Sub: Violation of Sindh Public Procurement Rules 2010, Section Officer (General), Sports & Youth Affairs Department, Karachi's Expression of Interest Notices for Promotion of Popular Traditional Sports in Sindh. Dear Sir,

This is with reference to Sports & Youth Affairs Department, Karachi's EOI Notice published in 1 daily "Dawn" on 20 h March, 2017. It is observed that the advertisements are in violation ofthe SPPRA Rules 2010.

No response time is mentioned in the advertisement for applicants for the submission of proposals of EOI, only the date and time of opening of the technical proposals is mentioned. It is violation of Sindh Procurement Rules 2010, Rule No. 18(1 ). The Rule is stated as under;

18. Response Time (1), the response time shall not be less thanfrfleen calendar days from the date ofpublication ofNotice Inviting Tender in the newspapers or hoisting in the website, as the case may be, in case of National Competitive Bidding, and shall not be less than forty five days from the date ofpublication of Notice Inviting Tender in the newspapers or hoisting on the website, as provided in Rule 17 (6), in case ofInternational Competitive Bidding;

The above information is forwarded for the purpose of avoiding the mis-procurement charge under Rule No 32(A), and with request to re-invite the EOI under the prescribed procedures or issue a corrigendum and extend date accordingly.
