous process involving transfer of knowledge, in-depth training and implementation of a robust quality system for the production. In a short span of six years, PTDI has successfully produced 50 rear fuselages of the Super Puma family, in addition to the six main fuselages delivered to Airbus Helicopters. We argue that the aerospace sector is characterized by a process of interrupted innovation. Competitive pressures and the cyclical nature of the industry not only require shifts in the direction of innovation and changes in the production system, but also periodical restructuring of the whole sectoral system of innovation. Aerospace manufacturing requires advanced technological capabilities at the earliest stages of the emergence of the industry. Producers immediately need to comply with high international technology, quality and safety standards. Stage models of gradual technological upgrading in the process of catch up are therefore not appropriate to analyse the evolution of this industry in latecomer economies. The model of interrupted innovation developed in this paper provides an alternative perspective.

Initially perceived as ‘necessary evil’ in an imperfect defence market, it now serves dual purposes: a marketing strategy for defence industry and a procurement policy for buyer country to generate add on benefits from arms import. Offsets proliferate, and so are stricter mandatory government policies. Still evaluation of offset has been difficult, mostly done in a country-based setting using anecdotal evidence that result in mixed findings. Following the issuance of mandatory offset policy in Indonesia through Law on Defence Industry in 2012, evaluation of past and current offset practice have become not only relevant but also critical to provide policy feedback. This dissertation provides an empirical examination on how offset has been understood and practised in Indonesia, and its contribution to defence industrialisation. The timeframe chosen is 1988-2014, when countertrade has been used to support the lifecycle of strategic industries: development (1988-1998), survival (1999-2009), and revitalisation (2010-2014). This study derives its validity and reliability from triangulation, comprising secondary data, survey, and case study. Three variables are analysed: technology development through ‘strategic industries’, defence offset, and defence industrialisation.

Kisah ini dimulai ketika Tentara Republik Indonesia (TRI) Angkatan Udara yang menjadi cikal bakal TNI-AU dibentuk dan mulai berdiri sebagai sebuah kesatuan pada 9 April 1946. Setelah terbentuknya TRI-AU, pada tahun yang sama dibentuk pula Biro Perencanaan dan Konstruksi yang berlokasi di Maospati, sebuah kecamatan di Jawa Timur yang menjadi pertemuan jalur dari 3 kabupaten, yaitu Magetan, Madiun dan Ngawi. Tidak lama setelah Republik Indonesia merdeka pada 17 Agustus 1945 dari bengkel itu dunia penerbangan serta produksi pesawat Indonesia. Sampai saat ini industri penerbangan dalam arti pabrik pesawat terbang mengalami pasang surut akibat pengaruh politik serta kemerosotan ekonomi. Kegiatan bengkel produksi pesawat tersebut dimotori oleh sejumlah opsir, terutama Opsir Muda Udara II (setara Letnan II) Nurtanio Pringgoadisurjo, Wiweko Supono dan Sumarsono.

In the last 18 months, growth has slowed to below 5% and is projected by the World Bank to be 4.7% for 2015. President Joko Widodo (known as "Jokowi") took office in October 2014 and has pledged to improve infrastructure and reduce barriers to doing business in Indonesia as a means to increase the country’s GDP growth rate to 7% by 2017. Over the past decade Indonesia has enjoyed steady economic growth, though less than needed to pull the country into upper middle-income status, and the rate of growth is slowing. Sound macroeconomic policies, combined with growing domestic demand and high commodity prices, propelled economic expansion in recent years, but protectionist policies, corruption at all levels of government, poor infrastructure, weak rule of law, and labor rigidity have taken their toll.
