It is considered as the genuine business capital of the South of Russia. 6 7 ROSTOV REGION THE TERRITORY OF GREAT OPPORTUNITIES M.A. Sholokhov (1905-1984) was born in the stanitsa Veshenskaya. Twice bearer of the title of the Hero of Socialist Labour, laureate of the 1st Degree Stalin Premium awarded him for his novel “Quiet Flows the Don”(1941), and laureate of the Lenin premium for the novel “Podnyataya Tselina” (Virgin Soil Upturned) (1960). Laureate of the Nobel Prize for the novel Quiet Flows the Don”(1965). 8 9 But the main thing nowadays is that Rostov region is the terri- otory of great opportunities, including developers, realtors, and investors in commercial real estate. Economy of the region, income of the population, general liv- ing standards and consumer market during the last eight years ROSTOV REGION have been growing so dynamically that business, trade and in- dustrial infrastructure couldn’t keep up with these indices. However the aim of the region authorities, mayors of the larg- est Don cities is to cross this road as soon as possible. And it would be better to do this with European and world leaders of the real estate market. 12 13 Within the framework of Rostov agglomeration on MIPIM-2007 we present three projects, where it is possible and profitable to display oneself as a de- veloper or investor. SOUTH-BATAYSK INDUSTRIAL ZONE As a result each of the aforementioned projects will absorb tens and thousands of smaller projects. And it doesn’t matter whether it is SPA hotel on the cost of Azov sea, office towers, show coplex in the Rostov-City or industrial park in the area of Bataysk.     Russian place-names of ‘hidden’ or ‘indirect’ Scottish origin (the case of Hamilton – Khomutov) Alexander Pavlenko and Galina Pavlenko In Russia there are numerous toponyms going back to personal or place names of western European origins. This phenomenon resulted from several waves of massive immigration from the West, first to Muscovite Rus’ and later, in greater numbers, to the Russian Empire. Among the immigrants, most of whom originated from Germany, there was quite a number of Scotsmen – active participants in all the major historical events in both Western and Eastern Europe. The first Scotsmen in Russia, called Shkotskie Nemtsy (literally ‘Scottish Germans’) by locals, belonged to the military class and came to this country either as mercenaries or prisoners of war in the late sixteenth century in the reign of Ivan the Terrible. Most of them were captured during the Livonian War and continued their military service in the Russian troops (Anderson 1990: 37). In the seventeenth century with the accession of the Romanovs dynasty to the throne, Scotsmen started to arrive in Russia in ever increasing numbers. Some of those who abandoned their motherland, driven by circumstances managed to inscribe their names in Russian history as prominent soldiers, engineers, doctors, architects, etc. Scottish mercenaries and adventurers considered the remote Russian lands to be a place where they could build their career and hopefully make a fortune. Of course, as is well known, Russia was only one of a multitude of destinations which Scotsmen sought to reach. The late seventeenth and early eighteenth centuries saw a more abundant influx of Scots due to the Petrine reforms and a high demand for foreign professionals in all fields (Dukes 1987: 9–23; Cross 1987: 24–46).

The caretaker of the Head of the Government of the DPR Mr. D Pushilin, the caretaker of the Head of the Government of the LPR Mr. L. Pasechnik, the RF State Duma deputy, the coordinator of the integration committee “Russia-Donbass” Mr. A. Kozenko, and public figures, workers of the sphere of education, science and culture from different countries participated in it. The forum was held on October 23-26th. Round table meetings, conferences in Donbass integration into the educational, cultural and economic space of the Russian Federation were organized in the frameworks of the event. DonNTU’s New International Agreement On October 10th DonNTU signed an agreement on collaboration and double degrees with South-Ural State University. It is aimed at developing scientific and technical interaction, widening of creative links, assisting in international educational process and integrating into the world system of university education. Prof. K. Marenich and Dr. I. Kondaurova, the Head of the Department of Business and Staff Administration, were present at the ceremony of its signing.

Design/Methodology/Approach: The study applied a cluster approach to the development of territories. Such an approach is the study of the tourist region as an interconnected system of tourist resources, tourist infrastructure, tourist services with an effective system of regional tourism management, the optimal phase of which is a tourist cluster. Findings: This article includes the study of areas of Rostov Region from the standpoint of the cluster approach, tourist and recreational zoning of Rostov Region, the identification of areas that are promising for the formation of tourist and recreational clusters and socio- economic substantiation for the functioning of clusters. Practical Implications: The results of the study can be used in the formation and implementation of regional programs for the development of tourism, economy and social sphere. Originality/Value: The main contribution of this article is the application of the cluster approach to the investigation of socio-economic development of Rostov Region, as well as zoning the tourist and recreational clusters.
