ENQA Leadership Programme Seminar 2 Bern, 10–12 September 2018 ENQA Leadership programme Seminar 2 Bern, 10–12 September 2018 Venue: Swiss Agency of Accreditation and Quality Assurance (AAQ) Effingerstrasse 15 3001 Bern Switzerland Practical Information Venue The second seminar of the ENQA Leadership programme, hosted by the Swiss Agency of Accreditation and Quality Assurance (AAQ), will take place at the AAQ premises, located at Effingerstrasse 15, 3001 Bern, Switzerland. Arrival and transport Participants are kindly requested to make their own international and local travel arrangements. Participants may find it helpful to coordinate their travel to Bern by using www.rome2rio.com. Getting to Bern With its central location, Bern is easily accessible by air, road, or rail. If your flight lands in Zurich, Geneva, or Basel, there is excellent rail service to Bern with the Swiss rail company SBB. In both Zurich and Geneva, an SBB station is located inside the airport, allowing direct transfer to trains to Bern. There is a 600-meter walk from Bern train station to the AAQ premises. Arriving at the Bern Airport Bern Airport is located 10 km from the city center. The city can be reached by public transport. The airport bus takes passengers to Belp train station. From there, you can take an S-Bahn to Bern main station. 1/3 Arriving at the Zurich Airport You can reach Bern main station from Zurich Airport train station in an hour and 15 minutes by train. Trains with direct connections from the airport to Bern depart every 30 minutes. Arriving at the EuroAirport Basel Mulhouse Freiburg Bern can be reached via Basel SBB train station in around 1 hour. Trains from Basel SBB to Bern depart every 30 minutes. Arriving at the Geneva Airport Geneva Airport train station can be reached directly from the arrivals hall. Direct trains to Bern depart every 30 mins. The journey takes just under two hours. Moving around the city Public transport Hotel reservation confirmation may be valid for the use of public transport from the Bern train station to the hotel on arrival day. The financial situation of Swiss municipalities appears generally healthy, with a relatively low debt ratio. Direct-democracy procedures are highly developed at all levels of governance. Furthermore, the rapporteurs very much welcome the Swiss parliament’s decision to authorise the ratification of the Additional Protocol to the European Charter of Local Self-Government on the right to participate in the affairs of a local authority. The report draws attention to the need for improved direct involvement of municipalities, especially the large cities, in decision-making procedures and with regard to the question of the sustainability of resources in connection with the needs of municipalities to enable them to discharge their growing responsibilities. Finally, it highlights the importance of determining, through legislation, a framework and arrangements regarding financing for the city of Bern, taking due account of its specific situation. The Congress encourages the authorities to guarantee that the administrative bodies belonging to intermunicipal structures are made up of a minimum percentage of directly elected representatives so as to safeguard their democratic nature.
