Adapting to Institutional Change in New Zealand Politics Raymond Miller Introduction Studies of political leadership typically place great stress on the importance of individual character. The personal qualities looked for in a New Zealand or Australian leader include strong and decisive action, empathy and an ability to both reflect the country's egalitarian traditions and contribute to a growing sense of nationhood. The impetus to transform leaders from extraordinary people into ordinary citizens has its roots in the populist belief that leaders should be accessible and reflect the values and lifestyle of the average voter. This fascination with individual character helps account for the sizeable biographical literature on past and present leaders, especially prime ministers. Typically, such studies pay close attention to the impact of upbringing, personality and performance on leadership success or failure. Despite similarities between New Zealand and Australia in the personal qualities required of a successful leader, leadership in the two countries is a product of very different constitutional and institutional traditions. While the overall trend has been in the direction of a strengthening of prime ministerial leadership, Australia's federal structure of government allows for a diffusion of leadership across multiple sources of influence and power, including a network of state legislatures and executives. New Zealand, in contrast, lacks a written constitution, an upper house, or the devolution of power to state or local government. As a result, successive New Zealand prime ministers and their cabinets have been able to exercise singular power. This chapter will consider the impact of recent institutional change on the nature of political leadership in New Zealand, focusing on the extent to which leadership practices have been modified or tamed by three developments: the transition from a two-party to a multi-party parliament, the advent of coalition government, and the emergence of a multi-party cartel. -

ADVERTISING AND THE MARKET ORIENTATION OF POLITICAL PARTIES CONTESTING THE 1999 AND 2002 NEW ZEALAND GENERAL ELECTION CAMPAIGNS A THESIS PRESENTED IN FULFILMENT OF THE REQUIREMENTS FOR THE DEGREE OF DOCTOR OF PHILOSOPHY IN POLITICS AT MASSEY UNIVERSITY, PALMERSTON NORTH, NEW ZEALAND. CLAIRE ELIZABETH ROBINSON 2006 i ABSTRACT This thesis proposes an alternative way of establishing a link between market orientation and electoral success, by focusing on market orientation as a message instead of as a management function. Using interpretive textual analysis the thesis examines the advertising messages of the highest polling political parties for evidence of voter orientation and competitor orientation in the 1999 and 2002 New Zealand general election campaigns. Relating manifest market orientation to a number of statistical indicators of electoral success the thesis looks for plausible associations between the visual manifestation of market orientation in political advertisements and parties’ achievement of their party vote goals in the 1999 and 2002 elections. It offers party-focused explanations for electoral outcomes to complement existing voter-centric explanations, and adds another level of scholarly understanding of recent electoral outcomes in New Zealand. While the thesis finds little association between demonstration ofcompetitor orientation in political advertisements and electoral success, it finds a plausible relationship between parties that demonstrated a voter orientation in their political advertisements and goal achievement. -

DRAFT Working Paper 2014/01 List of government department strategies between 1 July 1994 and 30 June 2014 Author: Renata Mokena-Lodge 1.0 Purpose The purpose of this working paper is to provide a list of government department strategies (GDSs) published by New Zealand government departments between 1 July 1994 and 30 June 2014 (see Table 1). This list will be analysed and discussed further in our upcoming report on strategy in government. This working paper provides details of the methodology applied by the Institute to create the list outlined in Table 1. In doing so, three other tables were necessary to explain the process and show how the data was collected and analysed. The purpose of each of the four tables is briefly described below: • Table 1: Government department strategies (GDSs) between 1 July 1994 and 30 June 2014 (pages 14–83) This table contains the list of all documents that were found to be GDSs published between 1 July 1994 and 30 June 2014 (as per the criteria in Section 3.0 below). • Table 2: List of documents rejected from analysis as at 15 September 2014 (pages 84–89) This table contains the list of all documents rejected from further analysis because they did not meet the four criteria or were published outside the timeframe of this report. • Table 3: Reconciliation between the 2007 report and the 2014 report (pages 90–91) This table was necessary as 11 GDSs listed in the 2007 report were rejected from our 2014 list and 25 strategies that were published before July 2007 were added that were not included in the 2007 report. -

THE POLITICS OF - MAORI AFFAIRS POLICY A thesis presented in partialfulfi lment of the requirements for the degree of Doctor of Philosophy in Sociology at Massey University, Albany, New Zealand. Louise Virginia Humpage 2002 iii ABSTRACT In searching for ways to decolonise, indigenous peoples have promoted indigenous models of self-determination. Governments, in response, have attempted to protect state legitimacy through the depoliticisation of indigenous claims. An analysis of 'Closing the Gaps', a policy strategy introduced by the Labour-Alliance government in June 2000, illustrates that this has certainly been the case in Aotearoa New Zealand. The policy strategy provides an entry point into exploring the conceptual tensions contained within government policy for Maori, the indigenous peoples of Aotearoa New Zealand. Based on an analysis of government documents and interview data, the thesis focuses on three main initiatives incorporated under the 'Closing the Gaps' umbrella. Each initiative highlights a number of bureaucratic, political and conceptual factors that explain why the strategy failed to match political rhetoric. The thesis argues that, in its eagerness to demonstrate a 'commitment' to Maori, the Labour-Alliance government neglected to distinguish between two different socio political projects. The first, 'social inclusion' for all disadvantaged peoples, was framed by a broader 'social development' approach whose ultimate goal was 'national cohesion'. -

Word Style Book ABOUT THIS MANUAL The Word Style Book has been prepared in the Hansard Office to function in conjunction with the 10th edition of the Concise Oxford Dictionary as the dictionary for that office, to be consulted in the preparation of the parliamentary debates for publication. It is a guide to how to treat words in the text of Hansard, and not a guide to precedents or setting up members’ names. The use of hyphens is being kept to a minimum, in line with COD practice as stated in the preface to the 10th edition. For guidance on how a word or expression is treated in Hansard, consult the Word Style Book before the COD. The treatment of words not covered in either reference text will need to be confirmed for inclusion in the Word Style Book updates, which are published regularly. ONE News Colmar Brunton Poll Poll Method Summary RELEASED: Sunday 19th October, 2008 POLL CONDUCTED: Evenings of Oct 11th – 16th inclusive SAMPLE SIZE: n = 1,003 eligible Voters SAMPLE SELECTION: Random nationwide selection using a type of stratified sampling to ensure the sample includes the correct proportion of people in urban and rural areas. SAMPLE ERROR: Based on a total sample of 1000 Eligible Voters, the maximum sampling error estimated is plus or minus 3.1%, expressed at the 95% confidence level. METHOD: Conducted by CATI (Computer Assisted Telephone Interviewing). WEIGHTING: The data has been weighted to Department of Statistics Population Estimates to ensure it is representative of the population in terms of age, gender, household size and ethnic origin. REPORTED FIGURES: Reported bases are unweighted. For Party Support, percentages have been rounded up or down to whole numbers, except those less than 5% which are reported to 1 decimal place. For all other figures percentages have been rounded up or down to whole numbers except those less than 1% which are reported to 1 decimal place. METHODOLOGY The party vote question has been asked unprompted as at February 1997. NOTE: The data does not take into account the effects of non-voting and therefore cannot be used to predict the outcome of an election. Undecided voters, non-voters and those who refused to answer are excluded from the data on party support. The results are therefore only indicative of trends in party support, and it would be misleading to report otherwise.
